0.0 BACKGROUND
Ongoing upgrades/new infrastructure works at the specialist Hospital facility EKU over the last twoyears have added and upgraded several building facilities. To achieve the expected significantbenefits from this investment the overall electrical utility systems will require substantial upgradesand modifications.
IPgrupp Engineering/NEGO Construction with the support of specialist Hospital EKU personnelhave conducted a site review of the existing electrical utilities ,this preliminary report has beendeveloped to highlight key functional and safety concerns arising from the inspection and provideearly recommendations for system upgrade with summary schedule of works to achieve same..
The report begins with a technical overview of the existing electrical infrastructure and theoperational condition as a prelude to the identification of functional and safety compliance issueswe have identified, we conclude with recommendations to resolve these issues and bring overallsystem into compliance.

1.0 EXISTING INFRASTRUCTURE
1.1 PHCN Power In-Take and Switching System
Power from the PHCN utility company feeds into the EKU specialist hospital facility via11KV/415V 500KVA substation. The 11KV/415V substation is newly installed underthis project and is located close to the previously shared community sub-station withinthe hospital grounds.

A 4core x 120mmsq Flex Cable continues from where the overhead Aluminum lineends to feed power thru to a main isolator switch the ratings for which we were unableto determine during our survey.
The isolator switch then feeds into a PHCN-to-Generator change-over switchassembly (SW1 fig 5 below)

The PHCN-to-Generator change over switch #1 is cascaded to another change 0verswitch #2 which serves to enable selection between the outside functional 500KVAgenerator and the now derelict 230KVA CAT 230 V8 generator. Hence the changeover switch now functions as an isolator for the 500KVA outside generator only.

Output from changeover switch # 1 is fed thru a 4core 120mmsq PVS/SWA/PVCcopper cable to a secondary internal overhead aluminum conductor system, utilizingconcrete poles slightly shorter than those used for transferring power from the PHCNs/station to the main facility substation.

1.2 Local Power Generation System and Ancillary Equipment
Power Plant inspection determined that the facility designed Power generation systemhad previously consisted of two Diesel driven CATERPILLAR Generators CAT 150
and CAT 230 with KVA ratings of 150KVA and 230KVA respectively. Over the yearsas these fell into disrepair a 350KVA PERKINS, 27KVA WOERMANN, 500KA LISTERand a 15KVA unbranded Generator have been added to the Power pool.
As at time of inspection only the 500KVA and the 15KVA generators where in afunctional state the others all being at different stages of disrepair or completelyscrapped out.

1.3 Power Distribution to Hospital Load Centers
The main power distribution system for this facility is a low voltage overhead linesystem routed to all the main load centers/buildings within the complex. Service 4corealuminum condor cables are generally used to tap power from the nearest overheadpole to each building

The emergency power system consist of the 15KVA generator and a distribution panelwith outgoing feeders directly to identified critical loads/facilities. The inspectionrevealed that the outgoing feeders and the distribution panel had been re-workedrepeatedly to an extent that the safety and functionality had been significantlycompromised .

2.0 FUNCTIONAL/SAFETY COMPLIANCE ISSUES
The technical audit on the electrical systems for the facility revealed several non-compliance and safety issues that should be addressed in any future upgrade program
It was noted that the interconnecting power cabling between generators , change-overand isolator switches has been altered/added and was exposed in several instances .
Control Panels for several of the generators are derelict and need to be decommissioned
as live cabling is still routed thru as part of the generator switching system.

All switch operations are performed manually with no safety inter-lock systems in placehence only experienced and plant specific trained personnel can perform switchingsafely. Accidental power feedback to generating systems remains a substantial risk withthe current operations.

The above schematic refers:
POWER PLANT
Install one(1) 500KVA generator(existing) and make provision for a future 750KVAgenerator thru the use of a automatic change-over switch #2 system.
Tie-In PHCN utility supply thru a main automatic change-over switch #1 cascaded tosecondary changeover switch #2
Install adequately rated fused Isolator units for PHCN tie-in to change-over switch #1
Install one(1) 350KVA generator unit for emergency load supply thru automatic changeover switch unit #3
Tie-In PHCN thru a fused isolator connected to automatic change-over switch #3
Install a split bus main Low Voltage(LV) panel rated for at least 2000Amps continuousduty
DISTRIBUTION
Connect Output of main change-over switch #1 to one side of the split bus-bar LV Panelthru to the existing over head conductor distribution system.
Connect Output of change-over switch #2 to the other side of the LV Panel bus-bar thruto service circuit breakers feeding identified critical load centers.
Install dedicated service cables from the Power plant LV Panel to each identified criticalload center utilizing cable trays to be mounted along the newly installed walkway roof

Install manual/automatic change over switches #4 at each critical load center as identifiedto enable selection between normal mains power as supplied from overhead lines andemergency power as supplied from dedicated service runs from the Power Plant.
Install adequately sized inverter/UPS systems within each building identified as criticalload and connect output of change-over switch #4 as its input.

Connect Inverter/UPS output to distribution panel #1 which should be wired to power allcritical loads and Lighting within the building
Connect distribution panel #2 directly to the change-over switch #4 output and wiredistribution panel to feed all high demand loads within the building including airconditioners, water heaters and cooker units.
