IMO Data Collection System: What you need to know
Notice to : Ship Owners / Manager / operators / Representatives of Togo flagged vessels / Recognized-authorized ROs surveyors /

Dear Sirs, This Following P.M.S Circular No .P.M.S/C058/20, This circular issued by the PMS Technical Department for
reminder and clarify regarding the requirements of IMO DCS.
On date 28 October 2016 by the IMO resolution MEPC.278(70) – IMO and circulated on 2017 under the subject
(IMO Data Collection System: What you need to know).
The revised MARPOL Annex VI establishes a mandatory scheme for the collection and reporting of fuel oil consumption data
for each type of fuel used onboard ships.
RESOLUTION MEPC.278(70) – IMO has been adopted, amending MARPOL Annex VI that requires mandatory fuel oil
consumption data collection and reporting through a new Regulation 22A.
As required by the new Regulation 22A of MARPOL Annex VI :
a- From calendar year 2019 (i.e. 01/01/2019 to 31/12/2019), each ship of 5,000 gross tonnage and above shall collect the data
in a predefined form, for that and each subsequent calendar year or portion thereof, as appropriate, according to the
methodology included in the SEEMP.
b- At the end of each calendar year, the ship shall aggregate the data collected in that calendar year or portion thereof, as
appropriate.
c- Within three months after the end of each calendar year, the ship shall report to its Administration or any organization duly
authorized by it, the aggregated value for each datum, via electronic communication and using a standardized format.
d- Upon verification of the submitted data, the Administration or any organization duly authorized by it will issue to the ship
by 31st of May a Statement of Compliance related to fuel oil consumption.
e- Finally, the Administration will submit aggregated data to the IMO, which will maintain an anonymized IMO Ship Fuel Oil
Consumption Database.

New SEEMP Part II
In order to collect the required data a new SEEMP Part II has to be developed to outline the methodology used to collect fuel oil
consumption data. The SEEMP Part II shall include information of fuel oil consumption by the main engines, auxiliary engines,
gas turbines, boilers and inert gas generator, for each type of fuel oil consumed, regardless of whether a ship is underway or not
as well as on the methods to measure distance travelled, hours underway and other information.
SEEMP Part II must be developed following the RESOLUTION MEPC.282(70) that includes guidelines for the development
of a data collection plane.
P.M.S has prepared a new Technical Publication No. 013/P.M.S/T.P/20 that can be found attached with this circular for
the new IMO Data Collection System. The publication includes frequently ask questions with regards to the amendments
of MARPOL Annex VI, the development of SEEMP Part II as well as other important information for the obligations of
ship owners (for e.g. what happens if the ship changes managers etc.).
Under the IMO DCS, the P.M.S can provide the following services :
- Review of the Ship Energy Management Plan (SEEMP);
- Verification of the reported data;
- Issuance of the Statement of Compliance.

Vessel's Owners and Managers shall implementation of these In particular, from 1 January 2019, vessels must collect fuel oil
consumption data according to a methodology which has to be described and included in the Ship Energy Efficiency Management Plan (SEEMP Part II) by latest 31 December 2018.
This should be done according to the 2016 Guidelines for the Development of a Ship Energy Efficiency Management Plan, that
Resolution MEPC.282 has adopted.

Owners/Operators /Managers/Representatives of Togo flagged vessels. This circular applies to all vessels registered in the International Ship
Registry of Togo in accordance the below circular issued by Flag Ref. (0041C/TG/04/20 ) with the below - indicated measures adopted by
the Maritime Administration of Togo.
Following the end of each calendar year, by not later than 31 March of the subsequent year, ships must submit to flag State or RO reports on
fuel oil consumption data for the previous calendar year. The report regarding the first reporting period which starts on 1 January 2019,
should be submitted by not later than 31 March 2020
