TERMS OF REFERENCE
FINCH WEST LRT PROJECT– CLC AND STAKEHOLDER MEETING
PURPOSE
The CLCs will provide a communication forum for the MTG construction project team and representatives of area residents and businesses to proactively and regularly communicate and discuss construction activities and community impacts. The committees are designed to provide quick access to construction related information, including schedule and timing information for local business owners and residents.
Mandate
The CLCs area communications forum to provide open, two-way communication and dissemination of
information related to MTG construction, including:
• construction activities
• short- and long-term impacts
• steps being taken to address impacts
The CLCs will meet monthly, and be comprised of members who represent the community and the project
team. Project team members include MTG and Metrolinx. Community members include: local residents,
tenant representatives and resident associations; local business owners and BIAs; and Elected Officials.

RESPONSIBILITY
Construction Project Team
Provide accurate and timely information, be open to feedback and give careful consideration to ideas,
report back to larger Project team.
Community Participants
Participate actively in regular meetings, liaise and act as a representative of pre-identified
organization/community, provide feedback to the project team and formally communicate back to their
respective groups, be open and receptive to ideas.
• Generally speaking, CLC members should own, manage, rent, live or work in a property in close proximity (1 km) to the construction area and/or represent a group of stakeholders in close proximity to construction.
• They should also be willing to make a long-term commitment of 12-18 months toward coordinating with their stakeholder group (neighbouring businesses, residents, organization(s)) and the construction team to raise and resolve construction issues.

MEETING PROCESS
• Online format presents challenges compared to in-person
• During the presentation, please put yourself on mute to help us share information and avoid
background noise
• There will be timed intervals for questions and comments on presentation topics
• Please submit questions in the chat and they will be addressed
• Chair and co-chair will monitor chat, and call on participants to ask their questions or any follow-up
inquiries
• Discussion at the end
• Format, time and process can be revised for future meetings

• Wells drilled and capped around the emergency exit.
• Installation of temporary traffic deck in front of the emergency exit (northwest section of road).

Pile drilling continues in the Finch-Keele area• Piling will begin on the SW side of Finch Avenue
and Keele St once watermain and storm sewer works are complete.
Excavation
• When decking is installed excavation can begin.
• In November, excavation will begin at RomfieldLane and crews will work eastward to KeeleStreet for the LRT portal.
• They will use an open cut approach to build the LRT portal
• Excavation of the station box will be a top down approach.
• The station box is 100 m long x 16 m wide.

• Install steel piles (SOE walls) around perimeter of area
• Cut piles down to elevation• Excavate shallow area and cast roof
slab• Backfill and cover area with asphalt• Activate dewatering system• Start excavation to underside of tie-
back• Install tie-backs• Excavate to underside of base slab• As crews excavate carefully to the
bottom, they install steel struts or tie backs (based on soil conditions and design requirements)

1. Install piles (SOE) by placing steel beams into the ground to create a wall

CURRENT WORKS
• Road widening between Derrydowns Park and RomfieldLn.
• Toronto Hydro and telecommunications relocations from Signet Dr. to San Romanoway.
• Hydro pipes being installed between Driftwood and Keele Streets to end in October 2020.
• Crews also working day and night to install watermain and storm sewers between the Black Creek and York Gate Blvd.
• Installation of hydro ducts involving the digging of a trench in the roadway is underway, east of Romfield Lane.

WORKS TAKING PLACE SEVEN DAYS/WEEK
• Crews are advancing utility work with extended work hours: Monday to Sunday, from 7 am to 11 pm
• Work is taking place at Hwy. 400 and from Signet Dr./Arrow Rd. to east of Jane St.
• It involves relocation of hydro utility and telecommunications, including installing duct banks, replacing cables and building new cable chambers
• Work Duration: August to October

OVERNIGHT CONSTRUCTION WORK TO END OF 2020
• Crews are working overnight to install watermain, storm sewers and hydro infrastructure across Finch Avenue (road crossings) between Norfinch Dr. and Driftwood St. and at Sentinel Road .
• Night work is required between 6 pm and 6 am until the end of 2020.
• Storm sewer installation to start the week of September 28, east of Norfinch Dr.
• Works anticipated to have higher noise or vibration are prioritized before 11 pm and a noise monitor has been installed.

Hwy. 400 to Jane St.:• Installation of new transmission watermain/
distribution main underground, involves digging a trench to install the transmission, testing and commissioning the line, removing any temporary water by-pass and disconnecting the old line.
• The work will include open cut construction• Businesses will have access.• During works, water pressure will fluctuate.• Before starting the work, Mosaic will engage the
Reactivation Care Centre to identify a solution for temporary continuous feed to the facility.
• Work will take place on the south side of Finch Avenue from Oakdale Rd. to Jane St.
• Work is ongoing and will continue until the end of the year.

Signet Dr/Arrow Rd Vicinity:• From October 2020 to May 2021, crews will install duct
banks, replace cables, and build new cable chambers on both sides of Finch Ave., east and west of Signet Dr.
• They will relocate hydro utility to ensure reliability of electricity to existing customers and increase capacity for the LRT line.
• While a new system is being rebuilt, the old one will continue to provide energy.
• Expect planned power outages when the old electrical system is switched to the new one.
• Mosaic will coordinate with affected utility providers and work with Metrolinx to provide advanced notice.
• There may be overnight work, dust, noise and other inconveniences.

• Finch Ave. W. eastbound lane closure lanes 3 and 4 for pedestrian use and pathway will be in place until abutment refacing design details and repair procedures are finalized.
