TSC proposes to leverage existing industry’s infrastructure as
well as public infrastructure for its training initiatives to train
fresh entrants as well as to train existing workers for multi

TSC’s Functions
1. Quality Assurance: Facilitate right kind of training to workers on state-of-the-art technologies:
• Develop standard occupational procedures for various jobs in consultation with stake holders
• Assist mills to establish training centers at the mill premises or at any convenient location(s) & will affiliate them to TSC
• Undertake third party evaluation of trainees & award certificates
• Train existing workers for skill up gradation / multi skilling /RPL and evaluate them & award certificates
• Organize training of trainers (TOT) programs & award certificates
2. Labor Market Information System (LMIS)• Identify skill development needs & prepare catalogue of
skill types
• Develop skill development plan & maintain skill inventory
• Act as a career guidance for textile sector
• Set up Labor Market Information System to assist planning and delivery of training

• Functions:
• Periodically review the demand and supply of skilled personnel,
• Identify shortfall in numbers and skill sets,
• Identify trends and future requirements and benchmark international practices.
Research Advisory Committee (RAC)
Functions:
• Examine whether a particular textile unit meets the requirements of TSC as per the protocol to become an affiliated Training Provider (TP) or not
• Similarly examine the competency of Assessing Agency (AA) as per the protocol whether it can assess the training providers and trainees or not
• Monitor and audit reports given by AAs &
• Monitor certificates issued to the Trainees & Trainers

Textile Units to get affiliated as
Training Providers
• Monetary benefits:• Central & state government funded schemes for skill
development- Mills would be eligible to participate
• Part or full financial assistance to TP to meet the expenses incurred in conducting the training programs- provided by schemes
• Some of the schemes also have provision to provide stipend to the trainees
Mill’s Training center is no longer a “COST CENTER” !!

• Alignment of TSC and training partners (mills)-through process of affiliation focus will be on learning and development of learners so that they are easily employable in the mills.

Benefits for Training Providers
• Corporate Social Responsibility (CSR) is made compulsoryunder the Companies Act and was passed by parliament andhas come into effect from April 1, 2014.
• All companies with turnover of Rs.1,000 crore and more - or anet worth of Rs 500 crore and more or net profit of Rs.5 croreand more - will have to spend at least two percent of theirthree-year average profit every year on CSR activity.
• Promoting education, including special education andemployment enhancing vocation skills (especially amongchildren, women, elderly, and differently-abled persons) areconsidered as CSR activities.
CSR & Skill Training
1. Textile unit will apply for affiliation to TSC for a NOSbased course pertaining to a specific job role(Qualification Pack).
2. Textile unit can affiliate one or more courses to TSC.For each course corresponding to a QualificationPack, it will take an affiliation from TSC. Thus therecan be multiple affiliations with TSC.
3. It can also take affiliations from multiple SSCs; forcourses pertaining to their sectors.

Why be a Certified Trainer??
• Various Central and state government funding schemes require trainings to be necessarily conducted by Certified trainers.
• Experienced professionals are already involved in training of fresh entrants in the textile Units.
•Many textile units are in the process of getting affiliated to TSC not only to improve labor productivity but also to derive benefits from government schemes.
•Once certified by TSC, the trainers will be in high demand by the units affiliated as Training Providers with TSC.
