Onde vamos no Plano, hoje ? Quem deve dar o exemplo?
1. Certifica Mais: todos os edifícios do Estado
2. Piscina eco-eficiente: 200 vs 107
3. Pavilhão eco-eficiente: 400 vs 266
4. Escola eco-eficiente: 10 MW vs 5,6MW
5. Segurança autónoma: prisões, polícias e bombeiros
6. Hospital eco-eficiente: 10 maiores a 10%
7. Universidade eco-eficiente: 10 campus
8. IP eficiente: 10 ruas por concelho com leds
9. F.A. eco-eficientes: 10 maiores a 10%
10. Nova legislação produtor/consumidor

UK Market review • Further increase in pressure on public and private sector
facilities to reduce carbon emissions and energy costs
• Market demanding more than kWh from energy companies – they need a bespoke service to audit, operate, finance, reduce costs and maintain the whole system. The ESCO model.
• New FIT legislation in place that promotes decentralised mini-generation renewable energy plants in the city up to 5MW
What the market is demanding in the UK:
Ensure security of supply
Major issue in London Feed in tariff in 2010
Reduce Energy Costs
Energy is most volatile commodity
Reduce Carbon Emissions
CRC and growing public pressure
Spain Market review • Further increase in pressure on public and private sector facilities to reduce carbon emissions
and energy costs, and to use CHP
• CHP Potential in Services is 97%:

Portuguese Market review
• National energy efficiency Plan in place. First ESCO support mechanism under public procurement process
• Self Energy settled the first PPP with a Municipalities Association in the North of Portugal
• Major integration of micro-generation solar PV feed-in tariffs in EPC contracts • Major cost savings from solar thermal and biomass use for heating water • EPBD and Energy Certificates in place and mandatory for all buildings
What the market is demanding in Portugal ( small video ):
Decentralized Generation
On-site generation competition
CO2 reduction
Reduce Energy Costs
Energy is most volatile commodity
Micro-generation
Feed in Tariff of 0,62€/kWh until 4kW
Novos regulamentos e oportunidades em Portugal:
- O Ano 1 das ESE – Empresas de Serviços de Energia – em Portugal
- ECO.AP (lotes de 100MWh ? PRE ?) – Qualificação por níveis e capacidades ?
- Mini-geração: eficiência obrigatória Tarifas iguais em todo o país ?
- Certificados Brancos: quem emite?
- Questões fiscais: serviços a 23% para poupanças de 20%
- Fundo de Eficiência Energética: seguro de performance?
- ESCOs regionais e Novas ESCO – Apoio do QREN é real?
- Regime de co-geração? E trigeração ?
