Concluding Observations
Although still important, BTS has dropped down the priority list, behind the economy and healthcare
BTS is heavily dependent on people – focus on hiring agents and guards
• Employment level in DHS is growing 25% faster than the rest of government
Funding pattern has shifted from high growth to flat
BTS needs
• Capability to cover more with fewer people or automate current processes
• Are dual-purpose (ie, can be leverage across agencies) and commercialized)
