Is everyone ready for school to start back? Every fall I look forward to getting the school supply list. This is one of my favorite departments in the store because it’s filled with bright colorful folders and notebooks, pencils, pens and crayons. My daughter, Alexandria, is starting 1st grade this year and seeing her prepare to go back to school brings my own memories of 1st grade experiences flooding back.
Memories of my classmates and I rushing out to the playground making bee-lines to our favorite spots, whether it be the swing set, the merry-go-round or the see-saw. At my school there were a couple of huge trees shading the merry-go-rounds and the area was covered with pellet-sized smooth gravel. One of the trees had a fantastic system of roots raised above the ground, providing a prime spot to drive our Dukes of Hazard match box cars.
Starting 1st grade presents many new challenges and I faced my own chal-lenges in July traveling to Boston to attend AGA’s Annual Professional De-velopment Training on my own.
The PDT offered many opportunities to learn about changes in leadership, best practices, new laws and standards and technology and opportunities to meet AGA members from other chapters, both near and far, while ex-ploring some of Boston.
In one general session “Off Balance on Purpose” we heard from Peak Per-
formance Coach Dan Thurmon who shared how maintaining
balance in today’s off-balance world is a never-ending chal-
lenge. He advised us to stop trying to live your life “on bal-
ance” and start living “off balance on pur-
pose” by learning to see and shape the
patterns in your life to give your actions
greater purpose and your life enhanced bal-
ance. Imagine a person juggling three bowling pins. (cont’d

Then actual act can be-come more manageable. Dan also demonstrated how even juggling 5 items as part of a team with a volunteer from the audience is manageable.
In another general session we learned some intuitive approaches to tack-ling challenges in life by “Thinking Outside of the Shoe” from Jessica Cox. Jessica is the first licensed armless pilot and the first armless black-belt in Taekwondo. Jessica shared how swinging on the school playground is where her dream of flying began and how she started tackling the chal-lenges to achieve that goal with learning how to tie her shoes with her toes. An audience volunteer attempted to open a soda can without using his hands prior to Jessica demonstrating how she opens a soda and enjoys a drink.
The next time you are facing a challenge, remember to study the patterns and think outside the shoe to overcome them.

John Hamlet
John Hamlet is an Assistant Attorney General working
within the Kentucky Attorney General’s Office of
Medicaid Fraud and Abuse.
He is an honors graduate of the University of Louisville
School of Law.
He was in private practice for 12 years focusing on civil
litigations—including insurance and family matters—
before joining the Office of the Attorney General’s
Medicaid Fraud Control Unit in 2014.
Within the Medicaid Fraud Control Unit, he prosecutes
complex civil cases involving provider fraud against the
Kentucky Medicaid Program, as well as criminal cases
involving abuse and neglect of Medicaid beneficiaries.

Karin Tucker
Karin is an honors graduate from Emmaus College. Karin has applied the Edmond
Burke quote, “the only thing necessary for triumph of evil
is for good men to do nothing” in her career path of
wanting to make a difference in fraud, waste, and abuse.
Before joining the Office of the Attorney General’s
Medicaid Fraud Control Unit in 2017, Karin was Senior
Management for the Managed Care Organization Special
Investigations Unit for 6 years; however, has over 20 years
combined MCO and Walgreens Pharmacy experience. As a
NHCAA healthcare investigator, coder, pharmacy manager,
making a difference in provider, member, vendor fraud
investigations this included medical and pharmacy
investigations while remaining contractually compliant.
Currently, a Healthcare Data Administrator working within
the Kentucky Attorney General’s Office of Medicaid Fraud
and Abuse, Karin reviews claims and investigation data
against the Kentucky Medicaid Program, as well as cases
involving abuse and neglect of Medicaid beneficiaries.

The National Office of AGA has asked us to share some exciting opportuni-
ties available for Undergraduate students. Instructors are encouraged to
share this information with their students.
Government Finance Case Challenge Deadline: Sept. 22, 2017
Student teams collaboratively analyze data for a specific U.S. state,
city, or county government and develop a four-page Citizen-Centric
Report.
The experience promises to challenge students’ reasoning and criti-
cal thinking, and raise their awareness of the importance of data
availability, accountability and a career in government.
National Collegiate Leadership Program

government finance at AGA’s Nation-
al Leadership Training in Washington

AGA’s flagship publication, the quarterly Journal features articles and columns from

AGA recently partnered with FIU to launch a
course that follows AGA’s Certified Govern-
ment Financial Manager curriculum for indi-
viduals interested in becoming a CGFM, or
learning about the field. The course at FIU is
offered to graduate students and those seek-
ing non-credit continuing education; and its
summer session sold out quickly!

Meeting Minutes for meeting held: July 27, 2017

Call to Order by Amy at 11:55 a.m.
Regular Reports:
Meeting minutes and Treasurer’s report were approved via email earlier for inclusion in the newsletter.
Membership reported by Catherine Hunt. Total members are up to 140. New members are Dr. Robert Rogow – EKU;
KYTC Stephanie Banks, Carly Cockley, Kristen Coffey, Teri Harmon, John Lockhart, Lori Mann, Kelly Sams.
Old Business:
All chapter plans were submitted to Louise and she was very pleased.
Chapter monthly meetings – Evie, Sandra, and Amy are working to get the schedule done through March. Possibility
of having a 2 day training with 1 day being for financial audits and the 2nd for performance management. They need
speakers for April and May and they have options they are working through.
CCR Committee – Amy sent Ann the history report to help with building the chapter CCR. Amy wants us to do a CCR
for a local government etc. She needs a committee that will be able to present and assist with the CCR to anyone in-
terested.
Discussion of shirts for CEC and members. Will get information on availability from several options. Are sweaters an
option? Get button ups and the take the logo to someone to have stitched on and the chapter pay for it. Come up
with logos for the back of the t-shirts for membership.
New Business:
Chapter liability insurance policy – Phil made motion to pay the policy dues and Krista seconded. Motion passed.
Johnny Carino’s fundraiser – have on a Monday or Tuesday in September. Flyer with details to follow.
Membership chair will begin marking membership anniversaries in the newsletter beginning in August.
Catherine has caught up with membership participation points and currently Ken Taylor is in the lead with 20 points of
non-CEC members.
Amy will send from National what we can go to get our chapter on the awards received at National PDT. Newsletter,
CGFM, Website, etc.
Get items for the newsletter to Samantha.
Request volunteers for Facebook and Twitter for chapter. Place ad in newsletter.
Next meeting set for August 24, 2017 at China Buffet at 11:30 am.
