BIOGRAPHICAL SKETCH
Ralph F. Lozier was born in Ray County, Missouri, on January 28, 1866. In 1892,
he married Iowa Carruthers. They had two sons, Ralph Jr. and Lue.
Lozier practiced law in Carrollton, Missouri, until 1922 when he was elected to
Congress. In 1913 he served as president of the Missouri Bar Association.
Lozier represented the second Congressional District until his defeat in 1934.
While in Congress he was chairman of the Committee on Insular Affairs. He was ranking
member of the committee on Invalid Pensions and Election of President and Vice-
President and members of Congress.
In April of 1936, Lozier was appointed to fill the vacancy created by the death of
Judge Harris L. Moore of the Seventh Judicial Circuit. He served in this capacity until
November of that year.
Lozier opened a law practice in Washington, D.C. He was general counsel to the
oilseed, soap and glycerin industries until 1943, when he returned to Carrollton.
Throughout his life Lozier had interests in agriculture and real estate. He operated an
apple orchard and citrus ranch and raised Duroc hogs. He owned and rented many grain
farms in northeast Missouri. He also wrote two novels on French history. Lozier died on
May 28, 1945.
