Purpose:
To enhance and upgrade the practice of Electrical Engineering in the
Philippines and to complement, augment, and/or assist in the
implementation of the general objectives of the Institute of Integrated
Electrical Engineers of the Philippines, Inc. (IIEE).
To work for the implementation of the long-range projects of IIEE, such
as but not limited to in the establishment of a research laboratory,
training institute, and scholarship activities.
Vision:
To be the most respected and trusted foundation in support of IIEE in
the field of Electrical Engineering for nation building and for the benefit
of the present and future generations.
Mission:
To provide quality service in product testing and applied research to
the industry, and advanced training and education to the IIEE
membership and the community.
Core Values:

History
2006
• Department of Energy (DOE) requested IIEE and IIEEF to set-up
testing laboratory for the performance testing of CFL to help the
government in testing the large influx of CFLs in the market.
• IIEEF initially loaned P6 million from IIEE to cover the front-end
performance testing of CFL and linear lamps. An additional loan
of P1 million was extended to defray the cost of laboratory
equipment.
2007
• With support from industry partners, University of the
Philippines (UP) and IIEE, the construction of Testing Laboratory
Facility in UP – National Engineering Center (UP-NEC) started.
History
2008
• The IIEEF Testing Laboratory was inaugurated. However, the
laboratory still need additional equipment and accreditation to
be fully operational.
2009
• IIEEF Testing Laboratory received test samples but being sent
first to DOE – Lighting and Appliance Testing Laboratory (DOE-
LATL) due to limited capability of the laboratory.
2010
• IIEEF requested an additional loan of P2 million from IIEE to be
used to purchase additional equipment to enhance the capability
of the laboratory to test LFL and CFL.
History
2010
• With the acquisition of additional equipment and with support
from government agencies and lighting manufacturers and
distributors, the IIEEF Testing Laboratory started its commercial
operations. Additional laboratory was set-up at the 4th floor of
IIEE Building to accommodate product safety testing.
2011
• IIEEF Testing Laboratory started to apply for PNS IEC 17025
accreditation.
• Due to the support of lighting manufacturers and distributors,
IIEEF Testing Laboratory started to have a good cash flow and
started to pay IIEE on its P9 million loan from 2006 to 2010.

2012
• IIEEF Testing Laboratory acquired PNS IEC 17025 accreditation
to conduct CFL Performance and Safety Testing and LFL
Performance Testing.
2011 - 2014
• IIEEF’s principal loan of P9 million from IIEE gained a total
interest of P3.5 million.
• As of December, 2014, IIEEF already paid P3.5 million. The
payable due to IIEE is P9 million (also the amount of principal).
History
2015
• IIEEF Testing Laboratory acquired PNS IEC 17025 accreditation
to conduct additional scope which includes LFL Safety Testing,
FCL Performance and Safety Testing, LED lamps Performance
and Safety Testing, and Ballasts Performance Testing.
2015 and beyond
• IIEEF will continue to pay IIEE for its loan interest and principal
as much as P2.5 million/year.

Income for 2014: Php 8,000,000.00
Net Income: Php 2,500,000.00
Market Value: Between Php 20M to 30M
If this is a profit oriented activity. Then this is the best
investment that IIEE made.
