AIR QUALITY SMALL GRANT PROGRAM

Cities,counties,transitagencies,andtribalgovernments,alongwithpublicschools,publicschooldistricts,andpublicuniversitiesareeligibletoreceiveAirQualitySmallGrantfundsforsmallinfrastructureprojectsandcongestionreliefeffortsthatassistinthereductionofsingle-occupancytripsand/orozone-formingemissions.SincetherevivaloftheAirQualitySmallGrantProgramin2018,threeprojectshavebeensuccessfullycompleted.TheseprojectsincludetheexpansionoftheSpokiesbikesharefleet,theinstallationofnewbusshelters,andtheinstallationof50bicycleracks.Twomoreprojectsarecurrentlyinprogress;TheCityofEdmondandtheCityofOklahomaCityarebothworkingontheinstallationofprotectedbicyclelanesintheircitiesasawaytopromotemultimodal,non-vehiculartravel.

CENTRAL OKLAHOMA URBAN TREE CANOPY PROJECT

ACOGpartneredwithOklahomaForestry,OklahomaCityCommunityFoundation,andDaveyResourceGrouptoconductaregionaltreecanopyassessmentin2019.TheprojectincludedcollectingandconductinganinventoryofvitaltreecanopydataintheOklahomaCitymetropolitanarea.Resultingenddataincludesadatabaseoftreecanopycoverageandlandcoversummary,prioritizedtreeplantingplan,andecosystemservicebenefitsanalysis,includingananalysisofthebenefitsoftreesonairquality.Datacollectedduringtheurbantreecanopystudywillbeintegratedintothemetropolitanplanningprocess,includingadvancedregionalairqualityanalysisandplanning.ACOGcontinuestomaintainandanalyzetheresultingdataandmakeitavailabletolocalmunicipalities.

In2014,approximately$2.8millionwasadministeredtobicycleandpedestrianinfrastructureprojectsthroughouttheCentralOklahomaregionaspartofMAP-21throughTAP.In2018,approximately$8.4millionwasadministeredtobicycleandpedestrianinfrastructureprojectsthroughouttheCentralOklahomaregionaspartoftheSTBG-UZA(TAPsetaside)throughtheFASTAct.Eligibleprojectsincludedon-roadandoff-roadtrails,saferoutesfornon-drivers,rails-to-trailsconversions,andSafeRoutestoSchoolprojects.

2021 UPDATE Anothercallforprojectsisplannedfor2022.

DESCRIPTION

TheCentralOklahomaCleanCities2019annualsurveyofstakeholderfleetsshowedareductionof13,628,317gallonsofgasequivalent(GGEs)ofpetroleumfuelused.Thesurveyindicatedthat97percentoftherecordedpetroleumreductioncanbeattributedtoalternativefuelvehicles.Themajorityoftheremainingreductioncanbeattributedtoidlereductionfleetpoliciesandtechnologies.2021Update:CentralOklahomastakeholderfleetsaccountedfor14,301on-roadvehiclesoperatingonalternativefuels.Deploymentofcompressednaturalgas(CNG)

vehiclesandfuelingstationsresultedin87percentofpetroleumfuelreduction,followedbypropane(11percent),andE85ethanol-blend(1.6percent).Thisfueluseandadditionalalternativefueloff-roadequipmentuse,idlereduction,andvehiclemilestraveledreductionresultedin19,217tonsofgreenhousegasreductions,231,889poundsofNOxreductionsand3,948poundsofVOCreductions.

ALTERNATIVE TRANSPORTATION PROMOTION

DESCRIPTION

In2018,theCitybeganpromotingallformsofalternativetransportationthroughaninitiativecalled“EdmondShift.”ThisinitiativewillusesocialmediaandotherCitymarketingtoolstobringmoreawarenessandparticipationtothecommunity.EdmondShiftwillbeapolicythatencourages,promotes,plans,andcreatesactivetransportationalternativestoimprovehowpeoplecanconvenientlyandsafelywalk,bike,ridethebus,shareacar,anddrivethroughoutEdmond.TheEdmondShiftlogowillbegintoappearonavarietyofprojectsthatmakeiteasierforpeopletouseallthetransportationoptionsavailableintheCity.

BICYCLE MASTER PLAN

TheBicycleMasterPlan(2012)wasupdatedin2018toincludemoreon-streetwayfindingroutesandrefinementstotheproposedtrailcomponents.Theupdatedplanalsoconsolidatessomefacilitytypes,removescorridorsthatareinfeasible,andpresentsnewopportunities.

Rt.66TrailonthenorthsideofArcadiaLake(asegmentoftheplanned19-miletrailaroundArcadiaLake)iscurrentlyunderconstruction.ThissegmentbetweentheregionalEdmondParkandtheArcadiaLakeProjectOffice,alongRt.66,willbecompletedin2020(1.3miles).AnadditionalsegmentwillextendthetrailtotheArcadiaLakeDamontheeastsideofArcadiaLake(.46miles).Thenextphaseofthistrailisdesignedtoextendthetrailto66ParkonPostRd.

CreekbendTrail,aplanned14ft.widesegment,isunderdesign.ItwillextendtheArcadiaLakeTrailnetworkfurtherwestintotheurbanizedareaatColtraneRd.(1.16miles).

In2020,theCitywasawardedareimbursablegrantthroughACOG’sAirQualitySmallGrantprogramintheamountof$108,500tocreateprotectedbikelanesalongAyersSt.Thisprojectencouragestheuseofbicyclesfromapartmentsandstudentresidencesintheareathatattendtheuniversity.SinceAyersSt.hasbeenclosedthroughtheUCOcampus,thestreetnolongerwarrantsafour-laneroad.Itwillmakeresidentsandstudentsfeelsaferaboutridingtheirbicycles,andwillalsocoincidewithCitylinkbuses,whichallhavebicycleracksmountedonthefrontsofthebuses.Inadditiontothe1,895bedsforon-campushousing,thereare662residentialunitswithina1/4mileoftheprojectonthewest,52%ofthatinmultifamilyunits.Totheeastthereare816residentialunitswithina1/4mileoftheproject,81%ofthatinmultifamilyunits.

Alanereapportionmentfromfourtotwolanes,whileaddingtwobufferedbikelanes,willtakeplace.ThisprojectpromotesareductioninNitrogenOxidesandwillimprovethetransportationsystemformultimodaloptions.Currently,thereareexistingsharedlanemarkingsonthiscorridor.Thiswillalsoenhancethesafetyandconnectivitybetweentheuniversityandthedowntownbusinessdistrictformultimodaltravelonthewest,anditwillenhanceconnectivitybetweentheuniversityandstudenthousingandbusinessesclosertoBryantAveontheeastside(.83miles).

2021 UPDATE CreekbendTrail,aplanned14ft.widesegment,isunderdesign.ItwillextendtheArcadiaLakeTrailnetworkfurtherwestintotheurbanizedareaatColtraneRd.(1.16miles).Futurearterialwideningsarealsoplannedtofeatureadditional10ftmulti-usesidepathsorbikelanes.TwonotablesareprojectsplannedforCovellRd.(totaling4.3miles)and33rdSt(.93miles).OnMay10,2021theCitypassedthefirstE-BIKEordinance,whichenableselectric-assistedbicycles,whethertheyareClass1,Class2,orClass3tobeclassifiedasbicycles.ThisenablingordinancewillallowE-BIKEStobeusedontheCity’strailsystem,whetherintheParksorothertrailssystems.ThispromotesbicycleusageintheCityofEdmond,contributingtoalternativemodesoftravel.

TheCityofEdmondhashadtheCitylinkTransitSysteminplacesince2009.Itofferscitizensanalternativeformoftransportationtoandfromwork,shopping,medicalvisitsandtheUniversityofCentralOklahoma(UCO).TherearefourfixedrouteswithinEdmondcitylimitsandonecommuterroutetotheOKCbusterminal,theOUmedicalfacilities,theVAhospital,andtheOKCSocialSecurityOffice.

EDMOND FLEET

DESCRIPTION

Today,GPStechnologyallowsSolidWasteroutingtobeasefficientaspossibleandallowsformonitoringofthecity’sidlereductioninitiativesthroughouttheentirefleet.TheFleetManagerreceivesautomaticnotificationsthroughsoftwaretriggersonexcessiveidlingandcanrespondquicklyviaphoneoremail.Thisprogramisongoingandwillcontinuetobemonitored.

OthercriticalfleetmanagementoperationsthattheCitypursuestomakethefleetmoresustainableareright-sizingvehiclesforthedutiesthatwillberequired,regularmaintenance,pursuitofcleandieseltechnology,andefficientsolidwasteroutingforthewastemanagementservice.TheCitynowreviewssolidwasteroutingyearlyandredesignsroutesinJulyeveryyear,asneeded.AnnualSolidWasteRoutingReviewsallowformoreefficientrouting.Theseactivitieslowerenvironmentalimpactsandreducethecostofoperations,whichdirectlybenefitthecitizensofEdmond.

ELECTRIC VEHICLE INITIATIVE



DESCRIPTION

In2018EdmondElectricboughtanEVfortheCity(Electric/PublicWorks)use.In2019WaterResourcespurchasedtwonewEVvehiclesfortheirfleet.ThisdepartmentalsoinstalledthreeEVchargingstationsatthenewWaterResourceandRecoveryFacility.AtthenewWaterTreatmentPlanttherearealsoplanstoinstalltwo(2)dualchargers,anditwilleasilybeexpandabletotwo(2)moreEVspacesinthefuture.In2019theCityCouncilStrategicPlanoutlinedcurrentandfuturegoals“Developpoliciesandplanstotakeadvantageofthegrowingmarketforelectricvehicles,includingaprogramtopromotehomechargingandaddingvehiclestothecityfleet.”

Fortheprivatesector,threechargingstationshavebeeninstalledatthenewhotel/conferencecenteratI-35andCovellRdthroughapartnershipwithEdmondElectric.TheCityishopingtoachievesimilararrangementswithotherprivatepartnersaswemoveforward.In2019theCityofEdmondpartneredwiththeUniversityofCentralOklahoma(UCO),toreceive$50,550toinstallten(10)publicandworkplacechargingstationsforelectricvehicles.Thesetypesofstationsarecapableofchargingtwoelectricvehiclessimultaneouslyandwillinitiallybefreetothepublic.Thesestationswillalsobepoweredby100%windenergy.

TwograntswerereceivedincoordinationwiththeAssociationofCentralOklahomaGovernments(ACOG)CleanAirPublicFleetGrant($25,138.60),andtheOklahomaDEQ2019ChargeOKGrantProgram($25,367.00).Thegrantswillalsopayforthebollardconcretemountingkits,aone-yearprepaidcommercialcloudplantoremotelymonitorthestations(includingavoidedemissions),anon-sitevalidationperthevendor’srequirements,andafive-yearprepaidAssurancePlan,whichprovideshigh-qualitymaintenanceandawarrantyperiodbythevendor.

2021 UPDATE SixEVstationswereinstalled.ThelocationsincludeMitchPark,theCityFirstAdministrationBuildingneardowntownEdmond,theService-BlakeSoccerComplex,theCity’snewTennisCenter,andtwolocationsonUCO’scampus.OneUCOlocationisinStudentHousingparkingontheeastsideofcampus,andtheotherisinVisitorparkingonthewestsideofcampus.ForthesixEVStations,“NoParking”signswereinstalled,andpersonalizeddecalsinsertedintothestations.TheyhaveallbeenmadeADAaccessibleaswell.

Allstationshavebeenactivated.AtthenewWaterTreatmentPlanttherearealsoplanstoinstalltwodualchargingstations,anditwilleasilybeexpandabletotwomoreEVspacesinthefuture.EdmondElectrichasalsopurchasedaLevel3Station,allowingfastercharging,butthelocationhasnotyetbeendetermined.Citystaffhavemetanddiscussed5newpotentiallocationsforEVStations.Citystaffexpecttoapplyformoregrantsforthenextroundofavailablefunds.

EPA GREEN POWER COMMUNITY



DESCRIPTION

OveradecadeagoEdmondElectricwasamongthefirstutilitiesinthestatetoofferaninnovative,green-powerprogramdesignedtoallowcustomerstopurchaseelectricityfromapure,non-pollutingwindresource.EdmondElectricpurchasesitspowerfromtheOklahomaMunicipalPowerAuthority(OMPA).TheprogramisknownasPureandSimple.

Geothermalenergyisalsoutilizedtosaveenergyonmanycityfacilitiesandpartners,includingtheYMCAfacilityatMitchPark,thenewWaterResourceandRecoveryFacility,theCrosstimbersMunicipalComplex,aswellasthe70,000squarefootPublicSafetyCenter.Theseformsofenergyalsoreducetheuseofpowergeneratedfrompointsourcesofemissions.

2020 UPDATE In2020,theCitywillagainbereporting100%renewableenergyusageforitscityfacilities.

INTELLIGENT TRANSPORTATION SYSTEMS (ITS)



DESCRIPTION

IntelligentTransportationSystems(ITS)havebeeninstalledatsignalizedintersections.ITSshouldfacilitatethemanagementoftrafficduringcongestedperiods,allowingbettermobilityandresultinginlessidletime.PhaseIofEdmondITSiscomplete.Itincludes21intersectionsalongEdmondRd./2ndSt.fromSantaFetoSaintsBlvd.Intersectionsarehardwiredviafiberoptics.Thereisalsoawirelesscomponentthatconnectsfourwatertowers,whichwillalsobehardwiredwithfiberoptics.TheintersectioncontrollersareusingthelatestNTCIPcommunicationsprotocolandareconnectedtotheTrafficManagementCenter.Theintersectionshaveabatterybackupsystem,emergencypre-emptionsystem,CCTVs,redundantvehicledetectionsystems,LEDsignalindications,flashingyellowleftturnarrows,andaudiblepedestriansystems.

2021 UPDATE In2020PhaseIIoftheEdmondITSisnearingcompletion.PhaseIIincludes22signalizedintersectionsand3schoolzonelocations.TheintersectioncontrollersusethelatestNTCIPcommunicationsprotocolandareconnectedtotheTrafficManagementCenter.Atotalof59,512feetoffiberopticcablewasinstalled.148audiblepedestrianpushbuttonsandpedestriancountdownheadswereinstalled.Infra-reddetectionsystem,batterybackupsystem,CCTVcameras,andover195,221feetofsignalwiringhasbeeninstalled.TheprojectissubstantiallycompleteexceptfortheLEEDARdetectionsystem.

URBAN FORESTRY

UrbanForestry,adivisionofCommunityImage,administersmultipleprogramsthatsupportandenhanceUrbanTreeCanopyinEdmond.Treesremovepollutantssuchasozonefromtheair,reduceenergyconsumptionandemissions,andprovidemanyotherenvironmentalservices.NewtreesareplantedeachyearonpublicpropertyaroundCityfacilities,alongrights-of-way,andonparklandanddetentionareasthroughspecialUrbanForestryprojects,ArborWeek,andthevolunteerprogram.Inaddition,UrbanForestryplantstreesalongrights-of-wayinresidentialareasthroughtheFoster-A-Treeprogram.

UrbanForestryhostsperiodictreedistributionsandworkswithEdmondElectricinfacilitatingtheir‘EnergySavingTrees’program,alsopartneringwiththeArborDayFoundation.Throughthisprogram,customersuseanonlinemoduletodeterminethemostappropriatespeciesavailableandthebestlocationtoplantthetreeinordertomaximizeenergysavings.UrbanForestryalsoadministerstheCity’slandscaperequirementsfoundwithintheTitle22ZoningOrdinance,andactivelyfosterspublicengagementandeducationthroughprogramssuchastheEdmondTreeAwards,ArborWeek,thevolunteerprogram,EdmondTreeMail,andsocialmedia.

2021 UPDATE Title21wasupdatedtoincludenewdesignrequirementsfortreepreservation.Lotssmallerthan5acresareexemptfromthetreepreservationrequirements.DevelopersarerequiredtosubmitaForestAreaPlan.Additionally,atreeplantingplanmustbepreparedforsitesnotmeetingtreepreservationrequirements.Theseplansmustbesubmittedatthetimeofthepreliminaryplat.Aminimumof20percentofthetotalareabeingplattedmustbeplannedasForestAreatobeusedforthepreservationand/orplantingoftrees.

Meteringdataiscollected,recordedandanalyzedtoformthebasisofenergyefficiencyimprovements.AMeteringInfrastructureCapitalImprovementPlanwasinitiatedtoensurethecampuswasmeteredwithsmartmetersatthebuilding-levelforutilities:electric(2013),steamandchilledwater(2018-2019),andnaturalgas(2020).Tofurtherleveragethecapabilitiesofthesmartmeters,theUniversityisinvestinginanAutomatedMeteringInfrastructure.WebCTRLisaplatformthatwillcollectrealtimeutilityconsumptiondataandprovidegreaterinsighttoutilitydemand.

DESCRIPTION

Thecampusimplementedabuildingautomationsystem(BAS)toprovidehigherlevelsofcomfortandproductivity,whilereducingenergyconsumption,emissions,andoperatingexpenses.Oftheapproximate10.6millionsquarefootageoftheNormancampus,83.98%isoperatedbythebuildingautomationsystem.TheBASestablishes

temperatureandtimeparametersforHVACsystems.Duringoccupiedhours,temperaturesettingsareestablishedtomaintainenergymanagementgoals.Additionally,buildingsarescheduledtofollowdefaultheatingandcoolingsettingsduringunoccupiedtimeperiods.Duringunoccupiedtimeperiods,temperaturesareallowedtocoolto55degreesinthewinter,andallowedtoriseto80degreesinthesummer.

In2014,approximately$2.8millionwasadministeredtobicycleandpedestrianinfrastructureprojectsthroughouttheCentralOklahomaregionaspartofMAP-21throughTAP.In2018,approximately$8.4millionwasadministeredtobicycleandpedestrianinfrastructureprojectsthroughouttheCentralOklahomaregionaspartoftheSTBG-UZA(TAP)setasidethroughtheFASTAct.Eligibleprojectsincludedon-roadandoff-roadtrails,saferoutesfornon-drivers,rails-to-trailsconversionsandSafeRoutestoSchoolsprojects.

TheMitchParkYMCAandEdmondPublicSchoolsCompetitivePoolinstalled300geothermalwells,andtheexpectationsarethatitsavesanestimated50%onenergyoperatingcosts.ThenewPublicSafetyCenter,whichnowhousestheEdmondPoliceDepartment,PublicSafetyCommunications,andEmergencyManagementfunctions,received140geothermalwells,whichisexpectedtosave$12K-$15Kperyearinheatingandcooling.In2016GeothermalwellswereinstalledforthenewPublicSafetyCenterandthefacilityisnowopen.In2017geothermalwellswerealsousedinthedesign,alongwithsolar,fortheWaterResourcesfacility.

CitizensoftheOklahomaCityMSAcanexchangetheiroldgas-poweredlawnmowerforacashwaivertowardthepurchaseofanewelectriclawnmower.In2015,95gas-poweredmowersweretradedinforrecycling,and71newelectricmowerswerepurchasedwithvouchers.Emissionsreductionswereestimatedtobeapproximately63lbsofNOx,47lbsofPM,17,121lbsofCOand2,561lbsofHC.Threeexchangeeventswereheldinthespringof2015.OklahomaCountyhadthemostexchanges(72),followedbyCleveland(15),Canadian(5),andoneeachforGarvin,Logan,andLincolncounties.

OPEN BURNING RULE



DESCRIPTION

ThisruleisexpectedtoreducePM,VOC,andNOxemissionswithintheOklahomaCityandTulsaMetropolitanStatisticalAreas(MSAs)byrequiringtheuseofanaircurtainincineratorinplaceofopenburning.Thiswillsignificantlyreducetheamountofozoneprecursorsgeneratedbytheburningofwoodwaste,withanapproximate90%reductionintotalairpollutants.Additionally,thisrulewillprohibitopenburningofwasteinareasforwhichanozoneorPMAlertisineffect.In2014,DEQperformedoutreachtofiredepartmentsintheOKCandTulsaMetropolitanareastoexplaintherule.Thesefiredepartmentsarenowassistinginenforcementofthisrule,andasaresult,manylandclearingoperationsthatwouldhavejustpiledandburnedinyearspastareeitherusinganACI,chipping,orhavingthewasteremovedfromtheirproperty.

DESCRIPTION

In2015,theAirQualityDivisioninstalleda10.5kWsolararrayattheOklahomaCityNorthmonitoringsite.Thearrayconsistsof35LG300wattsolarpanelsthatgenerateapproximately16.280MWhperyear.ThissolararrayhasloweredtheelectricbillattheOKCNorthmonitoringsitebyreducingtheamountofelectricitypulledfromthepowergrid.Thearraywasdesignedtoproduceapproximately75%ofthepowerthesiterequires.Therearenobatteriestostorepoweratthesite,andexcesspowerisfeddirectlyintothegrid.Asof2018,lifetimerevenuesavedatthesitewasover$4,500.Thesitehassavedover72,000poundsofCO2emissionsandrepresentstheequivalentof1,818treesplanted.

In2014,OklahomaGasandElectric(OG&E)launchedasolarenergypilotprojecttotestthedeploymentandoperationofsolarpowerongridsafety,maintenance,andreliability.RooftopsolarpanelsandbatterystoragefacilitieshavebeeninstalledatseveralOG&Elocations,andtwocommunitysolarfarmsweredevelopedatOG&E’sMustangPowerPlantin2015.Thesolarfarmshaveageneratingcapacityof2.5MWwhichisroughlytheequivalentofpowering500homes

During2015,OG&EinstalledOklahoma’sfirstuniversalsolarpowerplant,the2.5MWMustangSolarProjectattheMustangEnergyCenter,andduring2017,sitedasecond10MWsolarpowerplantinCovington,Oklahoma.OG&Eofferscustomers,onavoluntarybasis,anopportunitytopurchaseenergyfromthesolarandwindrenewableenergygenerators,andisconsistentlylistedintheNationalRenewableEnergyLab’s(NREL)TopTenUtilityGreenPricingPrograms.

TheDEQandEPAinstalledaVillageGreenBench(fundedbyanEPAgrant)attheChildren’sGardenoftheMyriadBotanicalGardensinDowntownOklahomaCityin2015aspartofanationalpilotstudy.ThebenchwasofficiallyopenedataNovember10,2015ribbon-cuttingceremonywhichincludedEPARegion6AdministratorRonCurry,DEQExecutiveDirectorScottThompson,stateandcityofficials,andstudentsfromnearbyJohnRexElementarySchool.Thebenchisequippedwithportableinstrumentstomeasureozone,fineparticulatematter,andcriticalweatherdata,allpoweredbysolarpanelsinstalledatthetop.

MonitoringdataiscollectedinrealtimeandsenttoDEQ,theVillageGreenwebsite,andanLCDdisplaysignnexttothebench.VisitorscanuseQRcodesonthesigntoseethemobilewebsitedatawithgraphsandlookatwhatotherbenchesaroundthecountryaremeasuring.Also,DEQhasaddedanAirQualityFlagthatshowstheAirQualityIndex(AQI)forecastofthedaythroughcoloredflags.FlagsarechangeddailyafterDEQstaffreviewthecurrentandnear-termairqualitydata,andoftenvisitingchildrenandtheirparentsassistintheflagchange.TheVillageGreenprojectgoalistoincreaseairpollutionawarenessbyprovidingthepublicdirectinformationabouttheairqualityintheirlocalcommunities.

AttheendofCY2019,EPAceasedprovidingtheVGwebpagefordatadisplayandalltechnicalsupport.DEQhasupgradedtheinstrumentationtokeepitoperational,andnowprovidesallavailabledataontheDEQAirQualityDivisionMonitoringwebpage.TheQRcodefunctionhasbeendiscontinued.TheMyriadGardenswereclosedforanextendedperiodin2020duetotheCOVID-19pandemicbutarenowagainopentothepublic.DEQcontinuestoexplorenewwaystousetheVGbenchtoeducatethepublicabouttheAQI.DEQandMyriadGardenstaffcooperatetomakesuretheVGFlagischangeddailytomatchtheAQIforecast.

In2008,theUniversitysignedahistoricagreementwithOklahomaGas&ElectricCompany(OG&E)toacquire100%ofourpurchasedelectricityfromrenewableenergysourcesby2013.ThisprojectwasinstrumentalinenablingOG&EtobuildtheOUSpiritWindFarm–alongwiththerequiredtransmissionlinestothegrid–innorthwesternOklahoma.The101megawatt“OUSpirit”windfarmfeatures442.3MWturbines.

2019:SinceenteringintoapowerpurchaseprogramwithOG&E,theuniversityhaspurchasedover1billionkilo-watthoursofrenewableenergy.Doingsohashelpedtoreduceouremissionsbymorethan50%,comparedto2008baselineemissions,andabatedmorethan700,000metrictonsofcarbondioxideequivalentemissionsfromenteringintotheatmosphereandisequivalentto:

•Taking150,000passengervehiclesofftheroadforoneyear.

•Foregoingtheburning770,000,000poundsofcoal.

InJuneof2012,OUsubstantiallycompletedandcommissionedUtilityPlantNumberFour(UP4),astateoftheartcogenerationplant.Theplantgeneratessteamandelectricityandoperatesata75%plantefficiency.UP4wasdesignedtomorefullyutilizetheheatitgenerates,reducingemissionsby15%.Itdoesthisbycapturingwhatwouldnormallybewasteheatandreinjectingitintotheutilitymakingprocesstogeneratesteam.Today,theplantisabletogenerateanadditional197kMMBTUsofutilitiesannuallyforthesamevolumeofnaturalgasthatwouldhavebeenrequiredin2010.
