A comprehensive approach to promote innovative entrepreneurship in euromediterranean regions Fabio Maria Montagnino Managing Director Consorzio ARCA
NET KITE Cross-border NETwork to foster Knowledge-intensive business incubation and Technology transfer
The Mediterranean Entrepreneurial Challenge Public investment in higher education, training, research, don’t generate - by itself - jobs, social inclusion, employment, territorial development. Do we need further public investments or more incentives for industries to localize in our regions? Should the budgets be remodulated among sectors? We believe we have to nurture ecosystems that helps creativity to boost and move into entrepreneurship, connecting local resources and talents to global networks and markets.
Key “tiles” of the integrated NETKITE approach
1. Open Innovation philosophy 2. Living Labs approach, involvement of
communities through e-participation tools 3. Empowerment of “soft” interfaces 4. Focus on generation of spin-off companies as
“living links” of innovation pathways.
The quadruple helix Government, academia, industry and citizens can collaborate together to drive structural changes and sustainable development, going far beyond the scope of any one organization could achieve on it’s own. That’s a way to re-localize value in our regions and to give an opportunity to our young entrepreneurs!

A new methodology to stress participation From ETMs (electronic town meetings) to EMC2 (entrepreneurship meetings for community challenges)
The aim of these e-participation events is to explore the following themes:
q entrepreneurial growth rate in innovative sectors q generation of jobs through innovative entrepreneurship q interactions between public and private organizations in the
technology transfer process q how associations and local networks may help q how to improve the entrepreneurial culture in young people q how innovative entrepreneurship can help to solve problems of the
local communities.
Open issues q How to specialize the approach to the
Mediterranean culture? Where do we need to “think different”?
q How can we stably link of “usual businesses” with creative & innovative young people?
q Can we manage cross-regional idea contests to generate med-native start-ups?
q Can we finally generate a “Mediterranean entrepreneurship area” as in Baltic sea region?
