The Albany Performance cluster and the Northeast Area office have completed the first Post Implementation review (PIR) of theArea mail Processing (AMP) proposal that consolidated originating mail from the Binghamton, NY P&DF into Syracuse, NY P&DC.This first PIR used data for the first six months following implementation and annualized savings to determine if the Postal Serviceincreased efficiency by consolidating originating mail processing operations. The AMP was approved September 24,2009 andimplementation was completed by January 1, 2010.
The AMP affected mail from Binghamton, NY ZIP Codes 137-139 The originating mail was cancelled on 2 Advanced FacerCanceller systems (AFCSs) in Binghamton prior to the AMP implementation. Two AFCSs with the Vertical Filtration System (VFS)were deactivated at the Binghamton facility and the Bio-detection (BDS) was picked up by Northrop Grumman. Collection mailfrom Binghamton is cancelled by AFCS in Syracuse, NY with the postmark, "Syracuse NY 132". There were no other equipmentrelocations with implementation of the AMP.
After AMP implementation, Binghamton was converted to F-4 facilrty.

The consolidation shifted an approximate average daily volume of 193,267 originating first handling pieces from the Binghamton,NY P&DF to the Syracuse, NY P&DC. There were 12 upgrades for First Class and Priority mail, and no downgrades. Periodicalshad 105 upgrades and no downgrades. There were 726 upgrades and 108 downgrades for Standard mail, and 738 upgrades,with 108 downgrades for Package Services.

The before and after service performance is given in the below tables for Binghamton as well as Syracuse facilities:

Transportation Changes:
Transportation costs went up to $579,573 against a proposed cost of $150,351. Three additional HCR trips were added, HCR13011, 13029 and HCR 14866 which were not considered in the approved AMP and provide much of the additional cost identified.
Staffing Impacts:
Based upon the first two full quarters of data following the AMP implementation, the annualized craft personnel changes aresummarized from the staffing comparison for complement as of the end of Quarter 3 of 2010 versus the AMP. Due to theconversion of the Binghamton P&DF to a Function 4 facility soon after the implementation of the AMP, the complementcomparison was completed including the function 4 craft employees, both for the pre-AMP period and after implementation inorder to provide a sound comparison. It should be noted that the function 4 craft on rolls complement post AMP showed anadditional 78 craft employees in the Other Functions category. Those employees are letter carriers and rural carriers on rolls andhave been removed from the staffing summary sheet. Appropriate note for the record is placed on the tab. The analysis shows adecrease in craft employees of 9 from pre AMP, and a net increase from the proposed of 11 The increases are 6 F-1 clerks, 5 F-4clerks,1 F-1 mailhandler,1 F-4 mailhandler, and 1 limited/rehab employee Complement reassignment and LDC changes arepending which affect the number of craft employees at Binghamton Craft staffing changes to match AMP proposed levels will bereflected in the final PIR evaluation. There were 2 less maintenance craft employees. EAS employees were reduced by 13 versusthe ro osed 6 in the AMP ro osal.

Maintenance impacts:
Maintenance savings were significantly higher versus the AMP proposed. Savings amount to $2,755,004 against a proposedsavings of 386,951. Savings accrued across all categories at Binghamton and in building services, maintenance training, andstockroom/supplies at Syracuse. Savings were slightly offset by higher costs at Syracuse for mail processing and buildingequipment.
Space impacts and one-Time facility costs:
Costs were projected in the AMP proposal totaling $76, 769 for removal of an AFCS and relocation to Syracuse. These costs werenot expended for that equipment. However, a OIOSS kit was removed from Binghamton and relocated to Syracuse in exchange fora OBCS front end, and costs totaled $15,877.
Conclusion:
The AMP proposal to move originating Binghamton ,NY P&OF volumes to the Syracuse, NY P&OC projected a potential first yearsavings of $1,235,730 and the first PIR after implementation annualized savings are $6,514,054. Overall results reflect greaterthan expected work hour and maintenance savings to process the Binghamton mail volume.
