Easy registration Registration is always carried out by the Trade Union confederations or European federations; all you have to do is contact the officials and ask to participate. ETUI selects the participants in close cooperation with its members

Practical questions
Who will receive information on each of the training activities?Courses and the opening of applications are announced around three months in advance by email to all members, National Confederations and European Trade Union Federations.These mails are sent out to the addresses provided to us as the contact for each organisation.
Sometimes Trade Union organisations change the person responsible and do not let us know the new contact details; for others the address is not for a specific person. In any event we will update our records when necessary; all you need to do is to send the new mail address to us (to Nathalie De Vits, [email protected]).
We also notify previous participants of new courses.
What information is given in these notifications?Three months beforehand, in addition to the details already given in the course programme, the general aims of the programme, the target profile for participants, the cost of the course and the procedure for completing the application form are confirmed, along with the working languages, the venue and the partners involved.
Can any Trade Unionist sign up? How does the ETUI know which Trade Union officers are taking part?Applications are submitted by Trade Union organisations. Normally more people apply than the number of places available. In that case the ETUI selects the participants.
The selection process takes account of how well applicants fit the defined profile, but that is not the sole criterion. Consideration is also given to the number of participants per organisation, per country and per working language, gender diversity, embodying the

practical application of Trade Union values, ensuring a multicultural European dimension and favourable educational conditions.
Where not all the applicants from an organisation are able to take part, we hold discussions with the head of training for that organisation in order to be able to understand and fit in with the priorities of their human resources policy.
Direct applications on the initiative of individuals are not accepted but are referred to their national confederation.
Must ETUI training be paid for? Is there an enrolment fee?There is indeed an enrolment charge. It serves as a contribution to the ETUI’s budget and also aims to promote responsibility. It is more in the way of a contribution to costs than a market price.
The ETUI receives European funding. 85% of our income is European public money; the remaining 15% comes from various sources, and the contribution made by these enrolment fees is a very significant part.
However, it is important to highlight the solidarity-based nature of the system of standard rates applied.
Trade Union organisations make equal contributions for all participants regardless of whether they will be flying from the farthest reaches of Europe or live within cycling or metro distance of the course venue. Or if they need to stay an extra night because of the plane timetables.
There is a daily rate, currently €60, for each day of training; it can be reduced by 40% or 25% by agreement with the country of origin. We then apply the same rules and groups of countries that the ETUC applies in its recently adopted internal quota system.
How can we find out more information or get clarifications on a particular course?There are contact details for training officers and administrative assistants for each forthcoming training course listed in the course programme.Any of them can be contacted directly or by mail.Their details can be found at http://www.etui.org/About-Etui/Staff.
Do the ETUI’s training courses include any form of assessment? And do organi-sations which sent participants receive any feedback on their performance?At present we cannot say that there will be a generalised or systematic assessment.
The nature of Trade Union training does not lend itself to any particular emphasis on training assessment (based on what participants learn), and it has not traditionally been encouraged.

However, interaction with the certification and validation of training in some courses has already resulted in procedures to demonstrate the skills acquired. Another aspect for consideration in the future is the assessment of the training itself (based on the impact that the qualification of Trade Union officials trained by us has on the Trade Union organisations to which they belong).
Under these circumstances we do not propose to keep systematic information on each participant, but the ETUI training officers can be approached for information by training officers in member organisations.
Does ETUI training lead to a qualification?Some of our courses already lead to a qualification. This is the case for the courses on project management. Work on the courses for young leaders is in progress; likewise for the courses for trainers, albeit not as advanced. Others will follow.
The problem for a European institution is that the European system for qualifications operates at national level. For this reason we are already working in close collaboration with the TUC in the UK, whose support has been invaluable.
Independently from this process, all participants will receive a certificate of participation, with adequate descriptions of time frames and content for validation of the skills acquired by national bodies.

Short descriptionIn addition to the training services for European Works Councils, it has been shown to be useful to offer ‘open’ seminars for individual EWC/SE RB members. After a first and very successful session in Bratislava for participants from Poland, the Czech Republic, Bulgaria, Romania and Slovakia, it was decided to offer the same seminar on the basics of EWC/SE RB activities for five more clusters of countries, in order to cover all EU/EEA Member States. This will be the 5th session.

�� Components of the programme are as follows: information on the legal framework; case studies; an exchange with experienced EWC/SE RB members and coordinators of the European Trade Union Federations; intercultural exercises.

Starting EWC
Short descriptionTo meet an ever growing demand, the ETUI will continue to offer tailor-made seminars for EWCs, SNBs and SE-works councils (company specific training). We will thus build on our special role as provider for Trade Union oriented EWC, SNB and SE-works council training at the European level.
Objectives
�� The overall objective of such dedicated seminars is to improve the coherence between the workers’ representatives, to enable them to speak with one voice, to enforce their rights to information and consultation and, eventually, to influence the decision-making process in their company.

Short descriptionBuilding on the positive experiences of previous years, it is the intention to continue offering on our work programme at least one dedicated training for board-level employee representatives. This target audience is composed of about 2/3 representatives of German origin, but the number of non-German board members is growing, making a joint cross-border training ever more important. Moreover, there is a new evolution of internationally composed employee delegations at board level, either on the basis of national legal obligations or as a consequence of cross-border mergers.The content will be defined on the basis of a needs analysis by the EWPCC.

Short descriptionSocial dialogue has been absent from the discussion and decision-making process of REFIT, CETA, TTIP & TISA. Why is this? REFIT, TTIP and TISA will have an impact on labour and Trade Unions rights.
REFIT: A deregulation project that undermines workers’ rights and forms of protection. All workers, whether they work in big, small or micro companies, must be equally protected.
CETA: If accepted, it will remove most of the tariff barriers between Canada and the EU and will set a precedent for TTIP.
TTIP: In his speech on July 15, Mr. Junker declared ‘(…) Under my presidency, the Commission will negotiate a reasonable and balanced trade agreement with the United States of America, in a spirit of mutual and reciprocal benefits and transparency.(…) I will also be very clear that I will not sacrifice Europe’s safety, health, social and data protection standards or our cultural diversity on the altar of free trade.’
TISA: Aims at substantially liberalising all trade in services including in construction, financial services, public services as well as business and professional services. The agreement is also intended to impose regulatory disciplines on public and other services and to decrease regulation across the board.Social dialogue is the best way to find progressive and fair solutions. Social dialogue must be developed at all levels. Existing agreements must be implemented.

Social dialogue, collective bargaining, changes in the labour code and fundamental rights
Short descriptionSocial dialogue and collective bargaining have been weakened by the forced agreements with the Troika. The debt weighs heavily on Social dialogue in these countries. The odious debt doctrine applies to other EU countries too, given Art.6 of TEU. Fundamental human rights are being violated, as are work-related rights such as freedom of collective bargaining. The breaches have a direct impact on Trade Unions’ action space. EU and International Law provide enough arguments to denounce them. A legal opinion has been drafted by Prof. Dr. Andreas-Fischer-Lescano (Human rights in times of austerity Measure) with the collaboration of ÖGB, AK, ETUC & ETUI and commissioned by the Labour Chamber in Vienna.A sharing of its logic and arguments will contribute to enhancing Trade Unions’ capacities.

Short descriptionThe EU occupational safety and health strategic framework 2014-2020 has been published. The ETUC is disappointed that the joint recommendations of Trade Unions and employers on health and safety are not being taken up by the Commission in this strategy or in other initiatives. Trade Unions are concerned by its lack of ambition and by the fact that health and safety is being treated as part of the REFIT programme of cutting so-called red-tape. Workers’ safety is not a bureaucratic burden. The European Union and all of its institutions must uphold and promote fundamental social rights, including the right of every worker to ‘working conditions which respect his or her health, safety and dignity’ (Article 31(1) of the Charter of Fundamental Rights of the European Union). From this viewpoint, the European Commission and the other European institutions have a duty to improve working conditions. Moreover, with changing demographics putting pressure on European labour markets, EU countries need to put in place gender-inclusive, healthy, and sustainable work systems.

Fair migration. Trade Unions strategies against exploitation and wage dumping
Short descriptionThe relevance of transnational workers’ migration has been increasing in recent years. However, the free movement of workers in Europe entails risks as well as opportunities for the labour market. Fair and equitable working conditions need clear rights to prevent exploitation. In fact it is becoming more obvious every day that the existing regulations are not sufficient to protect employees. In all sectors and across all borders in the EU increasingly precarious conditions of employment and exploitation of migrant workers can be observed. Specially posted work is systemically used to skirt labour rights and wage structures. As a result, the national labour markets suffer from social and wage dumping. Member States should be tougher on employers and others who profit from abusive working conditions. Modern forms of forced labour are spreading across the EU territory. They violate fundamental rights, contribute to tax evasion and therefore undermine the Res publica.During the 2014 International Labour Conference, the ILO constituents adopted a Protocol and Recommendations supplementing the 1930 Convention against Forced Labour. The aim is to fill implementation gaps of the convention. According to both the protocol and the recommendations, the Trade Unions and the Employer Organisation will have to play a pivotal role in the implementation of actions against forced labour all around the globe.

Mainstreaming the gender perspective in Trade Union strategy
Short descriptionThe gender perspective is genuinely mainstreamed hardly at all in the political decision-making processes. The result of this failure, downstream, is patent: social policy is undermined and so is Democracy. Austerity measures have meant public spending cuts mostly in social budgets. Universal public & quality services are being substituted by charity initiatives that are fostering soup kitchens, food banks and citizens’ solidarity instead of social and institutional justice. Public services are being privatised, thus reducing the space for public consultation and for Trade Unions. Strategically speaking, the inclusive approach covers a wider range of situations. History tells us that women are among the weakest for several reasons, including social distribution of roles, unequal access to resources and decision-making positions, etc. Basically, the results of this unequal balance of power is affecting everything, not just workers and Trade Unionists. The gender perspective cannot be diluted within the general title of ‘social policy’. At least one out of two men is a woman and in some cases neither. Though it is a question of social justice, it is also a question of strategy. It cannot be postponed on the pretext that now is ‘not the right moment given more urgent things to deal with’ as has been said also in relation to environmental issues… The gender perspective must be mainstreamed in Trade Union strategies to reverse the trend of the onslaught on social rights and social Europe and to contribute to social and ecological justice. This aspect requires multiplication of the training activity so as to take into account different national contexts.

It will be a prolongation of discussions taking place in EPSU (and includes an organising and social services seminar we are organising with the ETUI) and at our Congress. We wish to take previous activities a step further
Objectives
For a European Federation reflecting upon organising and recruitment is not self-evident as the Federation is not actively involved with organising and recruitment which is a task of the unions. Following different experiences, the objective of the seminar is therefore:�� To consider organising strategies of affiliates unions (in social services).�� To reflect the contribution EPSU can make to the strategies of the affiliated
organisations.The participants will gain knowledge about examples of organising in other countries but also about the way EPSU works and how we can work together as Trade Unions in Europe. Ideally the focus should be on what EPSU can do and how so that we can increase the ‘multiplier’ effect and spread positive (and winning) examples of recruitment and organising.
Target audience

Short descriptionIn the new economy that is growing in Europe, salaried employees are a large and important part of the workforce. Especially in the private sector, the number of salaried workers is growing rapidly in sectors such as IT and the pharmaceuticals industry. These skilled white-collar workers are often not unionised. Effects of austerity and economic governance on collective bargaining. Developing a Trade Union strategy

Short descriptionThe austerity measures and the ‘CSR’ (country specific recommendations) have a continuing effect on collective bargaining in Europe. This is visible in the results of the negotiation rounds, but even more so in the continued attacks and in some cases breakdowns of the collective bargaining systems. This last element is most visible in eastern and especially southern Europe where the effects of the Troika and CSR measures were most heavily felt. But in reality the pressure is felt everywhere. Whether it is on the coverage rate of the agreements, the encompassing labour market regulations or the basic collective bargaining regulations. We need to study what is going on in the different countries, but especially to share and coordinate our strategies as well as develop new common strategies throughout Europe.
Objectives
Participants need to bring a clear input from their own country situation and, especially, to develop an understanding and analytical overview of the strategies used. The overall purpose is to enable participants to better understand the developments and tendencies in their own countries and to better promote coordinated strategies. To this end, the contacts achieved during the seminar are essential. The understanding must be that no one is alone in experiencing these developments, for all are having to deal with with an equally coordinated action and strategy on the part of the Commission (and Troika), national governments and employers. This is a strategy for which, in a spirit of European solidarity, we have to develop common answers.Therefore several elements need to be discussed, ranging from more traditional and/or renewed collective bargaining tools – like wages, redistribution of income from capital to wages, or a new working time strategy – to common actions against the more politically oriented attacks. Participants should leave with a clear understanding of these possible orientations.

Prevention of informal economy-global issue
Short descriptionOrganisations must contribute to preventing the informal economy in order to protect workers’ rights to decent work, equal pay and high pension guarantees. Trade Union officers have to be promoters of the arguments against the informal economy. This will also contribute to the ILO campaign against forced labour. Trade Unions must be involved in transition programmes from informal to formal economy in compliance with the fundamental principles of decent work and social justice. Common ground with authorities can be the link between undeclared work and tax evasion and social degradation. �� 2013 European Alliance for Apprenticeship was signed by the Social Partners and the Lithuanian Presidency. ETUCE signed a pledge to increase understanding among teachers and trainers on the importance of quality apprenticeship.
�� 2012 ETUCE adopted a policy paper to improve VET, which is in the phase of implementation.
