What is the EBO concept?
The EBO concept focuses on a desired Endstate, in order to determine how to achieve it more effectively and efficiently. It balances the Ends (desired campaign effects), the Ways which can contribute to the successful outcome of desired effects, and the Means (the use of lethal, non-lethal and ground/air/maritime manoeuvre capabilities, and non-military organizations) of achieving the desired effects.
