Mr. Bianchini opened the public portion.
David Brown spoke about the Tax Abatement and stated that he understands tax abatements on
businesses but he stated that he is looking at it from the viewpoint of a tax payer. He stated that
the Council is giving tax abatements to businesses that are not bringing business into the area.
He stated that the businesses should pay some portion to the fire department.
There being no further comment, the public portion was closed.

Council #10, the recognized representative of said employees for the purpose of collective
negotiations with respect to terms and conditions of employment.
SECTION 4. (FOUR) The salary ranges for the Civil Service classified position of Public Works
Supervisor are hereby determined and fixed as negotiated between the Township of Gloucester
and Council #10 Supervisory Unit, the recognized representative of said employees for the
purpose of collective negotiations with respect to terms and conditions of employment.
SECTION 5. (FIVE) The job titles and salary range for the Civil Service classified Public Works
positions are hereby determined and fixed as negotiated between the Township of Gloucester and
Council #10 , the recognized representative of said employees for the purpose of collective
negotiations with respect to terms and conditions of employment.
SECTION 6. (SIX) The salary range for the Civil Service classified position of Police Radio
Dispatcher are listed in the current negotiated contract. The Township of Gloucester recognizes
Teamsters Union Local #676 as the representative of said employees for the purpose of
collective negotiations with respect to terms and conditions of employment.
SECTION 7 (SEVEN) The job titles and salary range for the Civil Service classified Police
Superior Officers Unit positions are listed in the current negotiated contract. The Township of
Gloucester recognizes the Superior Officers Negotiating Committee as the sole and exclusive
negotiating agent and representative for all superior officers, but excluding the Chief of Police
and Deputy Chief of Police.
SECTION 8 (EIGHT) The job titles and salary range for the Civil Service classified police patrol
officers unit positions are listed in the current negotiated contract. The Township of Gloucester
recognizes the Gloucester Township Police Committee as the sole and exclusive negotiating
agent and representative for all Patrol Officers employed in the Township of Gloucester Police
Department, but excluding the Chief of Police, Deputy Chief of Police, Sergeants Lieutenants,

ORDINANCE AMENDING CHAPTER 5 OF THE CODE OF THE
TOWNSHIP OF GLOUCESTER ENTITLED, “PERSONEL POLICY AND
PROCEDURES” OF THE CODE OF THE TOWNSHIP OF
GLOUCESTER
BE IT ORDAINED by the Township Council of the Township of Gloucester, County of
Camden, State of New Jersey that Chapter 5 of the Code of the Township of Gloucester be and is
hereby amended as follows:
SECTION 1. That Section 5.5 “Employee Benefits” be and is hereby amended to read
as follows:
F. DONATED LEAVE PROGRAM:
The Donated Leave Program permits employees to voluntarily donate portions of their earned
sick or vacation time to another employee who has exhausted his/her own earned leave time and
who either:
a.) Is suffering from a catastrophic illness or injury, not covered by Workers’
Compensation Insurance and/or Injury on Duty benefits that necessitates a prolonged
absence from work by the employee or;
b) Must provide care to a member of his/her immediate family who is suffering from a
catastrophic health condition or injury.
I. PURPOSE:
To establish a Township-wide program which permits employees to voluntarily donate portions
of their earned sick or vacation time to other employees who have exhausted their own earned
leave time, and who are suffering from a catastrophic illness or injury which necessitates the
prolonged absence from work by the employee, or is needed to provide care to a member of the
employees immediate family who is suffering from a catastrophic health condition or injury.
II. RECIPIENT ELIGIBILITY:
1. The recipient must be a full-time employee who has completed at least one year of
continuous service with Gloucester Township.
2. The recipient must not, in the two-year period immediately preceding the employee’s
need for donated leave, been disciplined for chronic or excessive absenteeism,
chronic or excessive lateness or abuse of time.
3. The recipient must have exhausted all accrued leave time including sick leave,
vacation time and any earned compensatory time.
4. In order to be eligible to receive donated leave, the recipient must:
a. Be suffering from a catastrophic health condition or injury that is not a work
related injury for which the Township provides Workers Compensation insurance
and/or Injury on Duty benefits;
b. Be needed to provide care to a member of the employee’s immediate family who
is suffering from a catastrophic health condition or injury; or
c. Require absence from work due to the donation of an organ ( which shall include,
for example, the donation of bone marrow).
5. The recipient must receive a total of at least five (5) donated days from any one or
more leave donors to participate in the program.
6. For purposes of this section, a “ catastrophic health condition or injury” shall be
defined as follows:
a.) With respect to an employee, a “ catastrophic health condition or injury” is:
1.) A life-threatening condition or combination of conditions or
2.) A period of disability required by his or her mental or physical health or the
health of the employee’s fetus and requiring the care of a physician or
licensed health care provider who provides a medical verification of the need
for the employee’s absence from work for 60 or more workdays.
b.) With respect to an employee’s immediate family member, a “catastrophic
health condition or injury” is a period of disability required by his or her
mental or physical health which requires the care of a physician who provides
a medical verification of the need for the family member’s care by the
employee for 60 or more work days.
III. DONOR ELIGIBILITY GUIDELINES: 1. An employee may donate up to thirty (30) sick or vacation days to any one
recipient. Only whole days may be donated.
2. A donating employee must have remaining to his/her credit at least 20 days of
accrued sick leave after donating sick leave and 12 days of accrued vacation
leave if donating vacation.
3. An employee may not solicit nor accept any money, credit, gift , gratuity,
thing of value or compensation of any kind in exchange for the donation.
IV. PROCEDURES:
1. Any employee may participate in this program as a leave recipient or donor by
contacting Human Resources and completing the required forms. The
employee’s supervisor may make such a request on behalf of the employee for
his or her participation in the program as a leave recipient.
2. The requesting employee must submit medical verification from a physician
or other licensed health care provider concerning the nature and anticipated
duration of the catastrophic illness or injury, or the donation of any organ, as
the case may be.
3. Decisions regarding eligibility will be made on a case-by-case basis by the
Township Administrator or his/her designee.
4. Once a recipient is approved for the program, Human Resources will , with
the employee’s consent, send an “all personnel” notice indicating the name(s)
of eligible employee who will have exhausted all earned paid leave time by a
designated date. Where the request was made by the employee’s
supervisor, the posting will be done only with the recipient’s written
consent. If the employee is unable to consent, a member of the employee’s
immediate family may consent on behalf of the employee.
5. The donor and the recipient (or family representative, if the employee is
incapacitated) will fill out the required form(s).
6. No one shall directly or indirectly intimidate, threaten or coerce, or attempt to
intimidate, threaten or coerce any other employee for the purpose of
interfering with any right which such employee may have with respect to
contributing, receiving or using paid leave under this program. The above
shall include promising to confer or conferring any benefit (such as
appointment, promotion, or compensation) or effecting or threatening to effect
any reprisal (such as deprivation of any appointment, promotion, or
compensation). Any employee who engages in the above prohibited conduct
shall be subject to disciplinary action.
7. The donor’s leave time will be reduced permanently by the number of days
that are to be donated.
8. A leave donor cannot revoke the leave donation, However, if there is any
unused donated time for a recipient, the leave time will be returned to the
donor(s) on a prorated basis in whole days. Any portion that would amount to
less than one whole day shall not be turned by shall be forfeit.
9. A recipient employee who retires will not be granted supplemental
compensation on retirement for any outstanding donated sick days which he
or she had received. Similarly, a recipient employee will not be able to
“bank” any unused donated time.
10. Donation may not be used on a retroactive basis.
11. Used donated days are paid to the recipients at the recipient’s current rate of
pay.
12. The recipient employee, while using donated leave, will not continue to earn
sick and vacation leave.
13. The eligible recipient’s leave time will be credited with the donated time
indicating the donor. The recipient may receive days from more than one
donor but may not use a total of more than 260 donated days during
his/her employment with the Township.
14. The use of donated time shall not affect the running of any applicable FMLA
leave.
15. No issue or dispute arising out of the administration of this program shall
be either grieveable or arbitrable.
16. An employee receiving donated leave shall not receive temporary disability
benefits for the same period he/she is paid wages from donated sick leave.
17. This program may be amended, modified and suspended or terminated at the
discretion of the Township, upon 30 days written notice of such to the
Commissioner of Civil Service and all affected employees and labor
negotiations representatives.
SECTION 2. All ordinances and provisions thereof inconsistent with the provisions of
this Ordinance shall be and are hereby repealed to the extent of such inconsistency.
SECTION 3. If any section, subsection or part, clause or phrase of this Ordinance shall
be declared invalid by judgment of any court of competent jurisdiction, such section, subsection,
part, clause or phrase shall be deemed to be severable from the remainder of the ordinance.
SECTION 4. This Ordinance shall take effect immediately after final passage and
publication as required by law.

ORDINANCE AMENDING ORDINANCE NO.: O-89-14 KNOWN AS
“CONSTRUCTION CODE ENFORCING AGENCY OF THE TOWNSHIP OF
GLOUCESTER” AND KNOWN AS CHAPTER 20 OF THE CODE OF THE
TOWNSHIP OF GLOUCESTER
BE IT ORDAINED By the Township Council of the Township of Gloucester in the
County of Camden, State of New Jersey, that Ordinance O-89-14, known as the “Construction
Code Enforcing Agency of the Township of Gloucester” and known as Chapter 20 of the
Township of Gloucester be and is hereby amended as follows:
SECTION 1. That Section 20-3 of Chapter 20 entitled “Fees” be and is hereby amended
to read as follows:
A. General:
(1) Plan Review fees when applicable are to be computed as a percentage of the overall
construction permit fee. The plan review fee is therefore included as part of the cost
of the overall construction permit fee(s) and shall be paid upon the issuance of the
construction permit.
*Plan review fees are not refundable*
(2) Construction Permit fees are to be the total of all applicable fees as stated within the
entire sub-section of this ordinance titled “Construction Fees” and shall be paid prior
to the issuance of the construction permit.
(3) Certificate of Occupancy fees when applicable are to be set as a flat fee
corresponding with the type of project as stated within the sub-section of this
ordinance titled “Certificate Fees”. The Certificate of Occupancy fee shall be paid
along with the overall construction permit fee(s) upon the issuance of the construction
permit.
B. Plan Review Fees:
(1) The plan review fee when applicable for all types of construction projects shall be
designated as 10% of the overall construction permit fee(s).
(2) The plan review fee for Gloucester Twp. prototyped construction projects shall be
deducted at a rate of 10% from the overall construction fee(s).
(3) The plan review fee for projects that have already been reviewed and released by the
Department of Community Affairs shall be deducted at a rate of 20% from the
overall construction permit fee(s).
(4) The plan review fee for projects (that have been statewide prototyped or have other
prototype plans where the foundation details are not included) shall be deducted at a
rate of 15% from the overall construction permit fee(s).
(5) The plan review fee for re-reviewing large scale* previously released plans shall be
$75 per hour. This fee will be calculated based on the total of all subcode(s)’ hours
required to re-release the plans. (*Large scale will be determined by the Construction
Official.)
C. Construction Fees:
(1) The Building Subcode fees shall be:
a. New Building and/or Addition fee(s) for all Use Groups shall be
charged based on volume at a rate of .033 per cubic foot. (This shall
include the entire structure to be built from footing(s) to the mean
height of the roof(s).
*(The minimum fee to be charged for all new buildings and /or
additions shall be $200.00).
Exception (1): Garden type sheds or similar structures that are
accessory to a 1 or 2 family dwelling and no larger than 200 square
feet shall have a flat fee of $75.00.
Exception (2): Open structures (roofs without walls) that are
accessory to a 1 or 2 family dwelling shall have a minimum fee of
$100.00.
Exception (3): Addition(s) for a 1 or 2 family dwelling shall be
charged at a rate of .027 per cubic foot.
b. Alterations, renovations, repairs, re-roofing and all site construction or
external utility connections associated with pre-manufactured
construction fee(s) for all Use Groups shall be charged at a rate of
$29.00 per thousand dollars of the estimated construction cost.
Estimated construction cost shall be defined as the retail value of all
materials (purchased or not) and/or labor (charged or not) being
provided to complete the project.
*(The minimum fee for alterations, renovations, repairs, re-roofing and
all site construction or external utility connections associated with pre-
manufactured construction shall be $65.00.
Exception (1): Alterations, renovations and repairs for a 1 or 2 family
dwelling shall be charged at $24.00 per thousand of the estimated
construction cost.
Exception (2): Roofing or Siding for a 1 or 2 family dwelling shall be
a flat fee of $50.00.
Exception (3): Open deck(s) for a 1 or 2 family dwelling shall be a flat
fee of $75.00 per deck(s) with an aggregate size of no more than 200
square feet and $150.00 per deck(s) with an aggregate size of over 200
square feet.
c. Fencing for all Use Groups that is over 6ft in height or any fencing
being replaced to meet the requirements of the swimming pool code
shall be a flat fee of $130.00.
Exception (1): fencing being replaced to meet the requirements of the
swimming pool code for a 1 or 2 family dwelling shall be a flat rate of
$65.00.
d. Temporary structures for all Use Groups (i.e. tents, trailers etc.) shall
be a flat fee of $150.00.
e. Retaining wall fee(s) for all Use Groups shall be charged at a rate of
$29.00 per thousand dollars of the estimated cost of construction.
Exception (1): Retaining walls associated with a Class 3 residential
structure shall be charged a flat fee of $75.00 for retaining walls up to
550 square feet and $150.00 for retaining walls over 550 square feet.
f. Swimming pools for all Use Groups shall be a flat fee of $150.00 for
an above-ground swimming pool and $300.00 for an in-ground
swimming pool.
Exception (1): Swimming pools for 1 and 2 family dwellings shall be
a flat fee of $75.00 for an above-ground pool and $150.00 for an in-
ground pool.
g. Signs for all Use Groups shall be a flat rate of $75.00 for wall type
signs and $150.00 for monument or pylon signs.
h. Demolition (removal of building or structure) for all Use Groups shall
be a flat fee of $150.00.
Exception (1): Accessory structure for a 1 or 2 family dwelling (i.e.
tanks, garages, pools etc.) shall be a flat fee of $75.00.
i. Any & all other structures for all Use Groups not specifically
mentioned in this ordinance shall be feed as an Alteration at a rate of
$29.00 per thousand of the estimated construction cost.
Exception (1): Any & all structures for a 1 or 2 family dwelling not
specifically mentioned in this ordinance shall be a flat fee of $75.00.
j. Solar photovoltaic system fee(s) for all Use Groups shall be $500.00.
Exception (1): Solar photovoltaic system fee(s) for a 1 or 2 family
dwelling shall be $100.00.
k. Unless specifically stated otherwise the minimum fee for the Building
Subcode shall be $65.00.
(2) The Electrical Subcode fees shall be:
a. The total number of electrical fixtures and devices, lighting outlets,
switches, fluorescent fixtures, convenience receptacles or similar
devices or motors less than 1 h.p. or 1 kw from 1 to 50......X $50.00.

(6) The swimming pool permit fees shall supersede the fees required for construction and
use of swimming pools under Chapter 75, Code of Gloucester Township.
(7) Minimum Mechanical Subcode Fees:
The fee for a mechanical inspection in Use Group R-3, R-4 or R-5
structure by a mechanical inspector shall be $65.00 for the first device
and $10.00 for each additional device. No separate fee shall be
charged for gas, fuel oil, or water piping connections associated with
the mechanical equipment which is to be inspected.
(8) Handicapped Fees:
a. Pursuant to the authority under N.J.S.A. 52:27D-12e, no construction
permit fee shall be required for the construction, reconstruction,
alteration, improvement or repair of a structure and related devices
installed or erected for the sole purpose to promote accessibility by the
handicapped: handicapped being defined under N.J.S.A. 51-27d-126e;
and conforming to the current N.J.A.C. 5:23.7 Barrier Free Code, and
any subsequent amendments or additions thereto. By “waiving of the
fees”, in no way “waives” the right of the enforcing agency to request
plans for the purpose of reviewing plans for code compliance.
(9) Miscellaneous Fees:
a. The fee shall be computed based upon the volume of new construction
X the current rate set by N.J.A.C. 5:23-4.19 and as amended from time
to time.

Pursuant to N.J.A.C.5:23-2.27, in the case of a discontinuance of a building
project, the plan review fee and State training fees are not refundable.

(1) Certificate of Occupancy for all Use Groups shall be a flat fee of:

$75.00 for an Addition
$75.00 for a Tenant Fit Up
Exception (1): Certificate of Occupancy fee(s) for an addition on a 1 or 2 family
dwelling shall be a flat fee of $50.00.
(2) Temporary Certificate of Occupancy or any renewals for all Use Groups shall be a flat
fee of $30.00.
Exception (1): There shall be no fee charged for the first Temporary Certificate of
Occupancy issued for the project.
(3) Certificate of Continued Occupancy for all Use Groups shall be a flat fee of $150.00..
(4) Certificate of Occupancy for a Change of Use shall be a flat fee of $150.00.
(5) Certificate of Approval for all Use Groups shall be No Charge.
(6) Certificate of Compliance for all Use Groups shall be No Charge.
SECTION 2. All ordinances and provisions thereof inconsistent with the provisions of
this ordinance shall be and are hereby recalled to the extent of such inconsistency.
SECTION 3. If any section, subsection, part, clause or phrase of this ordinance shall be
declared invalid by judgment of any court of competent jurisdiction, such section, subsection,
part, clause or phrase shall be deemed to be severable from the remainder of this ordinance.
SECTION 4. This ordinance shall take effect immediately after final passage and
publication as required by law.

re-evaluation of housing and community development needs in the Township, and
WHEREAS, the Township of Gloucester has prepared a Revised Annual Action Plan for
Program Year 2013 which includes a revision to create a Commercial Façade Improvement
Program and add Economic Development Planning activities, said application revision having
been duly reviewed and considered, including supporting documentation;

RESOLUTION TO CANCEL CAPITAL APPROPRIATION BALANCE OF PROJECTS
WHEREAS, a General Capital Improvement appropriation balance remains
dedicated for a project now completed and,
WHEREAS, it is necessary to formally cancel said unexpended debt balances
may be credited to Surplus and,
NOW, THERFORE, BE IT RESOLVED that the Township Council of the
Township of Gloucester, that the following unexpended balances of the General Capital Fund
appropriations be cancelled.

RESOLUTION AUTHORIZING RELEASE OF SECURITIES FOR DIOCESE OF
CAMDEN, ST. JUDE CATHOLIC CHURCH IN THE TOWNSHIP OF GLOUCESTER
WHEREAS, the developer of St. Jude Catholic Church has supplied the Township of
Gloucester with securities covering this development, within the Township of Gloucester, and
WHEREAS, the Engineer has inspected this project and has given his report to the
Township Council of the Township of Gloucester, and
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester that the securities in the amount of $196,901.00 in the name Diocese of Camden
St. Jude Catholic Church be released upon the posting of an approved maintenance bond in the
amount of $24,612.60.

RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT BETWEEN
THE TOWNSHIP OF GLOUCESTER AND CONNOR STRONG – SAFETY NATIONAL
WHEREAS, the Township Council of the Township of Gloucester, County of Camden,
determined that there is a need for Worker's Compensation - Excess Insurance
WHEREAS, sufficient funds have been provided, and
WHEREAS, the Township Council received bids or quotes
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester that the proper Township Officials are hereby authorized to enter into an
agreement with Conner Strong – Safety National for Worker's Compensation - Excess Insurance
in the amount of $69,484.00 with SIR of $600,000.00 for Police and $550,000.00 for all other
Employees from 1/1/14 to 12/31/14.

OUTFALL REPAIRS AT MADISON DRIVE IN THE TOWNSHIP OF GLOUCESTER
WHEREAS, it was necessary to make changes in the scope of work to be done in
completing the Stormwater Outfall Repairs at Madison Drive in the Township of Gloucester,
WHEREAS, Change Order No. 1 was developed to itemize and authorize those changes;
NOW, THEREFORE, BE IT RESOLVED by the Township Council of the Township
of Gloucester that Change Order No. 1 is hereby authorized and approval is hereby granted to
revise the contract cost from $63,937.00 to $58,272.10.

GLOUCESTER, CAMDEN COUNTY, NEW JERSEY, AUTHORIZING THE
AWARDING OF A CONTRACT TO ANIMAL WELFARE SOCIETY OF CAMDEN
COUNTY (AWSCC) TO PROVIDE ANIMAL SHELTER SERVICES TO THE
TOWNSHIP OF GLOUCESTER
WHEREAS. The Township Council of the Township of Gloucester has determined the
continued need to provide animal welfare services to the Township of Gloucester, and
WHEREAS. The Township Council of the Township of Gloucester has determined that
the Animal Welfare Society of Camden County (AWSCC), a non-profit corporation has
the ability to provide animal shelter services, and
WHEREAS. The Township Council of the Township of Gloucester did authorize the
advertising of Request for Proposal & Qualification for animal shelter services.
NOW, THEREFORE, BE IT RESOLVED that the Township Council of the Township
of Gloucester is hereby authorized to award a contract for animal shelter services to the
Animal Welfare Society of Camden County (AWSCC).

WHEREAS, the following have made application for renewal of Plenary Retail
Consumption Liquor Licenses in the Township of Gloucester:

would prohibit the renewal of Plenary Retail Consumption Liquor Licenses and
NOW, THEREFORE, BE IT RESOLVED that the Township Council of the Township
of Gloucester, County of Camden, that the applications for renewal of Plenary Retail
Consumption Liquor Licenses is hereby granted and that the Township Clerk is hereby
authorized to execute the necessary documents and certificates effective December 27, 2013.

Mr. Bianchini opened the public portion
Jim Kibelstis stated that the tax abatement has been discussed for the last few years and asked if
it will be discussed at the next workshop.
Mr. Brown stated that he hopes 2014 will be a better year. He also thanked Judy of the Mayor’s
Office who made sure someone came to fix his street light promptly. He spoke about the
problems in his neighborhood after the streets were done. He spoke about the history of the
township and also asked about the Mayor and his attendance at the meetings. Mr. Carlamere
stated that under the Faulkner Act the Mayor is not required to attend the meetings.
There being no further comment, Mr. Bianchini closed the public portion.
