The fastemerging story of UttarPradesh in the ongoing LokSabha elections is the nailbitingcontest between the Mahagath-bandhan and the BJP. The alliance weighed heavily on the ruling party in the 10 seats thatpolled during the third phase onTuesday.
From the western parts intothe region known as Braj, thearithmetic and chemistry wastilted towards the Opposition alliance in Moradabad, Rampur,Sambhal, Firozabad, Mainpuri,Etah, Badaon, Aonla, Bareilly andPilibhit.
Conversation with BJP workers in Moradabad revealed thatthe enthusiasm of 2014 generalelections has waned andthat it isnot easy to breach the caste fortress built by the alliance thistime around.
In the three adjoining seats ofRampur, Moradabad and
Sambhal, the BJP’s victory margin in 2014 was relatively narrower at 23425, 87504 and 4932votes respectively.
Simultaneously, the votespolled by the Bahujan SamajParty (BSP) candidates inMoradabad and Sambhal and bythe Nawab of Rampur Kazim Ali,who stood on a Congress ticketin 2014, were much higher thanthe diff��erence between the winner BJP and the runnersupSamajwadi Party (BSP) in thethree seats.
‘Strongest contest’The main contest is thusbetween BJP’s Jaya Prada and SPstrongman Azam Khan. AmongRampur’s approximately 16 lakhvoters, nearly 52 per cent are
Muslims and the Hindu vote issplit among Jatavs and Yadavsand many staunch BJP supporters, including Lodhs, Vaishyas,Brahmins, Thakurs, Sainis, Palsand Kurmis.
Although the Muslim vote isnot united behind Azam Khan,the alliance is expected to attractsubstantial Jatav and Yadavvoters, making it an uphill taskfor the BJP. However, BJP candidate Jaya Prada, who has represented Rampur twice as an SP MP, isconfi��dent that the local population has had enough of AzamKhan’s strongman tactics andwill align with her in theelections.
“When I got the BJP ticket, I wasa little apprehensive because thedemographics of this seat are, on
the surface, aligned in support ofthe SP. But ever since I have started campaigning, I have realisedthat the local people, whetherHindus or Muslims, will supportme. He has called me names,tried to humiliate me and thepeople are ready to give him a befi��tting answer,” Jaya Prada toldBusinessLine.
In Moradabad, the State Minister with Independent Charge ofPanchayati Raj, Chaudhary Bhupendra Singh, disclosed how theBJP’s strategy is focused on weaning the Jatavs away from the alliance because the Muslims vote“would any way be divided”.
“This election is aboutwhether Narendra Modi will bethe Prime Minister or not. Castealliances will work out eventually in the BJP’s favour,”Bhuepndra Singh toldBusinessLine.
The argument on “splitting ofMuslim vote” gained ground inMoradabad because of the Congress’ young candidate, ImranPratapgarhi, who attracted hugecrowds because of his fl��ourishwith Urdu poetry recitation andenergetic campaign.
“There are no Hindus orMuslims. People love me here. Iwill show that India is not aboutreligion or caste. It is about pur
ity of heart and a will to servepeople,” Pratapgarhi said after amassive roadshow in theMoradabad city on the last day ofthe campaign.
In the neighbouring LokSabha seat of Sambhal, SP veteran Shafi��qur Rehman Barq lostto Satyapal Saini of the BJP in 2014by a margin of 4,932 votes. TheBSP secured 2,52,640 votes. Thistime, because of the SPBSP alliance, Barq’s chances are said tovery high.
“Barq saheb is a winner. The alliance will work in his favour,”said Chandravijay Singh, formerMP from Moradabad.
In the Yadav strongholdsMainpuri, Firozabad andBadaon, the alliance is depending on Mulayam Singh Yadav andhis nephew Dharmendra Yadavto trounce the BJP. Since the seatswere won by the Yadav chieftainseven in the face of the “Modiwave” in 2014, the calculationthis time is that the seats wouldbe retained by a bigger margin.
That leaves out the BJP’s fortress in Bareilly from where thepresent incumbent SantoshGangwar is seeking a seventhterm, and Pilibhit where ManekaGandhi has won six times and isnow being defended by her sonVarun Gandhi.

The Supreme Court on Tuesday issued criminal contempt notice to CongressPresident Rahul Gandhi forhis “chowkidar chor hai” remark on Prime Minister Narendra Modi while referring tothe Rafale judgment, whichthe apex court said was “incorrectly attributed” to it.
The top court said it willhear on April 30 the criminalcontempt petition, fi��led byBJP MP Meenakshi Lekhiagainst Gandhi, along withthe pending review petitionagainst the December 14,2018, verdict in the Rafalefi��ghter jet deal.It rejectedGandhi’s plea to close thecriminal contempt petitionfi��led by Lekhi.
On hearing senior advocate Abhishek Manu Singhvi,on behalf of Gandhi, a Benchheaded by Chief Justcie Ranjan Gogoi said: “We deem it fi��tto issue notice to the respondent (Rahul) Gandhi.”
“We also direct the registryto list the review petitionalong with the contempt petition next Tuesday,” said theBench, also comprising
Justices Deepak Gupta andSanjiv Khanna. At the outset,the Bench asked senior advocate Mukul Rohatgi, appearing for Lekhi, to appriseit of the content of the affi��davit fi��led by Gandhi inwhich he had expressed regret over his remarks.
Gandhi claimed the remarks were made in the “heatof political campaigning”.
The Bench sought to knowfrom Rohatgi about contentof the affi��davit.
The CJI said, “We have notread the affi��davit. Tell us whatRahul Gandhi has said.”
Rohatgi said the CongressPresident has “admitted” thathe made a “wrong statement”relating to the April 10 verdictof the apex court whichmerely had rejected the preliminary objections of theCentre on admissibility ofcertain documents to adjudicate the review petition inthe Rafale case.
“Rahul Gandhi said hemade the statement in a euphoric manner,” Rohatgisaid, adding that Gandhi hadmade the wrong statementwithout reading or seeing theorder.

What are the main issues before the
electorate?
Rising crude oil prices will be the keychallenge for the new government.Prime Minister Narendra Modi said hewill provide a stable, strong andcorruptionfree government if the NDAcomes to power in the 2014. Has ithappened? What has been the outcomeof demonetisation? Nothing. He didnot even take into confi��dence his ownCabinet. Not even the RBI. He is alwaystrying to mislead the people. The priceof a gas cylinder earlier was ₹��300 andnow it is ₹��1,200. The GST is levied onfood in a hotel and if you buyvegetables from the market, you haveto pay 10 per cent. Does it help the poorpeople, the common man?
What are your views on the current
political discourse?
I never thought that the Prime Ministerwill use such language to criticise theOpposition. He callsMahaghatabandhan Maha-milavat.Why does he keep talking aboutsurgical strike as if there was no suchthing earlier. He wants to use all this forthe political purpose, to cover up for allhis lapses. I have been in Parliament forthe last 29 years. I have seen theadministration of AB Vajpayee, InderGujral, PV Narasimha Rao and theothers. When the country was facing
such economic crisis, Narasimha Raoand Manmohan Singh got us out of thedebt trap. But Modi said he has doneeverything. What has he done? Modisaid by 2025, he will make this countrystrong and eradicate poverty. Whyshould he make false promises?
On farm loans...
The type of administration he has givenso far will only harm the farmers. Thereis no mercy for the farm sector. Thefarmers have been forced to go on arally to get their demands addressed.Union Finance Minister Arun Jaitley hasmade a categorical statement statingthat there is no question of waving thefarm loans. If this happens, what will bethe plight of the poor farmers? The loanburden when Modi took over as the PMwas ₹��24 lakh crore and now it hasincreased to ₹��104 lakh crore. Who isgoing to carry this burden? People willbe forced to suff��er.
On Constitution, reservation issues...
His Cabinet colleague said thisConstitution will be reversed. How canyou allow such a Minister to continuein the Cabinet? The RSS chief wants toabolish the reservation system. IfHindutva is the main objective of thisgovernment, what will be the fate ofthe minorities? The farmers aresuff��ering so much; many havecommitted suicide. Pulwama attack was a massiveintelligence failure. He keeps talkingabout the Agusta Westland scam andcalls Christian Michel as Michel mama(uncle). It is not fair and unbecoming ofa Prime Minister to say such things. TheHindu has exposed the deal involvingRafale. But Modi continues to avoidgiving details about the deal. He goesand strikes the deal on his own withouteven taking the Defence Ministerthere... and then sends the others todefend him. I don’t think this man willcome back to power. in the country is nothing but anundeclared emergency. We have neverseen this type of a government in thepast.
What according to you are the NDA’s
prospects in this election?
Modi may not come back to power. Idon’t think the NDA will even get aworking majority. A party which got282 seats will fall short of majority. Itwill be a mandate against his type ofadministration. The party will thenhave to start the process of trying tostrike an alliance with others.
Do you see yourself as the Prime
Minister again?
No. There is no question of a repeat of1996. There will be a coalitiongovernment with Rahul Gandhi’ssupport. Naturally, I will stand by him.There are several competent leaderswho are much better than NarendraModi. For example: Mamata Banerjee. Ifyou go to her house, she has no
personal belongings. ChandrababuNaidu, Naveen Patnaik,
Mayawatia and SharadPawar, all are verycompetent. We are goingto sit together and come
to an understandingabout the contoursof the next

Think of Banaras, one thingthat immediately comes tomind is the Banarasi sari.However, not many willknow that the root of aBanarasi sarilies in Mubarakpur, 13 km from districtheadquarter of Azamgarh.
Once you reach Mubarakpur, you will notice a signboard saying ‘Resham NagriMubarakpur main aapkaswagat hai’ (welcome to thesilk town of Mubarakpur).You will be disappointed ifyou expect this place to be as“happening” as Varanasi. Thesmall semiurban place witha population of over onelakh appears sleepy. It is amix of Hindus and Muslimsand most of them are engaged in weaving saris. Locals said this was not the situation nearly 19 years ago.
During the 1980s and tilllate 1990s, traders used tosource Banarasi saris fromhere, which were subsequently sold in Varanasiand in other big cities. Dailybusiness volume was in therange of ₹��1011 crore.Weavers were happy as theywere getting the price theyquoted.
There were a lot of indirectjobs. “Even a shop assistantused to earn up to ₹��200 aday,” said M Takiuddin, a doctor by profession and belonging to a family ofweavers. Ali Akbar, who wovesaris for almost fi��ve decades,smiled when asked abouthow much he used to earn.His grandchild Tamim said,“Labour will always be labour but he will feel happy ifhe gets munasib majdoori(appropriate wage).”
‘Losing an identity’However, things changed in19992000, when the placewas under curfew for 30 days
following a riot. Tradersstopped coming here, andthe place lost its marketingidentity. Many of the weavershave just one or two looms.They spend almost a week toweave a sari and get weeklywage of just ₹��1,2001,300.Some entrepreneurs supplyraw materials to theseweavers and buy saris at acheap rate.
With the arrival of powerloom, hand woven saris havebecome too costly and onlyfew are ready to pay thatmuch. The previous Samajwadi Party government didset up a marketing centrehere, but it is empty now.There are over 200 cooperatives, but weavers allegedonly few get governmentassistance.
Ali was in great diffi��cultyto pay ₹��1,200 for treatmentof diarrhoea and he is notalone. With the introductionof Ayushman Bharat, ahealth scheme launched bythe Centre, a health insurance scheme operated byprevious government wasdiscontinued. But the problem is the absence of ‘empanelled’ hospitals, wherepeople can avail treatment.
Moreover, the government hospitals are not in agood shape. “You name thedisease and we have a patienthere, but without resources
to get the treatment,” ayoung man, who did notwant to be identifi��ed said.
Even the youth inAzamgarh’s 136yearoldShibli National College, witha capacity of over 10,000 students, appeared to be disappointed not just on health infrastructure but also onemployment and businessopportunities.
“There are no governmentjobs here and it is zero industry area,” a student said.Another student said:“Nearly seven out of 10youngsters are migratingfrom here.” Some weren’thappy with an yearly promise of ₹�� 72,000 or even₹��6,000 under PM Kisanscheme.
“This will encourage unemployment,” one of themsaid. All of them agreed thatthe next government shouldgive preference to employment, health, education andpopulation control.
Azamgarh is one of theprominent constituencies ofeastern Uttar Pradesh, wherea large population comprises Muslims, Yadavs andDalits. Grand Alliance’s candidate and former Chief Minister of Uttar PradeshAkhilesh Yadav will face Bhojpuri fi��lm star Dinesh Lal Yadav ‘Nirahua’ of the BJP.It willgo for poll on May 12.
