ACOGpartneredwithOklahomaForestry,OklahomaCityCommunityFoundation,andDaveyResourceGrouptoconductaregionaltreecanopyassessmentin2019.TheprojectincludedcollectingandconductinganinventoryofvitaltreecanopydataintheOklahomaCitymetropolitanarea.Resultingenddataincludesadatabaseoftreecanopycoverageandlandcoversummary,prioritizedtreeplantingplan,andecosystemservicebenefitsanalysis,includingananalysisofthebenefitsoftreesonairquality.Datacollectedduringtheurbantreecanopystudywillbeintegratedintothemetropolitanplanningprocess,includingadvancedregionalairqualityanalysisandplanning.ACOGcontinuestomaintainandanalyzetheresultingdataandmakeitavailabletolocalmunicipalities.

TheCentralOklahomaCleanCities2019annualsurveyofstakeholderfleetsshowedareductionof13,628,317gallonsofgasequivalent(GGEs)ofpetroleumfuelused.Thesurveyindicatedthat97percentoftherecordedpetroleumreductioncanbeattributedtoalternativefuelvehicles.Themajorityoftheremainingreductioncanbeattributedtoidlereductionfleetpoliciesandtechnologies.2021Update:CentralOklahomastakeholderfleetsaccountedfor14,301on-roadvehiclesoperatingonalternativefuels.Deploymentofcompressednaturalgas(CNG)

vehiclesandfuelingstationsresultedin87percentofpetroleumfuelreduction,followedbypropane(11percent),andE85ethanol-blend(1.6percent).Thisfueluseandadditionalalternativefueloff-roadequipmentuse,idlereduction,andvehiclemilestraveledreductionresultedin19,217tonsofgreenhousegasreductions,231,889poundsofNOxreductionsand3,948poundsofVOCreductions.

ALTERNATIVE TRANSPORTATION PROMOTION

In2018,theCitybeganpromotingallformsofalternativetransportationthroughaninitiativecalled“EdmondShift.”ThisinitiativewillusesocialmediaandotherCitymarketingtoolstobringmoreawarenessandparticipationtothecommunity.EdmondShiftwillbeapolicythatencourages,promotes,plans,andcreatesactivetransportationalternativestoimprovehowpeoplecanconvenientlyandsafelywalk,bike,ridethebus,shareacar,anddrivethroughoutEdmond.TheEdmondShiftlogowillbegintoappearonavarietyofprojectsthatmakeiteasierforpeopletouseallthetransportationoptionsavailableintheCity.

BICYCLE MASTER PLAN

TheBicycleMasterPlan(2012)wasupdatedin2018toincludemoreon-streetwayfindingroutesandrefinementstotheproposedtrailcomponents.Theupdatedplanalsoconsolidatessomefacilitytypes,removescorridorsthatareinfeasible,andpresentsnewopportunities.

Rt.66TrailonthenorthsideofArcadiaLake(asegmentoftheplanned19-miletrailaroundArcadiaLake)iscurrentlyunderconstruction.ThissegmentbetweentheregionalEdmondParkandtheArcadiaLakeProjectOffice,alongRt.66,willbecompletedin2020(1.3miles).AnadditionalsegmentwillextendthetrailtotheArcadiaLakeDamontheeastsideofArcadiaLake(.46miles).Thenextphaseofthistrailisdesignedtoextendthetrailto66ParkonPostRd.

CreekbendTrail,aplanned14ft.widesegment,isunderdesign.ItwillextendtheArcadiaLakeTrailnetworkfurtherwestintotheurbanizedareaatColtraneRd.(1.16miles).

In2020,theCitywasawardedareimbursablegrantthroughACOG’sAirQualitySmallGrantprogramintheamountof$108,500tocreateprotectedbikelanesalongAyersSt.Thisprojectencouragestheuseofbicyclesfromapartmentsandstudentresidencesintheareathatattendtheuniversity.SinceAyersSt.hasbeenclosedthroughtheUCOcampus,thestreetnolongerwarrantsafour-laneroad.Itwillmakeresidentsandstudentsfeelsaferaboutridingtheirbicycles,andwillalsocoincidewithCitylinkbuses,whichallhavebicycleracksmountedonthefrontsofthebuses.Inadditiontothe1,895bedsforon-campushousing,thereare662residentialunitswithina1/4mileoftheprojectonthewest,52%ofthatinmultifamilyunits.Totheeastthereare816residentialunitswithina1/4mileoftheproject,81%ofthatinmultifamilyunits.

Alanereapportionmentfromfourtotwolanes,whileaddingtwobufferedbikelanes,willtakeplace.ThisprojectpromotesareductioninNitrogenOxidesandwillimprovethetransportationsystemformultimodaloptions.Currently,thereareexistingsharedlanemarkingsonthiscorridor.Thiswillalsoenhancethesafetyandconnectivitybetweentheuniversityandthedowntownbusinessdistrictformultimodaltravelonthewest,anditwillenhanceconnectivitybetweentheuniversityandstudenthousingandbusinessesclosertoBryantAveontheeastside(.83miles).

2021 UPDATE CreekbendTrail,aplanned14ft.widesegment,isunderdesign.ItwillextendtheArcadiaLakeTrailnetworkfurtherwestintotheurbanizedareaatColtraneRd.(1.16miles).Futurearterialwideningsarealsoplannedtofeatureadditional10ftmulti-usesidepathsorbikelanes.TwonotablesareprojectsplannedforCovellRd.(totaling4.3miles)and33rdSt(.93miles).OnMay10,2021theCitypassedthefirstE-BIKEordinance,whichenableselectric-assistedbicycles,whethertheyareClass1,Class2,orClass3tobeclassifiedasbicycles.ThisenablingordinancewillallowE-BIKEStobeusedontheCity’strailsystem,whetherintheParksorothertrailssystems.ThispromotesbicycleusageintheCityofEdmond,contributingtoalternativemodesoftravel.

TheCityofEdmondhashadtheCitylinkTransitSysteminplacesince2009.Itofferscitizensanalternativeformoftransportationtoandfromwork,shopping,medicalvisitsandtheUniversityofCentralOklahoma(UCO).TherearefourfixedrouteswithinEdmondcitylimitsandonecommuterroutetotheOKCbusterminal,theOUmedicalfacilities,theVAhospital,andtheOKCSocialSecurityOffice.

EDMOND FLEET

DESCRIPTION

Today,GPStechnologyallowsSolidWasteroutingtobeasefficientaspossibleandallowsformonitoringofthecity’sidlereductioninitiativesthroughouttheentirefleet.TheFleetManagerreceivesautomaticnotificationsthroughsoftwaretriggersonexcessiveidlingandcanrespondquicklyviaphoneoremail.Thisprogramisongoingandwillcontinuetobemonitored.

OthercriticalfleetmanagementoperationsthattheCitypursuestomakethefleetmoresustainableareright-sizingvehiclesforthedutiesthatwillberequired,regularmaintenance,pursuitofcleandieseltechnology,andefficientsolidwasteroutingforthewastemanagementservice.TheCitynowreviewssolidwasteroutingyearlyandredesignsroutesinJulyeveryyear,asneeded.AnnualSolidWasteRoutingReviewsallowformoreefficientrouting.Theseactivitieslowerenvironmentalimpactsandreducethecostofoperations,whichdirectlybenefitthecitizensofEdmond.

ELECTRIC VEHICLE INITIATIVE

In2018EdmondElectricboughtanEVfortheCity(Electric/PublicWorks)use.In2019WaterResourcespurchasedtwonewEVvehiclesfortheirfleet.ThisdepartmentalsoinstalledthreeEVchargingstationsatthenewWaterResourceandRecoveryFacility.AtthenewWaterTreatmentPlanttherearealsoplanstoinstalltwo(2)dualchargers,anditwilleasilybeexpandabletotwo(2)moreEVspacesinthefuture.In2019theCityCouncilStrategicPlanoutlinedcurrentandfuturegoals“Developpoliciesandplanstotakeadvantageofthegrowingmarketforelectricvehicles,includingaprogramtopromotehomechargingandaddingvehiclestothecityfleet.”

Fortheprivatesector,threechargingstationshavebeeninstalledatthenewhotel/conferencecenteratI-35andCovellRdthroughapartnershipwithEdmondElectric.TheCityishopingtoachievesimilararrangementswithotherprivatepartnersaswemoveforward.In2019theCityofEdmondpartneredwiththeUniversityofCentralOklahoma(UCO),toreceive$50,550toinstallten(10)publicandworkplacechargingstationsforelectricvehicles.Thesetypesofstationsarecapableofchargingtwoelectricvehiclessimultaneouslyandwillinitiallybefreetothepublic.Thesestationswillalsobepoweredby100%windenergy.

TwograntswerereceivedincoordinationwiththeAssociationofCentralOklahomaGovernments(ACOG)CleanAirPublicFleetGrant($25,138.60),andtheOklahomaDEQ2019ChargeOKGrantProgram($25,367.00).Thegrantswillalsopayforthebollardconcretemountingkits,aone-yearprepaidcommercialcloudplantoremotelymonitorthestations(includingavoidedemissions),anon-sitevalidationperthevendor’srequirements,andafive-yearprepaidAssurancePlan,whichprovideshigh-qualitymaintenanceandawarrantyperiodbythevendor.

2021 UPDATE SixEVstationswereinstalled.ThelocationsincludeMitchPark,theCityFirstAdministrationBuildingneardowntownEdmond,theService-BlakeSoccerComplex,theCity’snewTennisCenter,andtwolocationsonUCO’scampus.OneUCOlocationisinStudentHousingparkingontheeastsideofcampus,andtheotherisinVisitorparkingonthewestsideofcampus.ForthesixEVStations,“NoParking”signswereinstalled,andpersonalizeddecalsinsertedintothestations.TheyhaveallbeenmadeADAaccessibleaswell.

Allstationshavebeenactivated.AtthenewWaterTreatmentPlanttherearealsoplanstoinstalltwodualchargingstations,anditwilleasilybeexpandabletotwomoreEVspacesinthefuture.EdmondElectrichasalsopurchasedaLevel3Station,allowingfastercharging,butthelocationhasnotyetbeendetermined.Citystaffhavemetanddiscussed5newpotentiallocationsforEVStations.Citystaffexpecttoapplyformoregrantsforthenextroundofavailablefunds.

EPA GREEN POWER COMMUNITY

DESCRIPTION

OveradecadeagoEdmondElectricwasamongthefirstutilitiesinthestatetoofferaninnovative,green-powerprogramdesignedtoallowcustomerstopurchaseelectricityfromapure,non-pollutingwindresource.EdmondElectricpurchasesitspowerfromtheOklahomaMunicipalPowerAuthority(OMPA).TheprogramisknownasPureandSimple.

Geothermalenergyisalsoutilizedtosaveenergyonmanycityfacilitiesandpartners,includingtheYMCAfacilityatMitchPark,thenewWaterResourceandRecoveryFacility,theCrosstimbersMunicipalComplex,aswellasthe70,000squarefootPublicSafetyCenter.Theseformsofenergyalsoreducetheuseofpowergeneratedfrompointsourcesofemissions.

2020 UPDATE In2020,theCitywillagainbereporting100%renewableenergyusageforitscityfacilities.

INTELLIGENT TRANSPORTATION SYSTEMS (ITS)

IntelligentTransportationSystems(ITS)havebeeninstalledatsignalizedintersections.ITSshouldfacilitatethemanagementoftrafficduringcongestedperiods,allowingbettermobilityandresultinginlessidletime.PhaseIofEdmondITSiscomplete.Itincludes21intersectionsalongEdmondRd./2ndSt.fromSantaFetoSaintsBlvd.Intersectionsarehardwiredviafiberoptics.Thereisalsoawirelesscomponentthatconnectsfourwatertowers,whichwillalsobehardwiredwithfiberoptics.TheintersectioncontrollersareusingthelatestNTCIPcommunicationsprotocolandareconnectedtotheTrafficManagementCenter.Theintersectionshaveabatterybackupsystem,emergencypre-emptionsystem,CCTVs,redundantvehicledetectionsystems,LEDsignalindications,flashingyellowleftturnarrows,andaudiblepedestriansystems.

2021 UPDATE In2020PhaseIIoftheEdmondITSisnearingcompletion.PhaseIIincludes22signalizedintersectionsand3schoolzonelocations.TheintersectioncontrollersusethelatestNTCIPcommunicationsprotocolandareconnectedtotheTrafficManagementCenter.Atotalof59,512feetoffiberopticcablewasinstalled.148audiblepedestrianpushbuttonsandpedestriancountdownheadswereinstalled.Infra-reddetectionsystem,batterybackupsystem,CCTVcameras,andover195,221feetofsignalwiringhasbeeninstalled.TheprojectissubstantiallycompleteexceptfortheLEEDARdetectionsystem.

URBAN FORESTRY

UrbanForestry,adivisionofCommunityImage,administersmultipleprogramsthatsupportandenhanceUrbanTreeCanopyinEdmond.Treesremovepollutantssuchasozonefromtheair,reduceenergyconsumptionandemissions,andprovidemanyotherenvironmentalservices.NewtreesareplantedeachyearonpublicpropertyaroundCityfacilities,alongrights-of-way,andonparklandanddetentionareasthroughspecialUrbanForestryprojects,ArborWeek,andthevolunteerprogram.Inaddition,UrbanForestryplantstreesalongrights-of-wayinresidentialareasthroughtheFoster-A-Treeprogram.
