Integrated Handlooms Development Scheme
Provides need based inputs in project mode to clustersof 300 500 handlooms or Groups of 10 100 weavers.
Financial assistance for margin money, new looms and
accessories, skill upgradation, marketing opportunities
and for construction of worksheds etc.
During 11th Plan, 565 clusters and 2046 Group
Approach Projects have been sanctioned covering 3.26
lakh weavers, out of which 1.53 lakh are women
beneficiary.Out of total 3.26 lakh weaver beneficiaries, 8% belong
to SC, 16% belong to ST, 40.6% belong to OBC, 12.8%
belong to Minority and rest belong to general and othercategories.

Handloom Weavers Comprehensive Welfare Scheme
This comprises of two separate schemes viz. the Health InsuranceScheme (HIS) for providing Health Insurance to the Handloom
weavers and Mahatma Gandhi Bunkar Bima Yojana (MGBBY)
for providing Life Insurance Cover in case of natural/ accidentaldeath, total/partial disability due to accident.
Benefits of Health Insurance Scheme
Total benefits worth Rs.15,000 available to 4 members of the
family. Out of above, 50% provision of Rs.7,500 is for OPD.
Cashless treatment available in empanelled OPD centres and
hospitals. OPD centre 782; IPD centre 1791 (All over India) Ancillary workers also covered.
The minimum contribution by weaver should be Rs.50/-.
During Policy Year 2010-11, 17.97 lakh weavers families were
enrolled, out of which 6.60 lakh women were primary members.

Benefits of Mahatma Gandhi Bunkar Bima
Yojana
Life Insurance cover for Handloom weavers and
ancillary workers.Annual premium Rs.470/- p.a. Rs.290/- (GOI) +
Rs. 100 (LIC) + Rs. 80 (Beneficiary)
Rs 1.5 Lakh cover for accidental death/totaldisability, Rs. 75000/ for partial disability and Rs
60000/ for natural death.
Scholarships of Rs.300/- (per quarter per child)
to children studying in Class IX to XII.
Scholarship worth Rs. 33.08 cr provided tochildren during 11th Plan.

Third All India Handloom Census has beensuccessfully completed and report on HandloomCensus of India(2009-10) released on 23rd Dec.2010.
Distribution of Photo Identity Cards commenced.
25 Weavers service centers and 5 IIHT providetechnical and design support throughout the country.

CREDIT AVAILABILITY
The Government has approved following assistance :(i) Handloom weavers Credit Card;
(ii) Credit guarantee through the Credit Guarantee Trust
Fund for Micro and Small Enterprises(CGTMSE);
(iii) Interest subvention of 3% for 3 years from the date of
first disbursement, and(iv) Margin money assistance @ Rs4200 per weaver.(v) 10% price subsidy on Hank Yarn distributed through
NHDC and State Govts. or their organisations toHandloom Weavers.
(vi) Enhanced freight reimbursement under Mill Gate
Price Scheme.

9Globally India is the second largest producer of silkand contributes about 15 % to the total world raw
silk production.
9 It provides livelihood to around 7.25 million peoplecovering silkworm seed producers, farmers-cum-
rearers, reelers, twisters, weavers, spinners of silk
waste, traders, etc.
9About 60 % Women (43 lakh) of sericulture
stakeholders are involved in various sericulturalactivities.

Component
Health Insurance Scheme for Women Workers The
scheme aims at financially enabling the Women Workers
and their family to access the best health facilities. Thescheme covers both OPD and IPD facilities. The scheme is
implemented though ICICI Lombard covering all the
states. 3.09 lakh women workers families have been
covered under the scheme so far .
