Carl D. Perkins Career and Technical Education Act of 2006

Perkins III allowed wide flexibility in how to measure “technical skill attainment”

Perkins IV requires a more focused assessment approach for technical skill attainment

Technical Skill Attainment

Sec 113 (b)(2)(B)…”core indicators of performance…that are valid and

reliable…measures of each of the following:”“Student attainment of career and technical skill

proficiencies, including student achievement on technical assessments, that are aligned with industry-recognized standards, if available and appropriate.”

“Student attainment of an industry-recognized credential, a certificate, or a degree.”

The expectation…..

• To develop an assessment system that will provide teachers, faculty, administrators

and policymakers with accurate and useful information about students technical skill achievement

Why TSA

CTE effectiveness and accountability have not been shown through data.

Use of TSA should help through shared curriculum expectations with valid and reliable assessments.

Bottom line – It is a Perkins requirement

Assessment Requirements

Assessment begins the year after the pathway is examined in consortium in approved Programs of Study.

One high school in consortium must complete the assessment.

Concentrators = completion of 240 hours in state approved CTE program in one career field.
