The Alliance for Telecommunications Industry Solutions ATIS, in Sep. 2005 formed the IPTV Interoperability Forum IIF in order to create a suite of globally acceptable standards that covered the topic of IPTV end-to-end. The work focused on IP Layer 3 and above. The intent is that these standards should be operable on any IP delivery network.

Keep changing marketing tactics. Plan ahead and raise prices gradually. IPTV should NOT suddenly charge more for the same content. It
needs to add value with applications that can be deployed quickly due to the IP based infrastructure.
Middleware and bandwidth will differentiate IPTV from cable, the better the connection, the more advanced the applications can be.
Build out advanced services such as DVRs , VoD, and promote uses.

IPTV is a secure closed system with premium content and managed QoS, particularly for video. The end consumers have unique personal profiles known to the operator enabling targeted marketing.
Internet TV is public and free. It complements IPTV because operators will typically have a parallel ISP broadband service offering alongside their dedicated TV service and the same subscriber will be therefore able to access, via the web, a plethora of generated video content uploaded from individuals or small operations. YouTube is an example of this. In marked comparison with IPTV, Internet TV is of limited quality. This is used by the consumer in several ways. The studios and online retailers hope that increasingly consumers will want to own digital copies of movies rather than the physical DVDs. It also means that video programme makers can go around the typical distribution model and go directly to the consumer. A second example is P2P (peer-to-peer) networking using file sharing platforms.
