The mission of the National Institute of Environmental Health Sciences Worker Education and Training Program(NIEHSWETP)istoprovidehighqualitysafetyandhealthtrainingandresourcesforworkershandlinghazardousmaterialsorinvolvedinrespondingtoemergenciesinvolvinghazardousmaterials .NIEHSWETPachievesthis, inpart,bymakingawardstoanationalnetworkofnonprofitsafetyandhealthtrainingprograms .
TheNIEHSWETPhasthesamemissionandfunctionasitdidwhenitbeganin1987 .Theprogramstillexiststoprovidehighqualitysafetyandhealthtrainingandresourcestoworkershandlinghazardouswasteandrespondingtoemergenciesinvolvinghazardousmaterials .Whilethescenariosthatresultinthehazardousmaterialsortheresponsemayhavechanged,whattheprogramteachesworkerstodo–environmentalremediationandemergencyresponse-hasnotchanged .
Somethingshavechangedsince1987andtheinceptionoftheprogram .TheprogramwasconceivedtoprovideworkerswhowerecleaningupSuperfundsitesandperformingRCRAremovalactionsandthe like .Nowtheprogramfinds itselfrespondingtoterroristattacks,naturaldisastersandmethlabs .Buttheworkrequiresthatworkershavethesameknowledgebaseinordertoprotectthemselvesandthecommunitiesinwhichtheyareworking .Andarguably,thatknowledgebaseisHAZWOPERandHAZWOPERrelatedtraining .
WithinNIEHSWETPandamongstawardees,therehasbeenatugbetweendisasterresponseandthecoreHAZWOPERtrainingmissionandwhattheprogram’sfocusshouldbe .SomehavearguedthattheprogramissimplyevolvingandthatwenowusethecoreHAZWOPERtopromotepreparednessforemergencies .
TheNIEHSWETPisalsonowpartoftheNationalResponsePlan .ThishasrequiredNIEHSWETPtodevelopthemechanismtodealwithemergency response in termsof its ability toactivateawardees toparticipate ina response .ThismechanismistheESAP .

In-depthparticipationbytheNIEHSWETPintheWorldTradeCenter(WTC)responseandthesubsequentNIEHSWETPnationallessonslearnedtechnicalworkshopheldinNashville,TennesseeinApril2002,providedthebasisfortheNIEHSWETPtodevelopanationalresponsepreparednessplan,calledtheEmergencySupportActivationPlan(ESAP) .TheESAPfacilitatesmoreeffectiveNIEHSWETPresponsesinfuturenationalincidents .
Becauseof this,manyof theNIEHSWETPnationalawardeeswereactiveparticipants intheresponsetotheWorldTradeCenterdisasterprovidingpersonalprotectiveequipment,instructionalstaff,industrialhygienesupport,anddevelopinganddeliveringtheWTCSiteOrientationtrainingprogram .However,theimplementationofsafetyandhealthtrainingandpracticeoftenranintobarriers .Tolearnfromtheselessons,theNIEHSWETPhostedanationaltechnicalworkshopinthespringof2002inNashville,Tennessee .Usingthefindingsreportedfromthatworkshop,theNIEHSWETPdevelopedandimplementedanEmergencySupportActivationPlan(ESAP)toimproveitsfutureemergencyresponsesundertheNationalResponsePlan(NRP)developedbytheDepartmentofHomelandSecurity .
AstheESAPwasdeveloped,NIEHSWETPcoordinatedwithOSHA,sothattheESAPnowservesastheNIEHSWETPWorkerSafetyandHealthTrainingSupportAnnextotheNationalResponsePlan(NRP)WorkerSafetyandHealthAnnex .
Inaddition,anewgrantstrainingprogramarea-theHAZMATDisasterPreparednessTrainingProgram(HDPTP)-wasestablishedandfunded .Todate,morethan6,300awardeeinstructorsandworkershavebeentrainedintheOSHA/NIEHSWETPDisasterSiteWorkerCourses(OSHA5600and7600) .Thesecoursestraindisastersiteworkersandinstructorswhoprovide skilled support services, (e .g . utility, demolition, debris removal, orheavy equipmentoperation) or site cleanupservicesinresponsetonaturalandman-madedisasters .Inaddition,theNIEHSWETPMinimumHealthandSafetyTrainingCriteria,aqualitycontrolguidancedocumentfortheNIEHSWETPtraininggrantsprogramandamodelforalltrainingproviders,wasrevisedtoincludesuchall-hazardstraining .
WhenHurricaneKatrinahittheGulfCoastNIEHSWETPwasreadyimmediatelyimplementingitsESAPandlater,whentheNRPwasactivated inresponsetoHurricaneKatrinaNIEHSWETPbeganworkingthroughtheNRPWorkerSafetyandHealthAnnexascoordinatedbytheOccupationalSafetyandHealthAdministration(OSHA) .
AswiththeresponsetotheWorldTradeCenterattacks,therewerelessonstobelearnedfromtheKatrinaresponse .TheNIEHSWETPhostedanothernationaltechnicalworkshopinthespringof2006inBirmingham,Alabama,whichexaminedthefirstsixmonthsoftheNIEHSWETPKatrinaresponseasseenthroughtheeyesoftheNIEHSWETP,NIEHSWETPgrantees,andseveralfederalpartners .Aconsensusemergedthatwhilevaluableinitscurrentform,theNIEHSWETPresponsestillneedsimprovement .Moreover,theresponsetotheHurricaneshowedthatthebarriersevidencedintheWTCresponsewithregardtoprovidingeffectivesafetyandhealthtrainingtoresponders,stillexistunderthe“new”NationalResponsePlan .
Inthefallof2006,reflectingonthefiveyearanniversaryoftheWorldTradeCenterattacksandtheoneyearanniversaryof Hurricane Katrina, the NIEHS WETP hosted a national technical workshop to reflect on the Program’s activities inresponsetoeachofthesedisastersandtobegintolookforwardtoexplorewhattheProgram’snextstepsshouldbe .ThethemeoftheworkshopwasDisasterResponseTraining:FromWTCtoKatrinaFiveYearsofLessonsLearned .

NIEHSWETPhasanopportunity todeterminewhere itwants tobepositioned in termsof its engagementduringanationalresponse .TheworkshopallowedalloftheProgram’sconstituentstoreflectonwheretheprogramhasbeenandprovidedanopportunitytobegindiscussionsonwhattheprogram’sfocusshouldbenowandlookingforwardtowardthenexttenyears .
Thenatureoftheprogram(governmentcooperativeagreementswithnon-profitorganizations),presentssomechallengestoitsinvolvementindisasterresponseinthatNIEHSWETPcannotrequiretheawardeestoparticipateinaresponse .Beforecommittingtoaresponse,NEIHSWETPmustfirsttouchbasewithawardeesandensuresomeareinterestedandabletoparticipate .Awardeesneedtodeterminetheirorganizationalmechanismsfortimelyparticipationandresponse .

1. Next Steps on the Emergency Support Activation Plan (ESAP), Worker Safety and Health Annex and Mission Assignments• ThereismuchNIEHSWETPanditsawardeescanandshouldbedoingintermsofpreparednessthat
wouldhelpfacilitateaquickerandmoresuccessfuldeploymentinfuturedisasters .Forinstance,totheextentpossible,NIEHSWETPanditsawardeesshouldbedevelopingrelationshipswithfederal,stateandlocalorganizationsthatwouldbeinvolvedinaresponseinregionstheycover .Itisimportanttonetworkwith contractors and other response agencies that we provide safety training to, prior to an incidentoccurring .
• Theideaofhavingaregistryoftrainedworkers(ortrainers?)thatcanbetrackedandcalleduponwhenadisasteroccurshasbeendiscussedwithinNIEHSWETPforsometime .Thatneedwasraisedagainduringtheworkshop .Inaperfectworld,theseworkers(trainers)wouldalsohaveNIEHSWETPcredentials,includinganIDcard,contractsandthelikesothatwhenanincidentoccurs,theyarereadytobesentoutandintegratedintotheJointFieldOffice .

2. Awareness Level Training for the 15 DHS Scenarios• Manypeoplethoughtthatthereweresimilaritiesinthehazardspresentedbyanumberofthescenarios,
andthatthesecouldprobablybecombined .Forexample,thescenariosinvolvingchemicalagentscouldbecoveredinonedocument,ascouldthosescenarioscoveringbiologicalhazards .
• Anotherapproachofferedwastodeterminethecommonorcorehazardsacrossallofthedisasterscenarios,usetheseforallofthescenariosandthenaddsupplementalguidesthatarespecifictoeachscenario .
• ThereisaneedtolookatscenariosthatarenotincludedinDHS’s15scenariosanddevelopguidesforthemaswell,forexample,tornadoesandearthquakes .
• The hazards are the same regardless of whether they are encountered in a disaster or common workenvironment;howevertherewasrecognitionthatthedisasteraddsalevelofcomplexitytoaddressingandworkingwiththehazards .
3. Disaster Site Worker Course Modifications to Address All-hazardsSeveralsuggestionscameoutofthisbreakoutsession .• Theremustbeasite-specificplanthataddressesbothhealthandsafetyforskilledsupportpersonnel .• Increaseawarenessofmedicalmonitoring,importanceofrespiratoruse,andexplainmedicalissues .• Futurehealthandsafetyemergencyplansmayincludemedicalscreeningandexposureassessment .• Identifysitecontrolissues–boundariesandaccesstothedisastersitemustbecontrolled .• Workerswillneedtohaveageneralsenseoftherelationshipbetweenthecourseandthe15scenarios .This
shouldbeincorporatedintogroupexercises .

andincorporatetechnologytoassisttrainersinthefield .• Usingotherresources–collaboratewithotherorganizationssothattrainersandworkersarebetterprepared .• Duringpre-deploymenttraining,trainindividualsinareasthatwerelackinginthepastandadminister
trainingforemergingissues(avianinfluenza,dirtybombs) .
Other Issues Avarietyofotherissueswereraisedorbecameapparentduringtheworkshop .
• TheNIEHSWETPESAPneedstobeperiodicallyreviewedandupdated .TherearestillsegmentswithintheESAPthathavenotbeenadequatelydeveloped .Forinstance,Item4intheWorkerSafetyandHealthTrainingSupportAnnexisprovidingtechnicalassistancesuchasrespiratorfittestinganddistributionofPPE .Todate,NIEHSWETPhasnotdefinedcriteriatodetermineinwhichsituationstheywillengagein this activity,norhave theydetailed the stepsnecessary inorder toperformthefit testingandPPEdistribution .Thesethingsstillmustbedone .
• ThoseinvolvedintheNIEHSWETPstillhaveadesiretodowhatwecantorespond,particularlywhennooneelsedoes(whereweseeaneedfortraining),regardlessofthechallengesinvolved .
Inmanyways,theworkshopconfirmedthatbothNIEHSWETPanditsawardeesaremoreorlessinsyncintermsoffeelingaresponsibilityandcommitmenttoparticipateintheemergencyresponseprocessatthenationallevel .

• The NIEHSWETP National Clearinghouse forWorker Safety and HealthTraining is developing anawarenesslevelbriefingandcompanionbookletforworkerswhomaycomeintocontactwithcontaminatedmaterialasaresultofavianand/orpandemicinfluenza .TheClearinghouseisworkingwithagroupofinterestedgovernmentandprivatesectorpersonnel,aswellasawardees .
• NIEHSWETP,theClearinghouse,andaworkinggroupofinterestedawardeesandothergovernmentagencypersonnelwillbeginworkon integrating informationon thenewDOEhealthand safety rule(851)intoitstrainingprogramsandtheClearinghousewilldevelopafactsheetandanawarenesslevelbriefingontherule,tobeprovidedtoDOEworker-trainers .
• NIEHSWETP, theClearinghouseandaworkinggroupof interestedawardeesandothergovernmentagencypersonnelwillbeginworkondevelopingawarenesslevelmaterialsforskilledsupportpersonnelinrespondingto/cleaningupafteradirtybombisdetonated,addressingtheDHSplanningscenarioonRDD .
