DARREN OLSON, PE, CFM, D.WRE
Senior Water Resources Project Manager, Christopher B. Burke Engineering, Ltd.
Darren earned his BS in Civil Engineering from the University of Illinois at Urbana in 1997. He also earned a
Masters degree in Civil Engineering a year later from the same university. In 2003, Darren was awarded his
Master of Business Administration from the Kellogg School of Management from Northwestern University.
Currently, Darren works for Christopher B. Burke Engineering, Ltd. (CBBEL) as a Senior Water Resources
Project Manager, where he has worked since 1998.
In addition to his work at CBBEL, Darren has held numerous volunteer leadership positions within the
American Society of Civil Engineers (ASCE). He currently serves on the Public Policy Committee and as a
Region 3 Governor. To add to his volunteerism, Darren also served on the Illinois Lieutenant Governor Science
Advisory Committee from 2012-2014.
AMY WALKENBACH
Manager, Watershed Management Section, IEPA
Amy began her career at Illinois EPA in 1987, with the Agency’s Ecotoxicology Laboratory before moving
permanently to the Bureau of Water. In Water, Amy has worked within several programs including, The
Volunteer Lake Monitoring Program, Surface Water Monitoring Program and the 319 NPS Program, as well as
serving as the Manager of the Watershed Management Section. She is currently the Coordinator of Financial
and Technical Assistance Programs for the Bureau, primarily overseeing the NPS Program, the TMDL (total
maximum daily load) Program, implementation of the Illinois Nutrient Reduction Strategy and program
manager for the Clean Water and Public Water Supply State Revolving Loan programs. Amy received her BS
and MS from Eastern Illinois University in Botany and lives on a lake in Macoupin County that reminds her
daily of the importance of clean water.
SHEILA MCKINLEY, ASLA, AICP, CFM, LEED Green Associate
Director of Planning, Christopher B. Burke Engineering, LLC
As the Planning Director at Christopher B. Burke Engineering, Sheila is responsible for overseeing the
development of stormwater, floodplain and green infrastructure planning and policy projects throughout
Indiana. She has a long-time interest in land use and its influence on water resources. This interest and her
collective 20 plus years of experience have allowed her to develop and apply an integrated and holistic
approach to water quality and quantity related projects.
Sheila holds a Masters in Landscape Architecture degree from the University of Illinois in Urbana-Champaign
and a Bachelor in Landscape Architecture from the University of Guelph in Ontario, Canada. She is a member
of the American Planning Association (APA), American Society of Landscape Architects (ASLA) and the
Association of State Floodplain Managers (ASFPM). Sheila is a certified planner under the American Institute
of Certified Planners (AICP), a Certified Floodplain Manager (CFM) and LEED Green Associate.
JIM KNAPP, P.E., LEED AP
Senior Civil Engineer, Physical Facilities, Purdue University
Jim is a Senior Civil Engineer in Physical Facilities at Purdue University. He began his career with the US
Army Corps of Engineers and has been a Purdue University faculty member for 31 years. Jim has degrees in
Civil Engineering from North Carolina State University and in Biology from the University of North Carolina at
Wilmington. He is a licensed professional Engineer, a LEED accredited professional, and is the Purdue
University MS4 Stormwater Coordinator.
KAREN SANDS
Director of Planning, Research and Sustainability, Milwaukee Metropolitan Sewerage District (MMSD)
Karen is the Director of Planning, Research and Sustainability for the Milwaukee Metropolitan Sewerage
District (MMSD) where she has worked for over 14 years. MMSD is a regional governmental agency that
provides water reclamation and flood management services for about 1.1 million customers in 28
municipalities in the greater Milwaukee area. With a career spanning 25+ years, Karen has held a number of
planning positions in the public and private sectors in Wisconsin, Maine and New York. Karen came to the
sustainability field with a bachelor's degree in geography and a master's degree in regional planning, both
from the State University of New York at Albany. She is certified by the American Institute of Certified
Planners (AICP) and is an Envision® Sustainability Professional (ENV SP). She serves on the board of
directors for the Southeastern Wisconsin Watersheds Trust Inc., the Northwest Side Community Development
Corporation (Milwaukee), the International Joint Commission’s Water Quality board, Discovery World and on
the executive board as secretary for the Wisconsin Chapter of the American Planning Association.
MATT LAKE, M.S., CPMSM
Executive Director, Merrillville Stormwater Utility
Matt is the Executive Director of the Merrillville Stormwater Utility where he manages their municipal
stormwater program. Previously, Matt provided professional stormwater consulting for six years in the Water
Resources Division as a Resource Planner. Prior to consulting, he held a senior level position with the Division
of Soil Conservation as a Statewide Programs Coordinator. Matt was responsible for implementing watershed-
based cost-share programs and served as a statewide specialist for Lakes, Rivers and Watersheds, integrating
the principles and practices of environmental science, geology, hydrology and engineering in the area of soil
and water conservation. Matt has extensive field experience and was an IDNR Resource Specialist. Having
engineering approval authority, Matt worked in partnership with NRCS to oversee design and installation of
soil & water conservation practices on agricultural lands as well as providing technical expertise for urbanized
areas. Matt also has forestry experience and was IDNR’s Statewide Urban Forester assigned to help establish
sustainable urban forestry management programs throughout Indiana. He is also a certified MS4 specialist
and certified watershed management professional.
Matt received his Bachelor of Science Degree from Michigan State University and a Master of Science Degree
in Environmental Biology from Governor’s State University where he also received their Environmental Science
Research Award. Most recently, he received the INAFSM Excellence in Stormwater Management Award in
2012 as well as the 2015 Indiana Governor’s Award for Environmental Excellence.
MARY BETH FALSEY, CFM, CPESC
Water Quality Supervisor, DuPage County Stormwater Management
Mary Beth is the Water Quality Supervisor for DuPage County Stormwater Management where she has
worked for 13 years. She has a M.S. in Geography from Northern Illinois University with an emphasis in Soil
Science and Natural Environmental Systems. She is responsible for DuPage County’s compliance with the
NPDES permit ILR40 and leads the County’s efforts on watershed planning for impaired waterways. Her
certifications include Professional Wetland Scientist (PWS), Certified Professional in Erosion and Sediment
Control (CPESC), and Certified Floodplain Manager (CFM).
