WhytheEITCmatterstoIowaworkingfamiliesEvenwiththeEarnedIncomeTaxCredit,Iowa’staxsystemisskewedagainstlower-incometaxpayers.Theregressiveimpactofpropertyandsalestaxescauseslow-incomeearnerstopayagreatershareoftheirmeagerincomeintax.ThesesamefamiliesbenefitfromIowa’sEITC.WhobenefitsfromtheEITCBycounty,countiesshadedingreenarebelowthestateaverage;countiesshadedinyellowareabovethestateaverage,basedonpercentageofIowaincometaxreturnsclaimingtheEITC.
