PUBLIC POLICY RESEARCH AREAS
Law and Health Care. I am the Director of the Center for Law and Health Systems.
Its focus is on developing an empirical understanding of how law influences both the
health care delivery and public health systems. The Center links academic research,
medical and public health practice, and public policy in ways that improve the
delivery of health services to individual patients and populations.
Previously, I completed a Robert Wood Johnson Foundation Investigator Award in
Health Policy Research study of how judicial decisions influence health policy. Prior
work also included the public policy and legal implications of introducing new
technologies in radiology, and analyses of medical professional liability.
Public Health Policy Research. Recently completed studies examined the influence
of state and federal law on public health preparedness, public health entrepreneurship,
how to measure the value of public health services, and how public health
practitioners define and respond to ethical challenges. Other projects included an
evaluation of The California Wellness Foundation’s Violence Prevention Initiative,
and several studies of tobacco control policy.
Health Systems Research. Among previous projects, I was the PI on a study of how
health care safety net organizations can operate more efficiently. I was also the PI on
studies of how communities in Michigan organize to provide mental health and
diabetes care to uninsured populations and on understanding survival strategies for
health care safety net providers. In the past, I have completed studies on the
formation and operation of business health purchasing coalitions, legislative
initiatives in health care reform, medical necessity, and a study of the use of nurse
practitioners and physician assistants in primary care.
