HumanResourcesManagerTheInternationalBroadcastCentre(IBC)isatemporaryhubforbroadcastersduringmajorsportevents.AnIBCiscreatedateveryOlympicGames.Broadcastersfromaroundtheworldbuildstudiosinwhatisgenerallyalargeconferencecentre.TheOlympicBroadcastingServices(OBS)operationscentrewaslocatedwithintheIBCandwasresponsibleforcoordinatingallrightsholdingbroadcastoperations.
Games-TimeStaffingManagerTheMainOperationsCentre(MOC)wasthecentralpointofcoordination,reportingandwherenecessarydecisionmakingforthestaffingaspectsoftheGames.TheOlympicsrequired40000volunteers,andtheParalympics10000.Volunteersareconsideredthe‘face’oftheGamesandprovidethelion’sshareoftheworkinboththeleaduptoandtheactualGames.Thetrainingaddressedthelocationofvariousservices,safetyandsecurity,customerrelationsandchainofcommand.OrientationTrainingcoverscustomerservice,codesofconductandexpectationsofvolunteers.Venuetrainingandjob-specifictrainingfollows.Thestaffingfunctionalsocoordinatesofficialgamesuniforms,siteaccreditation,freetransportandmeals.

TheGamesAcademywascreatedtodeveloptheskillsandGamesknowledgeoflocal(Azerbaijani)teammembersthroughtheFlexibleLearningPathwayProgramme,aswellasdevelopingparticipatinguniversitygraduatesfromAzerbaijanandalloverEuropeintheGraduateExcellenceProgramme.
Together,thetwoprogrammesallowedtheGamesAcademytosupportthecreationofalastingcapabilitylegacyinAzerbaijan.TheEuropeanOlympicCommittees(EOC)endorsedtheuniqueinitiative.
TheGraduateExcellenceProgrammesaw199candidates(150fromuniversitiesinAzerbaijanand49fromthecountriesofeachparticipatingNationalOlympicCommittee)havetheopportunitytodeveloptheirtalentstomakethemostoftheirEuropeanGamesexperience.
Theprogrammeincludedthreeweeksofintensivetraining,withparticipantsthengivenrealresponsibilityforplanninganddeliveringtheGamesforuptooneyear,withcoachingandmentoringfrominternationalexpertsaswellasgaininghands-onexperiencewithrolesattesteventsandduringGamestime.
TheentirestaffalsobenefitedfromtheFlexibleLearningPathwayProgrammeinitiative,whichprovideastructuredroadmapofregularlearningthroughcoreskillscourses,trainingoneventmanagementandmulti-sportevents,mentoringandcoachingfromexperiencedteammembersandpreparationforGamestimeroles.
