Enterprise Asset Management Roadmap
Executive Summary NYSDOT has committed to advancing its asset management program, and has invested heavily in AgileAssets as a core system for this effort. It is now time for NYSDOT to further leverage their investment in AgileAssets and implement modules that will advance NYSDOT’s goals for the asset management program. AgileAssets provides a suite of enterprise asset management software tools covering the range of asset management activities from inventory, attribute data and condition assessment through program development, infrastructure maintenance and life-‐cycle analysis. NYSDOT licensed a comprehensive set of modules from AgileAssets during contracting of the BDIS project, enabling the Agency to leverage the installed foundation. AgileAssets may not provide a program management tool like PSS or construction management tools like TRANSPORT or Site Manager. During these strained financial times, all agencies have increased pressure to do more with less. The public has invested billions of dollars in transportation assets, and these assets must be maintained with dwindling NYSDOT resources to do so. In fact, this is the right time to implement a fully proven solution that maximizes the use of New York State budget dollars. NYSDOT has selected AgileAssets as the software platform of asset management specifically designed to maximize returns on investment.
EAM Goal: It is NYSDOT’s goal to establish the leading enterprise asset management program across the state departments of transportation, and to assert its leadership in methodology, products, processes and well trained personnel. By installing, properly configuring, training and nurturing the EAM program and deployed tools, NSYDOT will meet Commissioner’s priorities and lead the agency into a new realm of strategic and operational excellence.
EAM Roadmap purpose: This discussion and roadmap are intended to layout the rational and strategic plan for advancing EAM at NYSDOT. While recognizing new information will develop and adjustments may be necessary as this proceeds, the intention is to secure the direction and resources required. The purpose then of the Roadmap has been is to recommend a strategy for implementing an EAM system using the suite of AgileAssets software products purchased as part of the BDIS project.

The roadmap is a methodical analysis of each step in the management of each individual asset class for major assets such as: pavements, bridges, facilities, fleet, signals, ITS, signs, walls and environmental assets. This enables the Department to adopt the highest value implementation strategy while managing resource demands, process maturity and any risks involved. Specific detail that includes the required resources for this effort is outlined in the attached spreadsheet.
General Approach: AgileAssets is currently implementing a Bridge Data Information System to replace the Department’s current inventory and inspection system for bridges and large culverts. This implementation includes two core modules of AgileAssets: System Foundation™ and Bridge Inspector™ modules, along with the Field Data Unit.
System Foundation provides for the general AgileAssets environment that includes inventory, attribute data, user names/passwords, profiles to assign users, GIS base integration, reporting tools, data import/export tools and more. This powerful foundation is available for NYSDOT to leverage across many assets. Bridge Inspector is a robust software module for managing the process of bridge inspections. Beyond single inspections, this module supports the comprehensive workflows that NSYDOT bridge inspection requires.
The next phase of the contract with AgileAssets will address Enterprise Asset Management, and how NYSDOT can leverage its investment in the AgileAssets platform. To that end, a roadmap has been developed to confirm the modules meet NSYDOT needs, identify any significant gaps and evaluating the associated issues, risks, priorities, resource requirements and level of effort needed to implement various AgileAssets modules. The roadmap is a methodical analysis of each step in the management of each individual asset from inventory and condition assessment, to needs modeling, application of funding, program development, program delivery, system maintenance, and performance measurement. The results of the analysis strongly suggest a phased approach to define the implementation effort by defining business processes with supporting requirements as follows:

Recommendation It is recommended that a change request be processed for AgileAssets to lead an effort in partnership with DOT to capture the business processes and supporting requirements for the EAMP Asset Classes and corresponding AgileAssets modules. The primary focus of that effort is on Asset Management Systems rather than Inventory and Condition Assessment of individual assets. This effort would be done by AgileAssets reviewing current DOT Management Systems, determining the very detailed requirements to configure or develop requisite functionality using the AgileAssets platform, determining any additional functional requirements the affected Program Areas may have, and the requirements necessary for modules like Asset Trade-‐Off Analyst that don’t have a current NYSDOT equivalent. AgileAssets Asset Trade-‐Off Analyst (ATOA) is a powerful analysis tool that allows NYSDOT to evaluate economic and engineering impact when funds are allocated in different ways across the DOT. Specifically, the ATOA module leverages the mathematically optimized analysis results from Pavement Analyst, Bridge Analyst, and Safety Analyst (with potential to leverage the future Mobility Analyst) and consider the specific impact of various scenarios when moving funds around the agency. This ATOA is a very powerful analysis tool.
Introduction Asset Management:
1) “ a strategic and systematic process of operating, maintaining, upgrading, and expanding physical assets effectively throughout their lifecycle. It focuses on business and engineering practices for resource allocation and utilization, with the objective of better decision making based upon quality information and well-‐defined objectives.” (AASHTO)
2) “ the combination of management, financial, economic, engineering and
other practices applied to physical assets with the objective of providing the required level of service in the most cost effective manner” (International Infrastructure Management Manual)
Implementing Asset Management requires an understanding of the total inventory and condition of those assets, modeling deterioration, the development of treatment strategies (often strategies over multi-‐year periods), modeling the outcomes of those strategies and trade-‐off analysis using what-‐if scenarios to optimize funding strategies across asset classes. Once implemented by an agency, asset management provides the basis for strategy-‐driven and data supported program development, delivery and subsequent maintenance. The delivered program can then be evaluated and the performance of the treatment strategies measured as a

foundation for the continuous improvement of investment and treatment strategies as they relate to outcomes. As actual data is captured, the asset management models, performance guidelines and treatments can be refined to better reflect real-‐world results—and thereby improving the effectiveness of the asset management program at NYSDOT.
The Department’s Asset Management Objectives Commissioner McDonald has confirmed that her priorities for NYSDOT are to “maintain and operate the transportation system” and to produce a “world class capital program.” This is being done through the use of asset management principles, and NYSDOT is well on the way to deliver on these priorities. The Department has developed an approach to program development based on what is being termed the “Forward Four”:
1. Preservation First 2. System Not Projects 3. Optimize resource investment 4. Become sustainable
Asset management marries engineering and economic principles that enable the Department to determine the most efficient frontier where the program will be optimized for a given level of funding (mathematically optimized return for the given level of funding). To achieve that optimized frontier the agency needs the ability to first optimize program performance for each asset class (pavement, bridge, safety, etc.) and then to perform trade-‐off analysis to optimize the overall capital program. AgileAssets provides the ability to use condition based decision trees to determine the best treatment at the best time for an individual asset, to model the deterioration of that asset or asset component (in the case of bridges this can be at the bridge, span, element or sub-‐element level), and then determine the mix of projects that provides the best end conditions and service life extensions for a given funding level and set of constraints. Only by doing this can the Department indicate that from an empirical and analytical perspective that it is (1) doing the best it can with the resources available and (2) creating the program that the Forward Four aims to achieve. Furthermore, empirical data over time is used to calibrate models and improve performance outcome.

Purpose of the Roadmap This discussion and roadmap are intended to layout the rational and strategic plan for advancing EAM at NYSDOT. While recognizing new information will develop and adjustments may be necessary as this program proceeds, the intention is to secure the direction and resources required. The purpose then of the Roadmap is to recommend a strategy for implanting an EAM system using the suite of AgileAssets software products purchased as part of the BDIS project. The roadmap is a methodical analysis of each step in the management of each individual asset class for major assets such as: pavements, bridges, facilities, fleet, signals, ITS, signs, walls and environmental assets. This enables the Department to adopt the highest value implementation strategy while managing resource demands, process maturity and any risks involved. AgileAssets provides a wide range of asset management software. Although the Department licensed the entire suite of EAM software (at that time), there is a considerable amount of investment and effort required to configure the various modules and to convert existing data so that these modules can be most effectively used by NYSDOT. The Department is also at various stages of maturity in terms of its management practices as they relate to different assets—which is expected and normal across DOTs. This observation should be recognized as an effort to objectively consider where NSYDOT is on its own organizational maturity curve. For example, the Department has a sophisticated understanding of pavement condition, pavement deterioration, treatment strategies for pavements at different condition states, and a preservation driven approach to project selection necessary to develop an optimal program of pavement projects. That sophistication coupled with the high percentage of the capital program – between 20% and 40% -‐-‐ expended on pavements indicates that Pavement Management is a critical module to implement. Other important programs like sustainability are currently not well-‐defined from either program management or data perspectives and do not consume a significant amount of funding so would require a fair amount of internal process development prior to pursuing any implementation effort. Fortunately, however, AgileAssets does have the tools and knowledge to accelerate NYSDOT progress. Needs of these asset classes include inventory, attribute and condition assessment, to needs modeling, application of funding, program development, program delivery, system

maintenance, and performance measurement. The following factors were evaluated for each asset/business area:
• A determination was made whether the Department had a system to manage that asset/business area
• Whether AgileAssets has a module to manage that same aspect • Identification of system dependencies • Evaluation of data acquisition • Cost to own the current system • Estimated cost ownership cost under AgileAssets • Cost to transition • Determination of the value of the program being managed
AgileAssets AgileAssets is recognized in the DOT space as the dominant software provider for enterprise-‐wide asset management software, and this provides significant confidence in advancing this platform. Some of the core benefits of extending the AgileAssets EAM suite include:
• Leverage: Leveraging the core AgileAssets System Foundation that has been licensed and installed in the DOT. Any named user in the AgileAssets system (and provided the proper authorization from NYSDOT) has access to this module with no additional fees. As the basis of the AgileAssets system, is licensed to NYSDOT, and is robust in managing virtually any asset inventory, NYSDOT can make the most of this investment.
• Integration: Integration across NYSDOT assets allows for common reporting on data,
location, condition, work activities, etc. By leveraging this platform, all asset data is inherently integrated. Additionally, any interfaces that must be developed may provide additional integration benefit for other users.
• Web-‐based: Contemporary web browser-‐based technology provides tremendous benefits from a variety of ways, including: System administration is streamlined, and there is no reason to maintained software a client machine. AgileAssets is a zero-‐footprint program that enables any user with internet access (and proper permission) to access NYSDOT asset and work data.
• Asset Trade-‐Off Analyst™: By leveraging the AgileAssets Analyst Series, the Asset
Trade-‐Off Analyst is able to perform cross-‐asset analysis with the Asset Trade-‐Off Analyst™ on the same data model and reporting platform. There are many ways to analyze and report data across assets.

Methodology To develop this NYSDOT EAM Roadmap, AgileAssets and NYSDOT staff evaluated the various assets that AgileAssets manages, determined whether the Department has management practices and data necessary to implement those modules, prioritized the implementation schedule based on the overall investments the Department makes annually in each asset class, and finally evaluated the organizational impact of managing these assets using AgileAssets. The first step in developing the roadmap was to elicit the “as-‐is” state of the IT systems used in the automation of Asset Management functions for all the NYSDOT transportation related assets. The objective was to gather details of existing solutions, including business rules, entities, and attributes that need to be included in a new solution provided by AgileAssets EAM suite or that can be interfaced with the AgileAssets EAM suite. The analysis included the review of existing system specifications, contracts, existing business processes and guidelines that are followed in the asset management activities. The cross system analysis or the “as-‐is” analysis report forms the foundation to execute the Enterprise Asset Management Roadmap. The intended use for the Roadmap is to evaluate the issues, risks, priorities, resource requirements and level of effort needed to implement various modules of the Agile suite in order to develop a phased EAM implementation strategy roadmap. The roadmap represents a methodical analysis of each step in the management of each individual asset from inventory and condition assessment, to needs modeling, application of funding, program development, program delivery, maintenance and performance measurement. See the attached spreadsheet named “Enterprise Asset Management Roadmap Final” for details and data collected. This spreadsheet is the foundation for the Roadmap and the source and collection point for the analysis performed by the project team.

The data collected is vital to be able to prioritize and understand the complex dependencies and costs associated with the legacy asset class applications and the AgileAssets Suite (TAMS).
Peer Exchange with North Carolina DOT AgileAssets staff assisted in coordinating a peer exchange between NYSDOT and NCDOT in order to discuss enterprise asset management and learn from each other. NCDOT has implemented AgileAssets’ modules for maintenance management (Maintenance Manager™), pavement management (Pavement Analyst™), bridge management (Bridge Analyst™) and cross-‐program trade-‐off analysis (Asset Trade-‐Off Analyst™. This Peer exchange was held at the NCDOT Division of Highways building and the AgileAssets offices in Raleigh NC on June 14th and 15th, 2012. Steve Wilcox, Brad Allen and Lubov Koptsev represented NYSDOT.
Day 1:
The first day of the peer exchange focused on NCDOT’s overall approach to asset management and future vision for use of technology for data collection and program management. NCDOT has very mature maintenance and pavement management processes which are automated with the AgileAssets software. Bridge Management is in production, and is still being calibrated

by the program area. Cross-‐program analysis is now in production, and NCDOT is learning how to best harness its capabilities. The AgileAssets suite interfaces with SAP for financial and human resources data.
NCDOT also has a very mature performance management system which ties transportation system outcomes and conditions to organization and employee performance reports. Data from the asset management modules is shared with the executive dashboard application within SAP which is used for internal and external performance management and reporting. The NCDOT public facing dashboard can be found at NCDOT.gov.
Day 2:
The second day focused in more detail on the individual systems and concluded with a demonstration of the cross-‐program analysis tool at the AgileAssets office. NCDOT is comprised of 14 divisions, each of which have between 4 and 8 maintenance districts. NCDOT is responsible for approximately twice as many miles of highway and number of bridges as NYSDOT. Maintenance programming is done at the district level and capital program is done ad the division level. Pavement and bridge modeling to support the programs is currently done at the central office. The performance management system is used to drive allocations and programming so that conditions remain consistent across the state.
The employee performance system was overhauled in 2008. The dashboard module of SAP is used to track 24 to 26 executive level, outcome based performance measures and targets. All measures are tracked quarterly. The executive measures are each tied to output measures which are used to drive Divisional work plans. Every employee has a selection of measures as part of their personal evaluation. Lower level workers have both outcome and output measures, where managers and executives are evaluated based on outcome measures. NCDOT employees are not represented by labor unions.
Some highlights of NCDOT’s future vision for Asset Management and the AgileAssets software include:
-‐ Continued implantation of bridge management and cross-‐program trade-‐off to drive investment decisions for the capital and maintenance programs.
-‐ Considering treating mobility as an asset in trade-‐off analysis as opposed to considering
it an attribute of pavement segments. Investments that increase capacity would improve the condition of the “mobility” asset as well as possibly improving condition of physical assets.
-‐ Moving toward application-‐driven data entry in the field using hand-‐held (tablet or
smart phone) devices. The application would lead the user through the entire data entry process. These devices are currently sourced by contract and nearly disposable in cost

as compared to laptops or “ruggedized” tablets. Upload of data to occur automatically when device is in range of a DOT wi-‐fi signal.
-‐ Pavement and bridge modeling to support program development should be done at the Regional level.
Lessons learned from NCDOT’s integration of an Enterprise Resource Planning (ERP) System, SAP, and Transportation Asset Management System, AgileAssets, include:
-‐ Consider hardware needs of fully built-‐out system at the start of the project. -‐ Time and attendance for field personnel must be done within the maintenance
management system or data quality suffers. -‐ Trade-‐off analysis requires setting acceptable levels of service. To do this NCDOT drove
members of the public along a pre-‐determined route and then surveyed them about the conditions they saw. This method was deemed to be very successful. A copy of the final report was provided to NYSDOT.
-‐ Most bridge inspectors in NCDOT were initially hired as bridge maintenance workers. This allows NCDOT to make maintenance recommendations as part of their routine bridge inspections, eliminating a step in the program development process.
-‐ The use of multiple decision trees in pavement or bridge models allows programming of strategic worst-‐first treatments where the asset is in need of some work to remain in service but the lowest life-‐cycle cost treatment is infeasible.

Bridges The management process and tools: The bridge management process includes bridge inventory, inspection, evaluation, and bridge programming decisions based on element deterioration curves and system modeling. All components of the process are a combined effort of the Office Structures, Regions, and consultant groups. The initial proposals for programming Regional bridge projects are completed by Regional Structures Management Teams (RSMT). The Regional bridge programs are then presented to the Statewide Structures Management Teams (SSMT) for review to ensure compliance with bridge program policies/instructions. Both teams are guided by the existing framework and logic of the structures management process. They are also assisted by the Office of Structures Program Development Unit, to model the future condition of the bridges, cost estimates, etc. The inventory and inspection programs are mature and robust. The inspection program utilizes an element inspection approach with a unique NYSDOT defined rating scale. Additionally, an application was developed to forecast deterioration rates based on historic NYSDOT inspection data. The inventory and inspection process is mandated and governed by FHWA National Bridge Inspection System and NYS Graber Bill. The bridge data is stored in Bridge Data Management System (BDMS). The bridge selection process includes both preservation and capital programming decisions. Cyclic and minor corrective action programs are developed by regional maintenance using appropriate Department operational guidance and local knowledge. Heavier preservation activities and capital programming decisions are guided by the Bridge Needs Tool, utilizing inventory and inspection data, element deterioration data as well as bridge management logic and decision matrices based on aggregated structural element inspection data. The bridge management logic was initially developed in the mid 1990’s using a multi-‐committee approach and incorporated the best available practices of the Department. The outcome is a deterministic, condition based work strategy recommendation for each structure under consideration. The structure level work recommendations can be aggregated into corridor, Region or network wide basis. Bridge Needs Tool -‐ The Bridge Needs Tool is an MS Access application developed by Main Office Structures staff. Based on existing bridge management logic and rules, the application uses seven

typical work strategies (ranging from structure replacement to cyclical activities such as painting) along with bridge specific deterioration rates to recommend a work strategy. For each bridge a specific work strategy is recommended, the associated structural elements are identified and costs improved element assessment ratings are calculated. The Bridge Needs Tool also applies a basic user supplied budget (aggregated total or work strategy specific) to incorporate an economic component to the analysis. Change and Enhancements: Inspection and Inventory Data: One of the main deficiencies of current inventory and inspection data collection system is that it is more qualitative and conservative. Thus it may not provide appropriate quantities at different conditions for modeling. Hence in the new inventory and inspection system it is planned to include some more data elements to address this deficiency. The recent enactment of Moving Ahead for Progress in the 21st Century Act (MAP-‐21) introduces a requirement for element level inspections for bridges on the NHS system (2014 at the earliest). This will require the Department to evaluate its Inventory and Inspection programs and protocols (including the NYSDOT specific rating system) based on how maintenance and management decisions will be made in the future. Capital Programming Decisions: Currently, the Bridge Needs Tool lacks the ability for economic optimization and dynamic “what –if” on the fly analysis. These are functionalities that must be incorporated into a BDIS structures management phase. Economic optimization must include the calculation of life cycle costs for structures as well as the ability
Ancillary Structures including Overhead Sign Structures (OSS) The management process and tools: The Department inspects approximately 5,000 ancillary structures (approximately 4,700 overhead sign structures and 300 high mast lighting traffic light structures -‐ statewide.) The ancillary structures are inspected on a 4-‐year cycle. Approximately 1,300 ancillary structures are inspected per year. The annual total includes ancillary structures requiring inspection on a more frequent (than 4 year) cycle. At this time, the ancillary structures inspections are not federally mandated. The Department’s Overhead Sign Structure Inventory and Inspection Manual (“Manual”) sets forth requirements for inspection and recording of related inspection findings. Component conditions are recorded using a scale of 1 (failed condition) to 7 (new condition) similar to the Bridge Inspection Rating scale. Additionally, critical and significant field conditions are captured using “Sign Structure Flags” and “Request for Repairs.” Program data is being warehoused in a spreadsheet. approach to data collection and utilization is required.
Large Culverts This asset class includes culverts with spans greater than 5 feet and up to 20 feet. The systematic inventory and inspection of large culverts is in its infancy – compared to the mature bridge inspection program. At this time, the large culvert inspections are not federally mandated. Existing protocols, procedures and systems have not matured to a level where meaningful and significant changes and enhancements can be recommended.
Currently, the Department does not have a systematic approach to management of large culverts. Replacements and repairs are completed on an as needed, ad hoc basis. Development on large culvert management system and its subsequent automation should be considered as key aspect of successful stewardship of all asset classes.
Retaining Walls Retaining Walls can be organized in the same way as other structure assets, as noted above.
Pavement Management Pavement management is an enterprise process involving the Main Office Highway Data Services Bureau, Regional staff and consultants. The process consists of the following major components: inventory, condition assessment and treatment selection and scenario outcome modeling. The process relies on enterprise systems, MS Access applications and custom vendor-‐developed applications. Inventory – The Roadway Inventory System (RIS) provides the inventory data. Extracts from RIS are used to create inspection segments for use in the visual pavement condition assessment. Condition Assessment – Pavement conditions are assessed by both visual and automated means. The visual pavement condition assessment rates the severity and extent of pavement cracking, and is performed by state employees at highway speeds. The results of the visual assessment are recorded using a custom built application, E-‐score. Automated condition assessment is performed by state and consultants forces using vans equipped to collect ride quality (IRI), rut depth, profile and digital photo log data. The data collected the using E-‐Score and the automated vans are uploaded to RIS for aggregation. Treatment Selection and Scenario Outcome Modeling – Pavement management modeling is performed using a MS Access application that was developed in-‐house. The application contains an “optimized” treatment selection decision tree and deterioration curves for all

pavement types. The application takes in data from RIS and PSS to determine current conditions and currently programmed projects. The application allows programmers to determine the optimum program of pavement projects for a given year considering available funds. Maintenance Management Maintenance management is currently separated into two processes and two systems. The Office of Transportation Maintenance (OTM) oversees highway, bridge and rest area maintenance using the Maintenance Asset Management Information System (MAMIS). The Office of Traffic Safety and Mobility (OTSM) oversees maintenance of traffic signals and some intelligent transportation system (ITS) equipment using a product developed by CarteGraph. In 2006 the OTM implemented MAMIS. MAMIS is an enterprise maintenance management system that supports management functions for the OTM. MAMIS includes modules for: Work Management (service requests, needs recording, work orders, contract orders, and projects), daily work reporting (accomplishment, labor, equipment and materials), time and attendance, and stockpile management. MAMIS accesses data from: Human Resources Information System, FleetAnywhere, Bridge Data Management System, Large Culvert Information System, Small Culvert Inventory and Inspection System and the Integrated Accounting System to bring in data. MAMIS shares data with TADS to facilitate direct entry time and attendance of field employees in MAMIS which is an industry best practice.

In 2008 OTSM implemented CarteGraph’s SignalView. SignalView includes modules for: signals inventory, materials/component management, work orders, and work reporting. CarteGraph is used to manage maintenance of the Department’s 6000 signalized intersections. Roadside Assets Annual capital investment in roadside assets is approximately $100 to $150 million. The Department has no enterprise inventories for roadside, drainage or safety assets other than culverts. This asset group would include: small culverts, sign panels, guiderail, walls, markings, ditches, closed drainage systems, plantings and other roadside, drainage and safety appurtenances the Department is responsible for maintaining within the right-‐of-‐way.
Various Regional efforts to inventory these assets have been attempted. In particular several Regions have or are developing complete inventories for guiderail, sign panels or walls. Policy and Planning Division staff have been coordinating these efforts through monthly teleconferences with Regional asset managers and ITD projects. Statewide standard geodatabases exist for guiderail, signs and walls. An enterprise inventory exists, but is not fully populated, for small culverts. Region 11 has developed and fully populated a very robust Regional wall inventory.
AgileAssets is able to accommodate these Roadside Assets within the AgileAssets system.

Safety Management and ITS Safety management is comprised of two primary systems Safety Information Management System (SIMS) and Accident Location Information System (ALIS). Annual safety and ITS investment is approximately $50 million. However annual investment levels have been over $100 million in certain years.
SIMS is a multi-‐purpose Oracle application designed to allow users to edit, maintain, query and report on accident data and highway attribute information. Regional users can query the accident data NYSDOT uses this application to create statewide accident rates, average accident costs, reduction factors, HALS, PILS, specialty PILS, maintain the route, reference marker, and intersection system, analyze and report on accident rates, benefit cost, retrieve police reports for accident analysis, SIMS stores all the New York State accident data, including event, vehicle and contributing factor information as well as historical volume data, reference marker information, intersection attributes, historical PIL and HAL locations and reports Although DMV is the official publisher of accident statistics SIMS is the official database of accident location information. It is used to answer FOIL requests. SIMS is also the official source for reference marker and State route information. SIMS feeds information to ALIS, ADRP, SafetyNet. SIMS receives accident data from the DMV’s AIS database, the State police transfer, ALIS ALIS (Accident Location Information System) is a suite of applications that one; converts event and location information from the police and motorist reports received by DMV to XY coordinates and electronic data, 2; allows users to query this data by specific accident attributes or spatially using a map interface, 3; allows select users to edit the location and data for an accident in order to provide more accurate information for analyses, and 4; allows users to create a number of different standard reports on selected data or general summary reports.
NYSDOT uses this application to provide traffic and safety engineers with the data they need to conduct safety investigations and analyze accident patterns and causes. ALIS is also used to produce standardized reports for FOIL requests and other data requests.
ALIS provides the official New York State Accident data (according to the FOIL process) and the ALIS streets layer was designed specifically for this application. The ALIS streets layer is the official data product for Roadway and Roadway attribute data. This application can be used to edit accident location information which will be fed back to SIMS and AIS. This application receives data from the SIMS (Safety Information Management System) and the DMV’s AIS database. It receives the accident location information as well as the accident attributes such as vehicle and contributing factor information.

Sustainability/ Other The Department has a current and future need to manage assets related to infrastructure and societal sustainability. These assets include: facilities, transportation access (bike/ped) and right-‐of-‐way. Currently the Department has a standard geodatabase and data collection standards for pedestrian facilities within the right-‐of-‐way: sidewalks, curb-‐cuts and cross-‐walks. This data is updated routinely by Regional staff to maintain a list of known system defects for improvement. Office of environment has inventories for several environmental, water quality, assets. An enterprise geodatabase exists for storm water outfalls to meet a requirement from Department of Environmental Conservation. A desktop, MS Access, application has been developed to track storm water retention ponds. Currently there is no inventory system for right-‐of-‐way. Annual investments for these assets are difficult to estimate because the costs are typically included in projects with other primary purposes; e.g. right-‐of-‐way is purchased as part of a pavement project. For purposes of comparison, typical annual investment levels are estimated to be less than $50 million. Opportunities for improvement

Results of the Roadmap Analysis
Integration There are sizable benefits to NYSDOT to consolidating many disparate systems into a single system & database. This approach will make reporting, analysis, maintenance, support and administration of the systems more efficient. Systems support costs should decrease overall. However, the current contract with AgileAssets would become more expensive from a licensing perspective when Maintenance Management or Fleet are implemented. Currently the Department has 1,000 R/W and 2,500 R/O licenses. Additional licenses are $400 for R/W and $200 for R/O on an annual basis. MAMIS alone has over 1600 users so the incremental cost for that alone would be $440,000. The Department has a fully owned license MAMIS so there is no annual licensing cost. The annual support cost for MAMIS is $150,000. The annual maintenance fee for AgileAssets Suite beginning in year 3 of the contract (January 2014) is $118,000 and escalates at a 3%/year rate.
Data Acquisition The ability AgileAssets provides to seamlessly enter data in a disconnected mode and upload it to a central database will simplify data capture significantly. The Department will need to decide the value in capturing data associated with guiderail, signs, and small culverts that it is not capturing now. The annual investment in these assets would justify some level of inventory and condition assessment for these assets, but with limited resources the Department would need to think carefully about the level of data to be collected for these assets, the method, accuracy and frequency of that collection. Given the one time costs to build these modules it is recommended that they be included and the data collection effort be clarified as part of the requirements gathering.

EAMP Contractual Requirements Supplemental Agreements will need to be executed for the work attendant to implementation of the EAMP Roadmap. The purpose of this section of the Roadmap is to document the processes and procedures that will need to be followed to ensure the success of the project. At a high level, the following steps need to be followed:
1) This document contains order of magnitude cost estimates for all elements of the Roadmap. That information will be concisely and succinctly presented to the Sponsors for their consideration. While recommendations regarding the sequence of Roadmap activities are included herein, the Sponsors will need to verify that the needed funding is available. The final sequence of activities may, in fact, be impacted by the availability (or lack thereof) of funding.
2) When authorized by the Sponsors, AgileAssets and NYSDOT will work collaboratively in the development of a scope of work, schedule, and proposed budget. This information will be incorporated into a Change Request that will be presented to the Sponsors and, when deemed necessary by the Sponsors, the Steering Committee.
3) When necessary approvals have been obtained, a Plan To Procure (PTP) notice will be forwarded to OFT.
4) Either an Attachment A or Attachment B must then be completed. An Attachment A requires approval by the Division of Budget. If it can be documented that the project relates to the health and safety of the state, an Attachment B can be prepared (and self-‐approved).
5) The Program Area will be required to complete an HCN 190. 6) It will be imperative that we work closely with the ITD Procurement Manager and the
department’s Contracts Office throughout the process. When the above documents have been prepared and appropriate approvals secured, the resultant package will be submitted to the Office of the State Comptroller (OSC) for approval.
The Roadmap (Recommended Change Requests)
Requirements Gathering Change Request This change request would be to have AgileAssets assist key Department personnel develop detailed requirements for the modules listed in “Implementation Change Request #1”. This would not obligate the Department to implement all the analyzed modules, but would provide a basis for “Implementation Change Request #1” for the modules we choose to implement. AgileAssets’ role would not be to set requirements but to provide guidance on how their technology can most effectively be used to achieve the Department’s goals. The focus of AgileAssets staff would be on opportunities to improve processes, integrate data from multiple modules and outside systems and minimize data duplication. The cost for this effort is

estimated to be $450,000 and would take six to eitht months to complete. Target date to begin could be as early as October 2012. A detailed Scope of Work, Cost Estimate, and Project Schedule would be developed and submitted as part of the Change Request. All AgileAssets’ efforts would be paid for on an hourly basis in accordance with the Extra Work provisions of the contract. Implementation Change Request #1 -‐ $4.74 M w/ Fleet, $4.05 M w/o Fleet (Payment for all Implementation efforts will be Deliverables-‐based and will require execution of a contract supplement.) Phase 1 – Pavement Management (PMS), Bridge Management (BMS) and Trade-‐Off Analysis Phase 2 – Maintenance Management (MMS), Maintenance Quality Assurance (MQA) and

PMS and BMS would progress in parallel over a 12 month implementation period. Trade-‐off would immediately follow and would require an additional 9 months to fully implement and complete phase 1. Total duration of phase 1 would be 21 months.
MMS and traffic signals would follow the completion of phase 1. Those would be done in parallel and take 15 months to complete. Small culverts would be included in the cost and schedule for MMS. Total duration of phase 2 would be 15 months. Phase 3 of change request 1 would include overhead sign structures, guide rail and rest areas. These are essentially extensions of BDIS in the case of OSS and MMS in the case of guide rail and rest areas. OSS would take 8 weeks, guide rail 10 weeks, and rest areas 10 weeks. The decision on whether to implement the Fleet module will require further analysis by the Fleet Administration office. That module would cost $688,500 and would require an additional 18 months to implement. Flexible ConfigurationBridge Analyst provides the flexibility to configure many system components including user-defined performance criteria, modeling features, decision trees, analysis scenarios and reporting capabilities.
