WTC mission statement
The mission of WTC is to sponsor publications, conferences,technical sessions, workshops, and other information exchanges onarchitectures, applications, systems, terminals and technologies toprovide wireless, mobile, location-independent communication andcomputing in voice, data and visual media. Its areas of interestinclude techniques for achieving portability, ubiquity andtransparency using mobile and wireless networks ranging fromphysical layer, MAC layer, network layer to application layer. Thecommittee also assumes the proactive duty to nominate suitablecandidates for ComSoc and IEEE awards, propose distinguishedlecturer candidates, and endorse deserving candidates for theelection to IEEE Senior Member and Fellow grade, makecontributions to standards in an organized form.

and Mobile Communications Theory, Systems, and Networks“
PRESENTATION§ Annually (as appropriate). § No more than two awards will be given per year.
NOMINATION§ Solicited from the WTC members annually. § Should include a (short) sentence for "what service or accomplishment" the

WTC Recognition Award Winner: Sherman ShenXuemin (Sherman) Shen (M’97–SM’02–F’09) received the Ph.D. degree inelectrical engineering from Rutgers University, New Brunswick, NJ, USA, in1990. He is currently a University Professor with the Department of Electrical andComputer Engineering, University of Waterloo, Waterloo, ON, Canada. Hisresearch focuses on resource management, wireless network security, socialnetworks, 5G and beyond, and vehicular ad hoc and sensor networks. He is aregistered Professional Engineer of Ontario, Canada, an Engineering Institute ofCanada Fellow, a Canadian Academy of Engineering Fellow, a Royal Society ofCanada Fellow, and a Distinguished Lecturer of the IEEE Vehicular TechnologySociety and Communications Society.
Dr. Shen received the R.A. Fessenden Award in 2019 from IEEE, Canada, theJames Evans Avant Garde Award in 2018 from the IEEE Vehicular TechnologySociety, the Joseph LoCicero Award in 2015 and the Education Award in 2017from the IEEE Communications Society. He has also received the ExcellentGraduate Supervision Award in 2006 and the Outstanding Performance Award 5times from the University of Waterloo and the Premier’s Research ExcellenceAward (PREA) in 2003 from the Province of Ontario, Canada. He served as theTechnical Program Committee Chair/Co-Chair for the IEEE Globecom’16, theIEEE Infocom’14, the IEEE VTC’10 Fall, the IEEE Globecom’07, the SymposiaChair for the IEEE ICC’10, the Tutorial Chair for the IEEE VTC’11 Spring, and theChair for the IEEE Communications Society Technical Committee on WirelessCommunications. He is the Editor-in-Chief of the IEEE INTERNET OF THINGSJOURNAL and the Vice President on Publications of the IEEE CommunicationsSociety.

WTC Recognition Award Winner: Jeff AndrewsJeffrey Andrews (S’98, M’02, SM’06, F’13) received the B.S. inEngineering with High Distinction from Harvey Mudd College, and theM.S. and Ph.D. in Electrical Engineering from Stanford University. Heis the Cullen Trust Endowed Professor (#1) of ECE at the University ofTexas at Austin. He developed Code Division Multiple Access systemsat Qualcomm from 1995-97, and has served as a consultant toSamsung, Nokia, Qualcomm, Apple, Verizon, AT&T, Intel, Microsoft,Sprint, and NASA. He is a member of the Technical Advisory Board ofArtemis Networks and GenXComm, and is co-author of the booksFundamentals of WiMAX (Prentice-Hall, 2007) and Fundamentals ofLTE (Prentice-Hall, 2010). He was the Editor-in-Chief of the IEEETransactions on Wireless Communications from 2014-2016 and isChair of the IEEE Communications Society Emerging TechnologiesCommittee.Dr. Andrews is an ISI Highly Cited Researcher and has been co-recipient of 15 paper awards including the 2016 IEEE CommunicationsSociety & Information Theory Society Joint Paper Award, the 2014IEEE Stephen O. Rice Prize, the 2014 and 2018 IEEE Leonard G.Abraham Prize, the 2011 and 2016 IEEE Heinrich Hertz Prize, and the2010 IEEE ComSoc Best Tutorial Paper Award. He received the 2015Terman Award, the NSF CAREER Award, is an IEEE Fellow, andreceived the 2019 IEEE Kiyo Tomiyasu technical field award.

This award recognizes WTC members who have achieved early career visibilityin the field through research and service to WTC.
No more than two awards will be given per year.
The nominee must: be an IEEE ComSoc Member and an active WTC member at the time of nomination (see P&P for “active WTC member"), have been involved significantly with research related to the areas of wireless communications, and be within 10 years since completion of Ph.D. at the time of nomination.

WTC Outstanding Young Researcher Award Winner: Jie Xu
Jie Xu (S’12–M’13) is currently a Professor with the School ofInformation Engineering, Guangdong University of Technology,China. He received the B.E. and Ph.D. degrees from theUniversity of Science and Technology of China, in 2007 and2012, respectively. From 2012 to 2016, he was a Post-DoctoralResearch Fellow with the National University of Singapore andthe Singapore University of Technology and Design. He haspublished over 90 IEEE journal and conference papers, whichhave attracted more than 3300 Google Scholar citations.Dr. Xu was a recipient of the 2017 IEEE Signal ProcessingSociety Young Author Best Paper Award and the IEEE/CICICCC 2019 Best Paper Award. He serves as the Symposium Co-Chair of the IEEE Globecom 2019 Wireless CommunicationsSymposium. He is serving or served as an Editor for the IEEEWireless Communications Letters, and a Guest Editor for theIEEE Wireless Communications and IEEE Journal on SelectedAreas in Communications.

Updates from TEA-C and TC Board
WTC P&Ps revisions (members’ approval)v WTC P&Ps are revised to align with newly revised TC Board P&Psv Main revisions are at:
1) Section 4 – Post election:- Outgoing WTC chair shall report election results to WTC membership, Director-TC Board and
VP-TEAC within two weeks.- Election results become valid when approved by Director-TC Board and VP-TEA - Director-TC Board or VP-TEA shall notify serving WTC chair within two weeks from receipt of
the Election Report. - If election results are not authorized, Director-TC Board shall organize a new election on
behalf of the TC.
2) Section 7 – Nomination & Election of WTC Awards- WTC Chair shall send Awards Selection Report to Director-TC Board for approval. - Director-TC Board shall approve the Awards Selection Report within two weeks of receipt. - If report is not approved, WTC Chair shall be contacted to discuss the issues raised. - A revised report may be submitted to Director for approval. - If issues are not resolved between Director-TC Board and WTC Chair, VP-TEAC shall bring
the matter to the TEA-C for a final decision.
