1 HIGHLIGHTS OF THE PROJECT
The provision of municipal services in Sindh
has not kept pace with increased population demands.
Only 55% of urban population has access to piped
water that too of poor quality, limited to 2-4 hours
and not more than 15-20 gallons per capita per day
(gpcd). Similarly, access to sewerage /drainage and
disposal of solid waste is either negligible or very
low.
The US Government through USAID/ Pakistan
has earmarked a grant of US $ 66.0 million for the
development of municipal infrastructure in six
selected towns in 2010 flood affected districts of the
Province. Under MSDP emphasis was given to
smaller towns, falling outside the purview of SCIP.
Accordingly Jacobabad, Qambar, Shahdadkot,
Mehar, Khairpur Nathan Shah and Johi were selected
for the said USAID assisted development work under
the program.
In the first phase, the construction works on
Jacobabad Water Supply System are currently
underway while work on Waste Water and Solid
Waste Systems in Jacobabad are expected to start
very soon.

1.1 MAIN COMPONENTS OF THE PROJECT JACOBABAD:
The overall Water Supply, Sewerage and Solid Waste Management system of the
administrative capital of District Jacobabad with a population of more than 250,000 people, was
suffering from gaps and shortcomings, operational deficiencies and poor service delivery.
Accordingly a comprehensive package for Jacobabad was developed with the aim to provide;
Uninterrupted water supply with better quality at the rate of 30 gpcd,
Rehabilitation and up-gradation of the existing sewerage system,
Introduction of solid waste management system.

2 Glimpses of Activities during the Month of January
In the month of January, 1st Progress Meeting was held with the contractor of WS-04 and WS-06.
The issues at site were discussed in detail and the contractor was stressed for the speedy
execution of work.
An introduction cum kick-off meeting was held on January 14, 2015 with USAID, UNICEF
(and its partners WATERAID and UNHABITAT) at MSDP Office, Karachi. UNICEF
shared it future plans regarding community mobilization, health/hygiene work etc. for the
infrastructure works currently under progress in Jacobabad. It is aimed that the UNICEF’s
engagement for community mobilization would complement the ongoing infrastructure
improvement in Jacobabad.
Since environment is one of the key focused areas of MSDP, that’s why every tits and bits of EIA
report was reviewed in meticulous detail by MSDP concerned officials and then in the light of
suggested improvements, EIA report was amended.

3 PROGRESS DURING MONTH OF JANUARY
3.1 Progress of work
Component wise progress on each contract package is discussed below.
3.1.1 WS-01 Water Intake and Storage System

Generator room building is almost completed. Finishing works of the generator room
including electrification and fixing of doors, windows and ventilators is in progress.
Excavation and embankment formation are in progress for lagoon no. 3. Almost 80% of
Excavation works and about 48% works for embankment formation are completed.
Dressing and grading of embankment of Lagoon no. 1 is completed along periphery,
finger bunds.
3.1.2 WS-02 High Lift Pumping System and Rising
(M/s Shaikh Baz Khan& Brothers)
Laying of 600 mm dia.20.75 km long CS rising main is in progress.
Construction of brick wall for the new pump room is also in progress. It is expected that
the staircase railing with other structural steel works and plaster works will be started in
February.
Construction of generator room building is 90% completed.
3.1.3 WS-03 Water Filtration and Transmission Loop

The construction of generator room is in progress, while UT testing, excavation of the
trench, laying of bedding material and welding of pipe joints are in progress as well.

3.1.4 WS-04 & WS-06 Water Distribution System (Zone 1, 2, 5 & 6)

1st Progress Meeting was held with the contractor on January 8, 2015 in which different
substantial decisions were made regarding smooth and swift execution of project as per the
agreed terms and condition.
3.1.5 WS-05 Water Distribution Network (Zone 3 & 4)
(M/S Matracon Pakistan (Pvt.) Limited)
Excavation for the two overhead reservoir sites in zone 3 and zone 4 are in progress
through dewatering.
Joint survey for distribution network is in progress.

4 MEETINGS, DISCUSSIONS & SITE VISITS
4.1 Progress Meetings with Contractors
On January 2, 2015, progress meetings were held with construction contractors of WS-
01, WS-02 & WS-03 at PMU Office, Karachi.
4.2 Meeting Regarding EIA Report Submission
On January 6, 2014, Mr. Fayyaz M. Zai (M&E Expert) and Mr. Babar Palijo (Assistant
Director-Execution) held a detailed meeting with AAA-TCI’s environmental experts on the draft
EIA report at AAA-TCI Design Office, Karachi. MSDP officials proposed different structural
changes in the report.
4.3 1st Progress Meeting with WS-04 and WS-06 Contractor
On January 8, 2015, 1st Progress Meeting was held with WS-04 and WS-06 contractor,
Mr. Khan Muhammad Khan at MSDP Office, Karachi. Last month, i.e. in December, the
contractor had arranged a visit to Jamal Pipe Factory, Lahore, which he had proposed for HDPE-
100 pipe manufacturing. However, the factory was not approved by AAA-TCI’s Quality
Assurance Specialist and Pipe Inspector as it failed to demonstrate even a single qualifying
requirement including hydraulic test, weight of pipe, thickness of pipe etc. In the meeting with
contractor, it was decided that a last chance would be given to the factory to demonstrate its
capability of manufacturing the HDPE pipe required under the contract.

4.4 Presentation about Proposed Automation/ SCADA System
On January 8, 2015, in an internal meeting between MSDP and AAA-TCI, a brief
presentation was given by the Automation Engineer on the proposed automation/ SCADA
system to be implemented for the Water Supply system in Jacobabad (as a part of package EM-
11). It will be helpful for gathering and analyzing real time data.
4.5 Meeting with UNICEF for Community Engagement / Mobilization in Jacobabad
A meeting was held on January 14, 2015 with UNICEF at MSDP Office, Karachi.
UNICEF will be supporting Sindh MSDP in implementation of project’s soft components like,
behavior change, social mobilization and capacity building to complement infrastructure
interventions. UNICEF will shortly be signing a PIL with the GoS regarding community
mobilization, health/hygiene work etc. for the infrastructure works currently under progress in
Jacobabad.
4.6 Meeting with the Managing Director of Sindh Solid Waste Management Board
On January 21, 2015 a meeting was held at PMU with the Managing Director of Sindh
Solid Waste Management Board (SWMB). Discussion was held on whether the Solid Waste
Management System of Jacobabad could be developed in partnership with SWMB. It was
decided in the meeting that the issue would be further discussed with USAID. A brief
presentation was also given by the AAA-TCI’s Design Engineer on the proposed Solid Waste
Management Plan for Jacobabad.

5 ACTIVITIES AT PMU
5.1 Refresher session of PakInfo
Refresher session of PakInfo & DQA was held at SBEP PMIU Office, Karachi on
January 16, 2015. The session was attended by Mr. Fayyaz M. Zai, Mr. Babar Palijo & Ms. Saba
Zehra.
