”Could Council invite the current acting CEO of Sunraysia Academy of Sport to discuss options and opportunities that are available through Council’s numerous grant schemes, and during those discussions discuss whether it would be possible for the Academy of Sport to present to one of our Council Forums?”. “Approximately two years ago it was noted that there is a filtered water stand pipe at the gate of Lake Cullulleraine, Johansson Drive and it was discussed again at a recent meeting. Can Council have a report or some action with regards to connecting that water to the Lake Cullulleraine football club rooms, cricket club rooms and the caravan park as I believe the cost of supplying water by pumps is not satisfactory?”

“Council received funding to do bike trails and as far as I’m aware it was a long time ago, what is the status; have they started?” Martin Hawson, General Manager Community advised that there is a current Tracks and Trails Strategy and the actions from within that strategy will be completed as per the capital works program allows which is currently on track. A further update will be provide at a future Council Forum.

Summary This report presents the Environmental Education Plan 2015-2019 for adoption. The Mildura Rural City Council’s Council Plan 2013-2017 identifies “A community that is educated and aware of environmental issues” as a goal to be achieved. The Environmental Education Plan 2015-2019 documents existing and proposed actions to be undertaken by Council to inform and educate the community about environmental issues.

We recognise that while any person can be a victim or perpetrator of violence, violence is predominantly perpetrated by men, and in family violence situations, women are predominantly the victims. We understand that that the underlying drivers of violence against women are gender inequality, rigid gender stereotypes and cultures that accept or excuse men’s violence. We commit to working in our own organisations and in partnership with others to end violence against women. We will do this by creating communities, organisations and cultures that are non-violent, gender-equitable, non-discriminatory and that promote respectful relationships. In this way we will address the underlying drivers of violence against women and create a safer community.”

REPORT & STRATEGIC VISION AND OBJECTIVES PAPER
Summary Mildura Rural City Council has commissioned the preparation of the Deakin Avenue Urban Design Guidelines project which aims at setting a guiding framework for the future development along the avenue. Progress of the project to date includes the preparation of the Key Issues Report July 2015 and the finalisation and recent public exhibition of the Draft Strategic Vision and Objectives Paper September 2015. This report recommends the adoption of these documents subject to the changes identified in the Stage 2 - Consultation Summary Report November 2015 which provides recommended responses to the submissions received during the public exhibition period.

CARRIED 13.11 AMENDMENT C85 - APPLICATION OF ZONING AND HERITAGE OVERLAY TO
CSIRO LAND IN MERBEIN SOUTH
Summary The subject land, described as 571-585 River Avenue Merbein South, was formerly used for many years as the CSIRO Horticultural Research Station but has recently been sold into private ownership. The former Commonwealth-owned land was not bound by state legislation and therefore does not form part of the Mildura Planning Scheme nor any provision contained therein. The amendment is to ensure the immediate inclusion of the subject land in the Mildura Planning Scheme, in accordance with the Planning and Environment Act 1987. The surrounding and underlying zone is the Farming Zone and it is recommended that the subject land be included in this zone. Council had moved to address the anomaly and in July 2013 lodged a formal request to the Minister for Planning to amend the Mildura Planning Scheme in accordance with Section 20(4) of the Planning and Environment Act 1987, who is now requesting Council re-confirm their intention to proceed.
Recommendation
That Council agree to confirm the request to the Minister for Planning to prepare and approve Amendment C85 without notification in accordance with Section 20(4) of the Planning and Environment Act 1987 excluding the inclusion of the Environmental Audit Overlay.

“Wasn’t the municipal charge supposed to be a one off charge? Over two years this has raised over $5.6 million surplus.” Richard Sexton, Manager Corporate Administration advised it was never intended to be a one year charge, it forms part of Council’s rates strategy that was adopted by Council in 2014. In relation to the surplus, this statement could be misleading in that there is no surplus. The municipal charge contributes to the total required rate revenue, if there was no municipal charge, the rates derived for the year would increase the same amount.
