Pre-selection of the policy issue: although against the SAF principles, helpednarrowing down the targeted stakeholders and motivate them to participate
First approach: a round of scheduled private interviews based on an introductionabout the project goals combined to a few questions regarding the issue
The goal: to map the intentions & relationships between stakeholders investigatethe availability of data & the willingness to participate to the procedure
Second round of private interviews: to gather more information & data todemonstrate our commitment to the interested stakeholders, especially the musselfarmers

FACT S & IMPAC T SChalastra is the most important mussel farming area in Greece :
large number of units employment to the local community90% of the production exported to EUenvironmental importance of the activity for the coastal area
During the last 15 years it is observed that :the production efforts were maximizedthe cultivation techniques used are not following the legal standardsthere is a qualitative & quantitative decline of the areas productivitythere is frequent occurrence of Harmful Algal Bloomsthe selling value of the product remains the same, despite the general inflation
egal institutional issues :very large number of implicated public authorities overlapping responsibilities9 years expectation for the legal enactment of an Area of Organised evelopmentof Aquacultureduring this time and because of institutional failures almost 60% of the long-line
and all the sta e units are missing a valid activity permission

The mussel farmers, although they identify the modification of the environmentalconditions in the area, didnt want to confront the problem believing that they will bethe ones that will be called to bear the burden of the solution. Also and mostimportantly, the farming area is a field of political and private interest, where multipleagreements are made under the table. The Public Services knowing this situation arereluctant to participate in any management efforts.

BUILDING THE MANAGEMENT T OOL
Two major points: i) bypassing the data gaps in a way that when availablethe model could be updated & ii) create a tool that would provide inside toimportant problems for the stakeholders.
Individual farm approach: the model is facing the cultivation and growth ofmussels in a farm level the techniques used are influencing the circulation ofwater in the farm, thus the flow of food.
Socio economic approach: a Cost-Benefit analysis of the mussel farm calculating the benefits for the community under different scenarios, using itas an index of social welfare.

In order to investigate qualitatively & quantitatively how the different farming characteristicscan influence the productivity of a unit even when it is not affected by other factors.
Scenario 2: Area level managementIn order to investigate qualitatively & quantitatively how the different farming characteristicscan influence the productivity of the whole area.
Scenario 3: Agricultural runoffs & long line mussel cultureIn order to investigate the influence of the alteration of the agricultural runoffs in thephytoplankton biomass and thus to mussel farming activity.

highest level.Contribution into highlighting the importance of the activity & moving
procedures faster .Alteration of the relationships status between stakeholders.
Priority to stabilize the stakeholders communication group.
Expansion of the management tool in order to add more detail , especiallyconcerning the spatial management of the farming area and the socio-economic component (connected activities development plans, etc.).
