1. OICO at a Glance
The changing nature of oil, gas and petrochemical industries and the
added complexities of new projects, compel Iranian companies to upgrade their
capabilities and acquire new and systematic approaches to ensure the successful
implementation of their projects. The new demanding project environments,
necessitate adaptation of new approaches in management, construction, pre-
commissioning and commissioning aspects of oil, gas and petrochemical
projects.
Oil Industries’ Commissioning and Operation Company (OICO) is
incorporated to manage and execute commissioning and start-up, operation,
maintenance and training courses for oil, gas and petrochemical industries.
OICO was established in 2011 as a private joint stock company in Tehran, Iran.
The company is a wholly owned by and is a subsidiary of “Oil Industries
Engineering and Construction” (OIEC) group.
Prior to establishment of OICO, OIEC executed commissioning and start-up
activities in the South Pars gas field development phases 9 & 10 through its
own commissioning department. Due to the expansion of OIEC’s projects and
higher demand for commissioning and start-up services, OIEC made a strategic
decision to establish a subsidiary in the field of commissioning and operation.
This new company was named “OICO”.

4. OICO’s Adapted Methodology
OICO’s adapted methodology for delivering its total solution, covers completion (pre-commissioning and commissioning) and start-up activities.
As it is paramount through all recent large projects, (where sophisticated data,
control, and safety systems prevail) the technical complexity of the new
hydrocarbon installations is increasing. Moreover, the higher efficiency,
reliability, and safety expected from the new plants, as well as the aggressive
environments, in which they are often built in (those surrounding the offshore
platforms and especially the deep offshore facilities), challenge the design and
construction teams as never before. Consequently, a number of tools &
techniques have been developed during the past years to overcome the
problems that these demanding conditions create.
To cover these specific aspects of the project completion activities, OICO, has
adopted Total’s OPERCOM™ methodology and ICAPS© software (Integrated
Commissioning and Progress System) a dedicated tool used to organize and
follow through with the pre-commissioning and commissioning activities.
I. "System" Methodology
The checking and testing phases of a new plant is by necessity a relatively
detailed and sophisticated process. Not all parts of the plant reach the same
degree of completion at the same time, hence some areas or units may be
mechanically completed, while others are not. It would therefore be a waste of

time to wait for the whole plant to be mechanically completed before starting
commissioning activities.
The project planning shall be optimized if the completion activities are organized
not as whole plant activities, but as Operational “System” and “Sub-system”.
The "System Approach" induces the following terminology, related to the
Systems, Sub-systems, and the relevant milestones:
Sub-system is “Ready for Commissioning”, when all Pre-
commissioning activities are complete.
Sub-system is “Ready for Start-Up”, when all Commissioning
activities are complete.
System or group of Sub-systems are “Ready for Operation”, when all
Start-up activities are complete.
System/Sub-System Definition This specific partition of a plant into Systems and Sub-systems for completion
activities takes place as early as possible, at “Basic Engineering” phase. This is
carried out by OICO, in accordance with precise Sub-systems delimitation rules
and reported on marked-up PID's and One Line Diagram’s as support
documents.
4. OICO’s Adapted Methodology
Resources for the training and implementation of OPERCOMTM and ICAPS©
shall be planned at an early stage during the detailed engineering phase.
OICO is licensed by Total to use OPERCOM™ and ICAPS© in its
projects. Moreover, based on the know-how gained through previous projects,
OICO has developed exhaustive start-up and performance test procedures and
methods to get the plants on stream.
II. Completion Activities
The completion activities of a new hydrocarbon processing plant consists of a
series of verifications carried out just before the plant is brought on line. The
aim of these verifications is to ensure, as thoroughly as possible, that every
piece of equipment is built and operated according to the design.
These verifications are also the last critical review of the design before the
Start-up. Their ultimate goal is to render the oil or gas plant as safe and trouble
free as possible.
These completion activities are separated into two main phases, Pre-
commissioning and Commissioning, this split roughly corresponds to the static
and dynamic tests phases respectively.
4. OICO’s Adapted Methodology
These completion activities are followed by the Pre Start-up and Start-up
phases, corresponding to the introduction of the hydrocarbon feed into the
plant.
Pre-commissioning
Pre-commissioning consists of inspecting equipment installations to ensure
proper installation according to the initial engineering drawings and conducting
cold/static/de-energized tests.
Pre-commissioning activities will be executed on a Sub-system wise basis by
construction subcontractors and supervised by the commissioning team. It
should be considered that for hooked up sections, pre-commissioning activities
will be executed.
Pre-commissioning includes following three main types of field activities:
Conformity checks of equipment items by using related check lists.
Static/de-energized tests of equipment items by using related test
sheets.
Specific operations, such as the pipes and vessels flushing and
cleaning.
4. OICO’s Adapted Methodology
Commissioning
Commissioning consists of live and on line tests of major equipment after
energizing. Commissioning team performs the commissioning activities based
on the defined Sub-systems.
Commissioning corresponds to hot/dynamic/energized tests, which essentially,
include the three following categories of tasks:
Dynamic verifications
Running-in and on-line tests
Piping and vessels preparations
Pre Start-up
Prior to conducting the commissioning operational tests and/or introducing the
feed into the plant, a number of specific process operational activities must be
carried out on the piping and vessels. This group of activities are classified
under the generic terminology of ‘’Pre Start-up’’ activities.
These operational activities, which their proper preparation and execution are
integral to the commissioning phase, include the following groups of activities:
ESD checks
Safety system checks
Operational tests

Start-up
Start-up activities begin with final preparations for the introduction of the feed
into the plant and consist of a series of various tests carried out, while the plant
is being brought on line. The aim of these tests is to ensure that all equipment
operate normally and securely.
Start-up activities are prepared with the integration of specific Start-up and
routine procedures that are prepared by OICO.
The field activities consist of two sub-stages:
Operation prior to oil/gas in
Operation after oil/gas in
III. Operation and Maintenance
Using the correct maintenance strategy and successful planning method,
practice, and process enables OICO to deliver high work productivity, improve
the plant availability and ensure equipment reliability.
OICO’s maintenance strategy focuses on the following four important areas:
Increasing the plant stability,
Increasing the plant life time,
Increasing the equipment and plant availability,
Decreasing the maintenance and operation costs.

maintenance department maintains the following 4 main sections:

OICO’s HSE management policy is consistent with company’s goal of
achieving the highest oil, gas and petrochemical industry standards. This is
realized through offering the best services in the field with special considerations
for sustainable development and customer orientation. This management
philosophy has been articulated in company’s Health, Safety and Environment
(HSE) processes and procedures, which in turn is reflected in HSE department’s
proactive preventive and corrective actions.
At OICO, it is an accepted fact that it is everybody’s responsibility to receive all
necessary trainings in HSE, be aware of all related risks, think proactively to
prevent any issues and accidents and follow through with problems until all
issues have been resolved and acceptable risk levels are attained.
This policy’s practical results are reflected in company’s achievements in all
aspects of HSE areas, such as attaining zero fatality and partial disabilities,
eliminating considerable accidents/incidents, environmental issues, infectious
diseases and achieving other positive outcomes.
Receiving standard HSE certifications, such as OHSAS 18000 and ISO 14000
has made it possible for the company to create awareness about job hazards and
risks (type, level, and priority), establishing controlling and monitoring
measures, and outlining individual’s responsibilities in achieving the targeted
results.
In order to achieve the desired standards, OICO’s management has been taking
the necessary steps to provide the required means and tools. These steps include
defining and outlining relevant goals and objectives, recruiting qualified
personnel, providing managerial support and guidance, monitoring personnel

activities, acquiring the required software and hardware and aligning the
company policies.
Proper implementation of standards requires periodic outsourced audits. During
these routine and non-routine audits, discrepancies and deviations are identified
and communicated with the relevant HSE units. After receiving the audit results,
HSE supervisors are held responsible for analyzing the results, identifying the
root causes of non-compliances, preparing preventive and corrective action
plans, assigning the required tasks to the responsible officers and taking the
necessary steps to overcome the shortcomings and eliminate problems.

As part of OICO ambition to become a fully integrated knowledge-based
company, the company has started implementing Knowledge Management (KM)
principles. This means that company proactively seeks to learn from its live
project experiences by collecting and recording projects’ tacit and explicit
knowledge. The recorded knowledge is then used to develop internal training
programs, in addition to developing knowledge–intensive processes and
procedures that will be used in future projects. Such mechanisms not only
increases speed and efficiency in executing projects, but also reduces repetitive
faults and breakdowns considerably.
