The Northwest Seaport Alliance is a marine cargofacility operating partnership of the ports of Seattle & Tacoma.
Port of Tacoma security officers are required to check credentials before entering TWIC restricted areas. Be prepared to present your TWIC card and load documentation upon arrival. Security officers also enforce parking and traffic regulations in the South Harbor. Port Security is located at Fabulich Center, 3600 Port of Tacoma Rd., Ste 106, Tacoma, WA. Call 253-383-9472 to report any suspicious activity.
The speed limit is 10 mph on all Tacoma Harbor facilities unless otherwise posted.
TWIC Requirements
A Transportation Worker Identification Credential (TWIC) is required for all Port employees, terminal operators, longshore workers, truckers and others who require regular, unescorted access to Northwest Seaport Alliance restricted areas (i.e. marine terminals) and vessels. To access restricted Port-operated facilities, non-TWIC holders must be accompanied by a person who has been issued a TWIC and trained as an escort. Leased NWSA terminals have their own access guidelines.

MARSEC Security Levels
MARSEC security levels reflect the prevailing terrorist threat environment to the marine transportation system, including ports, vessels, facilities and other critical marine infrastructure. When entering a Port restricted area, you will see a sign that identifies the current MARSEC level. At any time, one of three different MARSEC levels is in effect (I, II, or III). Higher levels may result in delays.
MARSEC I – The level for which minimum appropriate security measures shall be maintained always.
MARSEC II – Appropriate protective security measures shall be maintained for a period due to a heightened risk of a transportation security incident.
MARSEC III – Further protective security measures shall be maintained for a limited period when a transportation security incident is probable, imminent, or has occurred, although it may not be possible to identify the specific target.
U.S. Customs
U.S. Customs officials may inspect your container load, either manually or using the most current technology. The vehicle-mounted VACIS and Radiation Portal Monitors (RPMs) are non-intrusive inspection technology that scan containers to identify items such as explosives, drugs or weapons of mass destruction. The scans help ensure that your load is legal and safe for transport.

Clean Truck ProgramThe Northwest Seaport Alliance Clean Truck Program requires all drayage trucks entering international container terminals in both the North Harbor (Seattle) and South Harbor (Tacoma) to have a 2007 (or newer) engine, or a certified equivalent emission control system. The Clean Truck Program requirements reduce diesel particulate matter emissions by up to 90 percent per truck.
Radio Frequency Identification (RFID) tags are now required of all trucks in both harbors. Trucks without RFID tags will be denied terminal access. Your RFID tag must be registered with your current truck and driver information at emodal.com. While RFID tags are required on all compliant trucks, individual terminals may use green stickers when gates are experiencing downtime.

Heavy Haul Industrial Corridor (HHIC)The Heavy Haul Industrial Corridor in the South Harbor (Tacoma) allows qualified loads more than the legal weight limit to be transported between intermodal facilities and marine terminals.
Use of the HHIC requires a special permit from local and/or state agencies depending on the route.
