Fire DangerIndex for FallOutdoor Activity As hunting seasons and otherfall outdoor activities getunderway, the North Dakota Gameand Fish Department remindshunters, anglers and otherenthusiasts to be aware of the dailyfire danger index. Recent high daytimetemperatures, combined withtypical dry, late-summer groundconditions, has caused an elevatedfire danger index in some countiesthat will influence outdooractivities. Hunters are urged to keep upwith the daily rural fire dangerindex, issued by the NationalWeather Service, to alert the publicto conditions that may beconducive to accidental starting orspread of fires. In addition, countygovernments have the authority toadopt penalties for violations ofcounty restrictions related toburning bans. These restrictionsapply regardless of the daily firedanger index and remain in placeuntil each county’s commissionrescinds the ban. The fire danger index can

change daily depending ontemperature, wind andprecipitation forecasts. If the indexreaches the extreme category, openburning is prohibited; off-roadtravel with a motorized vehicle isprohibited, except for peopleengaged in a trade, business oroccupation where it is required;and smoking is restricted to insideof vehicles, hard surface areas,homes or in approved buildings.

Hunters Reminded Of Big GameTransport Rules Big game hunters are remindedof requirements for transportingdeer, elk and moose carcasses andcarcass parts into and within NorthDakota, as a precaution against thepossible spread of chronic wastingdisease. Hunters are prohibited fromtransporting into or within NorthDakota the whole carcass of deer,elk, moose or other members of thecervid family from states andprovinces with documentedoccurrences of CWD in wildpopulations, or in captive cervids. In addition, hunters harvestinga white-tailed deer or mule deerfrom deer hunting units 3A1, 3B1,3F2, 4B and 4C, a moose frommoose hunting units M10 andM11, or an elk from elk huntingunits E2 and E6, cannot transportthe whole carcass outside the unit.However, hunters can transport thewhole carcass between adjoiningCWD carcass restricted units. North Dakota Game and FishDepartment district game wardenswill be enforcing all CWDtransportation laws. Hunters are encouraged to planaccordingly and be prepared toquarter a carcass, cape out ananimal, or clean a skull in the field,or find a taxidermist or meat lockerwithin the unit or state who canassist. Game and Fish maintainsseveral freezers throughout theregion for submitting heads forCWD testing, beginning Sept. 1. For questions about how tocomply with this regulation,hunters should contact a districtgame warden or other departmentstaff ahead of the planned hunt. The following lower-riskportions of the carcass can betransported: - Meat that has been boned out. - Quarters or other portions ofmeat with no part of the spinalcolumn or head attached. - Meat that is cut and wrappedeither commercially or privately. - Hides with no heads attached. - Skull plates with antlersattached with no hide or braintissue present. - Intact skulls with the hide,eyes, lower jaw and associated softtissue removed, and no visiblebrain or spinal cord tissue present. - Antlers with no meat or tissueattached. - Upper canine teeth, alsoknown as buglers, whistlers orivories. - Finished taxidermy heads.

Mud on Roadway PolicyThis policy refers to instances where farm or

commercial activities from an owner, renter or contractorof land or property adjacent or near a county roadwaythat is maintained with public funds, deposits mud orother debris upon the roadway.

The objective is to minimize or remove deposits from theroadway that may constitute a road safety hazard for roadwayusers. In particular, mud is considered to be a danger to usersof the roadway because it may lead to accidents. This can beaccelerated in adverse weather conditions.

Owners, renters or contractors are responsible for the following:

1. Do everything possible to prevent mud or other debris from being deposited on the roadway.

2. Use “Mud on Roadway” or “Slippery Road” signs when necessary to inform the public of the hazard. Make sure signs are positioned to give maximum visibility and warning to other road users.

3. Clean the road as necessary during the day and at the end of the working day.

4. When asked by any law enforcement agency or by any highway department official to clean the roadway, the roadway shall be cleaned within two hours of being notified.

5. Labor, equipment and material costs associated with replacing any gravel in order to ensure the safety of all county residents and to restore the roadway to pre-harvest conditions. This will be done at the discretion of the Pembina County Highway Dept. and billed to the owner, renter, or contractor.

If the owner, renter, or contractor fails to follow this policyas set by the Pembina County Board of Commissioners, thePembina County Highway Department may cause the mud orother debris to be removed and the cost of removing the mudor other debris, and/or the replacement of any gravel or othermaterial, if necessary, shall be billed to the landowner, renter,or contractor. If the bill remains unpaid for two consecutivemonths, the bill will be certified to the County Auditor, and allof the expenses shall be charged against the land and shallbecome a part of the taxes to be levied against the land for theensuing year and shall be collected in the same manner asother real estate taxes are collected.

Pembina Blood Drive On Friday, August 28 Vitalant, one of the nation’s oldest and largestnonprofit transfusion medicine organizations, conducted a blood drive inPembina at Larry Wilwant Community Center. Vitalant suppliescomprehensive transfusion medicine services and is the sole blood providerto nearly 1,000 hospitals in the U.S. and health care for patients in needacross 40 states. All blood, platelet and plasma donations is tested forantibodies to COVID-19. A Vitalant spokesperson stated, “We areproviding this test to help identify donors who could help COVID-19patients by becoming future convalescent plasma donors. Antibodies areproteins within plasma that help fight off infections. Because antibodies arepart of the body's immune response and not the virus itself, antibody testingcannot be used to diagnose current coronavirus infection.” The blood drive was organized by District 10 Dem-NPL ChairmanElsie Magnus. Elsie said “This was a successful blood drive in Pembina.We met our goal with two first-time donors added to the list of those who‘Give the Gift of Life’. Vitalant conducted the blood drive in their usualfriendly and professional manner. The need for donors has increased duringthe pandemic, not only because of needed blood products, but also due toreluctance of donors to risk exposure.
