Mr. Pongsak Padungkarm Welcome on Board
As part of Mycron Steel succession plan, En. Roshan M.
Abdullah has been promoted as the new CEO of Mycron
Steel Berhad and Mycron Steel CRC Sdn. Bhd.
MISIF welcomes En. Roshan M. Abdullah to the MISIF
Council and looks forward to working with him. In addi-
tion to his new role as Vice-President IV and Chairman of
MISIF Conference & Promotions Committee, he will also
be MISIF’s representative to the MSC Technical Com-
mittee (MSC-TC) and Working Group of MSC (MSC-WG).
MISIF records its appreciation and gratitude to two
outgoing Council Members, i.e. En. Azlan Abdullah and Mr.
Pongsak Padungkarn. Their contributions and support
were invaluable, and for the their dedication and service
to MISIF, we sincerely express our many thanks to them.
En. Azlan Abdullah had served MISIF since he joined
Mycron Steel CRC Sdn. Bhd. in March 2003. He had
served MISIF Council under the leadership of Mr. Chow
Chong Long, Dato’ Soh Thian Lai and Dato’ Lim Hong Thye.
He was MISIF’s Deputy President I.
Mr. Pongsak Padungkarn joined NS BlueScope Malaysia
Sdn Bhd in 2013. He had served MISIF Council as Vice
President II and Chairman of 11th and 12th Report
Editorial Committee.

MISIF Collaborates with NI & IMOA in Stainless Steel Workshop
MISIF, Nickel Institute (NI) and International Molybdenum Association (IMOA) jointly organized a workshop on "Stainless Steel in Water and Wastewater Industries" on 1 November 2018 at Dorsett Grand Subang, Subang Jaya, Selangor. The workshop began with the welcome
remarks by the Chairman of MISIF
Stainless Steel Group, Mr. Mark Lim. The
workshop was conducted by Dr. David
Nicholas, Principal Consultant of Nicholas
Corrosion and Consultant to the Nickel
Institute and participated by 27
representatives from steel related
companies and government agencies.
MISIF has been conducting many stainless
steel workshops and training courses in
the past in collaboration with Nickel
Institute and International Molybdenum
Association (IMOA). This was part of
MISIF’s continuous efforts in supporting
capacity building in essential and technical
areas required by various sectors of the
iron and steel industry in Malaysia.
This workshop highlighted developments
in new applications for stainless steel and
stainless solutions for sustainable and safe
water management. It also focused on
how water and wastewater industries
could maximized the cost-benefits of
stainless steel.

Message from Outgoing CEO…….
Despite the numerous challenges the Federation has to endure over the years, I am pleased that we managed to address them in a shared, well balanced and forthright manner, without fear or favour. I have no doubt that all members will continue to provide the excellent support and cooperation to MISIF as well as to my successor, Ms. Sum Kum Mooi, who will be taking over as MISIF CEO with effect from 1 January 2019. I am confident that many
challenges and competitions ahead will galvanize MISIF members to continue working as a team as we move towards a brighter and sustainable future for the local iron and steel industry. On a personal note, I have enjoyed my time with MISIF. Thank you everyone for the assistance, cooperation and support rendered during my nine years of service with MISIF. I wish you, your family and organisation the best of health, happiness and success. May the year 2019 and years ahead bring you lots of joy, harmony and prosperity. With best regards,

The workshop course covered several
topics on corrosion behavior of
materials in waters; choosing the correct
stainless steel; application of stainless
steel in potable water and Municipal
waste water treatment; tea staining
and atmospheric corrosion of stainless
steels,; and stainless steel as a cost
effective solution in water distribution
and plumbing systems.
Real cases on unusual projects using
stainless steel were also presented to
accentuate the important points of
stainless steel in meeting the needs of
the water and wastewater industries.

MISIF Council at a meeting held on 24 May
2018 agreed to the formation of the MISIF
Industrial Building Systems (IBS) Group.
MISIF IBS Group is the latest addition to
the other twelve (12) MISIF sectoral
groups established in MISIF.
Mr. Yeoh Choon Kwee from Southern PC Steel Sdn Bhd was appointed as Chairman of the MISIF IBS Group. As a way forward, an inaugural meeting was held on 8
November 2018. A total of 23 representatives from MISIF member companies and non-member companies attended the session chaired by Mr. Yeoh Choon Kwee. In view of the growing importance of IBS in the construction sector, MISIF viewed that a dedicated IBS sectoral group would play a role in promoting and enhancing the interests group members, and to serve as a

Kian Hin represented MISIF to give a
presentation on “Steel Frame Scaffold-
ing Testing and Requirements Under
MS1462”.
Since the formation of the MISIF Scaffold-ing Group in January this year, the group has continuously been engaging with CIDB Malaysia on several issues pertaining to enforcement of scaffolding products. The Group recently held a follow-up meeting with CIDB on 2 November 2018 in PWTC, Kuala Lumpur. The meeting was chaired by En. Zaini Yahya, Senior Manag-er, Construction Material Division, Tech-nology Development Sector.
Mr. Ng Kian Hin, Chairman of MISIF Scaffolding Group led the Group to discuss:
• The scope of enforcement on MS1462 scaffolding products;
• Imports under HS7308.40 and COA re-quirements;
• Common testing methods in accredited laboratories.
On a separate event, CIDB held a Consulta-tion Session with Industry on Enforcement on Scaffolding on 5 November 2018. Mr.

Nur Fadhilah Muhammad, Senior General Manager, Testing Services Department of SIRIM QAS International on 12 December 2018 in SIRIM QAS, Shah Alam, Selangor. This dialogue was part of MISIF's activities
in facilitating the BPV Group in addressing

SIRIM QAS explained the procedures and other relevant details pertaining to COA Method 5 exemption applications for BPV. SIRIM QAS took note of the issues raised and decided that a task force be formed immediately to examine further on a pragmatic resolution in dealing with the business concerns.

The investigation had been initiated in accordance with the Countervailing and Anti-Dumping Duties Act 1993 and Countervailing and Anti-Dumping Duties Regulations 1994 on 25 July 2018 based on a petition filed by FIW Steel Sdn. Bhd. (The Petitioner) on behalf of the Domestic Industry producing GI. The Petitioner alleged that imports of GI from the alleged countries were being dumped into Malaysia at a price much lower than their domestic selling price, causing material injury to the domestic industry in Malaysia.
The Government of Malaysia had completed the preliminary determination with regard to the antidumping investigation concerning imports of flat rolled product of iron alloy or non-alloy steel, plated or coated with zinc, using hot dip process (galvanised iron coils/sheets or galvanised steel coils/sheets – galvanised iron) originating in or imported from the People's Republic of China and the Socialist Republic of Vietnam. The investigation concluded that there were sufficient evidences to continue further with the investigation on the importation of galvanised iron (GI) from the alleged countries.
The Government therefore decided to impose a provisional measure, which should be in the form of provisional anti-dumping duties guaranteed by a security equivalent to the amount of the dumping margins determined in the preliminary determination. The provisional anti-dumping duties ranging from -3.33% to 16.13% would be applied on imports from the alleged countries and should be effective for not more than 120 days from 8 November 2018.
AD Investigation on Imports of Flat Rolled Product of Iron Alloy or Non-Alloy Steel, Plated or Coated With Zinc, Using Hot Dip Process
On 11 October 2018, the Government of
Malaysia received a Petition from an
interested party requesting for an
administrative review of anti-dumping
duties on imports of cold rolled coils (CRC)
from the People’s Republic of China, the
Republic of Korea and the Socialist Republic
of Vietnam.
The requests made in accordance with
section 28 (1)(a) of the Countervailing and
Anti-dumping Duties Act 1993 (Act 504), in
which it was based on the grounds that the
dumping margins had changed substantially.
The original anti-dumping investigation was
initiated on 27 August 2015 and the final
affirmative anti-dumping duties were
imposed for a period of five (5) years from
24 May 2016 until 23 May 2021; ranging
from 3.06% to 23.78%. In accordance with
Act 504 and the Countervailing and Anti-
Dumping Duties Regulations 1994, the
Initiation of Administrative Review on CRC AD Duty
Government would initiate the
administrative review and the final
determination of the administrative
review would be made within 180
days from the date of initiation.
TNB Session with NGOs
Tenaga Nasional Berhad invited NGO’s to attend a session with their top management on 6 December 2018 in Grand Hyatt Kuala Lumpur. Representatives from MISIF, Real Estate and Housing Developers’ Association (REHDA) and Malaysian Association of Hotel Owners (MAHO) attended the session.
TNB’s top management was represented by Datuk Wira Roslan Ab Rahman, Chief Corporate Officer of TNB and En. Fazlur Rahman, Chief Strategy and Regulatory Officer. The session was called by TNB for stakeholders to express concerns and
issues and for TNB to improve their services to customers. TNB also gave a briefing on Imbalance Cost Pass Through, Incentive Based Regulation, Reimagining TNB and Corporate Social Investment.
