POSITION PURPOSE (Why does this position exist)
•To manage and provide direction and support to staff and allocate resources within the Built Environment area. •To instigate changes to procedures and policies to ensure continuing best practice in the management of road and hydraulic assets •To undertake infrastructure and service delivery planning, and risk management to deliver Council's Greater Launceston Plan and Strategic Plan. •To prepared forward planning to reconstruct / rehabilitate road and hydraulic assets. •To investigate complaints considered to involve technical research and/or technical assessment. •To participate as member of the Technical Services management team in coordination and planning of parks and recreation, waste management, project delivery and spatial sciences. (Note: road assets include trafficable pavement, kerb and channel, footpaths, traffic furniture, street lighting, bridges, culverts and retaining walls in road reservation.) •The Technical Services Team is focussed on its customers, accountable and innovative in delivering a diversity of work. Provide leadership to achieve organisational priorities within the Technical Services Department.
To provide advice on the adequacy of human and physical resources to complete the tasks of the section
To ensure that staff within the section have meaningful tasks and to assist in their development

To undertake infrastructure and service delivery planning, and risk management to deliver Council's Greater Launceston Plan and Strategic Plan.
To implement the actions resulting for Council's Road and Hydraulic Asset Management Plan
To overview the actions and tasks of staff within the section to ensure that results are co-ordinated in the preparation of reports, future asset renewal plans or budget reports concerning the road & hydraulics section
To meet the timeframes for the establishment of budgets; and reports to peers or Council
To meet the timeframes as specified in the Asset Management Plan
Technical advice Provide technical advice on road and drainage management and construction to the department and organisation.

To finalise the investigation and report on results or progress reports within 21 days of receipt

Tertiary qualifications in engineering
Strong management experience, and an understanding of infrastructure management and government
Evidence of strong leadership and motivational abilities in a small team environment.
Experience in managing budgets and service unit accountabilities, as well as having a good understanding of commercial imperatives.
Excellent verbal and written communication skills, including well developed negotiation and influencing skills, to enable effective communication with all levels of management, employees and external contacts.
Asset management system and associated software application experience would be an advantage.
Evidence of an innovative and customer focussed approach in service delivery.
