Historical Sales Book Fiscal Year 2020 Edition Defense Security Cooperation Agency I-1
The Fiscal Year (FY) 2020 Edition of the Historical Sales Book
(HSB) is a by-country, international organization, and program
summarization of United States Government (USG) Foreign
Military Sales (FMS) from FY 1950 through FY 2020. It also
includes information to better understand annual sales data
released by the Defense Security Cooperation Agency (DSCA).
FMS is a security assistance program authorized by the Arms
Export Control Act (AECA) and conducted on the basis of
formal contracts and agreements between the USG and
authorized recipient governments or international
organizations. FMS includes government-to-government
sales of defense articles or services from current Department
of Defense (DOD) stocks or DOD managed contracts.
The Historical Sales Book is divided into four sections

Sales
This section includes an alphabetical list of all the countries,
international organizations and programs that use the Foreign
Military Sales Process, as well as their official sales figures for
each FY. Sales from FY 1950 through FY 2015 are
consolidated in one column. The most recent five FYs are
listed separately and a total column for FYs 1950 -2020 is also
included.
A description of the column headings follows:
Country – This lists the names of every country and
international organization that has purchased defense articles
and services from the USG using the FMS system. Some
countries and organizations listed have multiple FMS
accounts, while others benefit from Building Partnership
Capacity and Foreign Area Assistance programs solely
dedicated to their country. Sales numbers for each account
and program are included in the sales figures listed. For a
complete listing of each country’s accounts and programs that
benefit them, please see the Appendix. Other BPC and FAA
programs not solely dedicated to a particular country are also
listed in this column and in the appendix. A description of
each program is also included in the Glossary of Terms.
Combatant Command – The DOD has delineated six areas of
responsibility with a regional focus known as Combatant
Commands. Each country and its dedicated programs falls
into one of these six regions. Those programs not solely
dedicated to a particular country are listed as non-regional.
State Department Region – Like the DOD, the State
Department (DOS) has divided the world into a number of
regions that include each country and its dedicated programs.
Those programs not solely dedicated to a particular country
are listed as non-regional.
Continent – The continent where each country and its
dedicated programs is located. Those programs not solely
dedicated to a particular country are listed as N/A.
Fiscal Years 1950 To 2015 – Sales from these years are consolidated into this column.
Fiscal Year 16-20 – The Five most recent years of sales are listed separately. Future editions will display the five most recent years, while year six data will be added to the previous consolidated total column.
Fiscal Years 1950 to 2020 – A total of every year since 1950.
Appendix
This is an alphabetical list of every country, international
organization and program listed in the Sales Section. Each
country and program is listed with each country code and the
name of the other accounts/programs included in its totals.
For more details about the programs listed, see the Glossary
of Terms.
Glossary of Terms
This is a listing of words and program names, as well as the
meaning or history or history of each, used throughout this
document that may be unfamiliar to those without a working
knowledge of Foreign Military Sales.
References

Assistance to Europe, Eurasia, and Central Asia (AEECA) – This program provides assistance and support to the independent states of the former Soviet Union, the South Caucasus and Central Asia. (Security Assistance Management Manual)
Afghanistan Security Forces Fund (ASFF) – From FY 2005, the ASFF is authorized to be used to train, equip and provide related assistance to Afghanistan National Security Forces (ANSF), including the provision of equipment, supplies, services, facility repair, renovation and construction. Amendment - An amendment of an FMS case constitutes a scope change to an existing LOA and requires customer acceptance. (Security Assistance Management Manual)
Arms Export Control Act - The basic U.S. law providing the authority and general rules for the conduct of foreign military sales and commercial sales of defense articles, defense services, and training. The AECA came into existence with the passage of the Foreign Military Sales Act (FMSA) of 1968. An amendment in the International Security Assistance and Arms Export Control Act of 1976 changed the name of FMSA to the AECA (Found in title 22, U.S. Code, Chapter 39. Building Partner Capacity (BPC) Programs - Security cooperation and security assistance activities that are funded with USG appropriations and administered as cases within the FMS infrastructure. These programs provide defense articles and/or services to other USG departments and agencies under the authority of the Economy Act or
other transfer authorities for the purpose of building the capacity of partner nation security forces and enhancing their capability to conduct counterterrorism, counter drug, and counterinsurgency operations, or to support U.S. military and stability operations, multilateral peace operations, and other programs. Coalition Readiness Support Program (CRSP) - CRSP may be used to provide specialized training, procure supplies and specialized equipment, and loan equipment on a non-reimbursable basis to coalition forces supporting U.S. military operations in Afghanistan and Iraq. Combating Terrorism Fellowship Program (CTFP) - Formerly known as Counterterrorism Fellowship Program, and also currently known as the Regional Defense Combating Terrorism Fellowship Program. It is a DOD security cooperation tool that provides education and training to international security personnel as part of the U.S. global effort to combat terrorism. Counter ISIL Train and Equip (CTEP) – From FY 2017, provides assistance to meet urgent operational or force protection requirements and sustainment, to foreign forces in certain regions. (Security Assistance Management Manual)
Defense Security Cooperation Agency - The agency that performs administrative management, program planning, and operations functions for U.S. military assistance
programs at the DoD level under the policy direction of the Under Secretary of Defense (Policy) (USD(P)).
Economic Support Fund - Promotes and advances U.S. interests by providing assistance to meet political, economic, and security needs. (Security Assistance Management Manual)
European Support Fund - Provides support to the Governments of Ukraine, Estonia, Lithuania and Latvia, preposition additional equipment and initiate additional or extend deployments in the approved countries and adjacent waters. (Security Assistance Management Manual)
Foreign Assistance Act (FAA) of 1961 - The law providing the authority and the general rules for the conduct of foreign assistance grant activities/programs by the USG. Published as 22 USC Sec. 2151 et seq. (Security Assistance Management Manual)
Foreign Military Sales - That portion of U.S. security assistance authorized by the AECA, and conducted on the basis of formal contracts or agreements between the United States Government and an authorized recipient government or international organization. FMS includes government-to-government sales of defense articles or defense services, from DOD stocks or through new procurements under DoD-managed contracts, regardless of the source of financing. Global Peace Operations Initiative (GPOI) - The GPOI Program is funded with PKO funds that have been specifically allocated by DOS to support UN and regional peace support operations (PSO) that establish and strengthen partner nations’ institutional infrastructure to conduct PSO training, train partner nation peacekeepers, and build capacity to address critical shortages in UN peacekeeping operations. Global Security Contingency Fund (GSCF) - The Global Security Contingency Fund was signed into law in Section 1207 of the National Defense Authorization Act for Fiscal Year 2012 (FY12 NDAA, P.L. 112-81) as a four-year pilot program expiring in FY15. Under this authority, DoD and DOS can provide assistance to enhance the capabilities of a partner country’s national military forces and other national security forces that conduct border and maritime security, internal defense and counterterrorism operations, as well as the government agencies responsible for such forces; and to participate in or support military, stability, or peace support operations consistent with U.S. foreign policy and national security interests. International Narcotics Control And Law Enforcement (INCLE) - Counter drug bureau/programs managed by DOS, but can have materiel, services, and training support provided and managed by DOD using SC assets and procedures. (The Management of Security Cooperation)
Iraq Security Forces Fund (ISFF) - Between FY 2006 and 2011, the ISFF provides support to all Iraqi Security Forces (ISF), including military, police forces, special task forces,
and border security. It funded construction, force protection, training, equipping, life support, and sustainment of ISF. (Security Assistance Management Manual)
Iraq Train and Equip Fund - Provide assistance to military and other security forces or associated with the Government of Iraq, to include Kurdish and tribal security forces and other local security forces, with a national security mission, to counter the Islamic State in Iraq and the Levant. Letter of offer and acceptance (LOA) - U.S. Department of Defense letter by which the U.S. government offers to sell to a foreign government or international organization U.S. defense articles and defense services pursuant to the Arms Export Control Act, as amended. The LOA lists the items and/or services, estimated costs, and the terms and conditions of sale; it also provides for the signature of an appropriate foreign government official to indicate acceptance. Modification - Modification of a case constitutes and administrative or price change to an existing LOA, without revising the scope of the case. (The Management of Security Cooperation)
Official Sales – Since FY 15 "Official Sales" are counted in the Fiscal Year a basic Letter of Offer and Acceptance (LOA) for a new case, amendment (AMD) or Modification (MOD) reaches the "Implementation" milestone. Implementation occurs after the customer has signed the LOA document submitted the initial deposit required. It’s important to note AMDs and MODs are adjustments to
already implemented cases and often have a negative value (e.g. reduction to program), which area also included in the final tally. (CPO)
Pakistan Counterinsurgency Fund/Counterinsurgency Capability Fund (PCF/PCCF) - PCF/PCCF provides assistance to build and maintain the counterinsurgency capability of the Pakistan Security Forces, including military forces and the Pakistan Frontier Corps, and is authority to provide program management, equipment, supplies, services, training, facility and infrastructure repair, renovation, and construction. Section 551 of the FAA - Peacekeeping Operations (PKO) - The PKO legislation authorizes the provision of assistance to partner nations and international organizations on such terms and conditions as the President may determine, including for use in regional security peacekeeping operations and other programs carried out in furtherance of U.S. national security interests. Section 1206 of the NDAA - Train and Equip - Between Fiscal Year (FY) 2006 and FY2015, under Section 1206 of the FY 2006 National Defense Authorization Act (NDAA) as amended, the Secretary of Defense, with the concurrence of the Secretary of State, had authority to provide equipment, supplies, and training to build the capacity of foreign military forces to conduct counterterrorism operations, assist in building a partner nations military, national security, and/or maritime security forces or to participate in or support military and stability operations in which U.S. forces participated. Section 1207 of the NDAA - Counterterrorism Assistance for East Africa and Yemen - Counterterrorism Assistance for East Africa and Yemen is authorized under Section 1207(n) the FY12 NDAA and under Section 1203 of the FY13 NDAA. The Secretary of Defense, with the concurrence of the Secretary of State, may provide equipment, supplies, training. The purpose of these programs is to enhance the ability of the Yemen Ministry of Interior Counterterrorism Forces and to enhance the capacity of the national military forces, security agencies,
counterterrorism forces, and border security forces of Djibouti, Ethiopia, Kenya, and national military forces participating in the African Union Mission in Somalia to conduct counterterrorism operations against al-Qaeda, al-Qaeda affiliates, and al-Shabaab. (Security Assistance Management Manual)
Section 1263 of the NDAA - South China Sea Initiative (SCSI) - Section 1263 of the NDAA for Fiscal Year 2016 (P.L. 114-92) ), now referred to as the Indo-PACOM Maritime Security Initiative, provides authority for this initiative until December 31, 2025.. (Section 1263 of FY19 NDAA, PL 115-232). This section authorizes the Secretary of Defense, with the concurrence of the Secretary of State, to provide assistance (equipment, supplies, defense services, training, and small-scale military construction) to assist the national military or security forces that have maritime security missions as part of their fundamental responsibilities in the countries of Indonesia, Malaysia, the Philippines, Thailand and Vietnam. Section 1263 may also be used to pay for training for ministry, agency and headquarters level organizations of these countries. Further, this section authorizes the Secretary of Defense to pay the incremental expenses (i.e., per diem, incidental expenses, and travel costs to and from the partner nation) associated with training of organizational personnel of Brunei, Singapore, and Taiwan. Section 2282 - Global Train and Equip (GT&E) - 10 USC 2282, (Section 1205 of the FY15 NDAA, PL 113-291) was authority to build the capacity of foreign military forces to participate in stability operations that benefit the national security interests of the United States or to build the capacity of foreign country's military, maritime, border
security and national level security forces to conduct counterterrorism operations. Repealed by section 1241 of FY17 NDAA. (Security Assistance Management Manual)
Security Assistance Management Manual (SAMM) DSCA 5105.38-M - The SAMM is issued as a DSCA Manual under the authority of DoD Directive 5105.65, "Defense Security Cooperation Agency". It provides DoD-wide guidance to the Office of the Secretary of Defense (OSD), the Military Departments (MILDEPs), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Defense Agencies, the DoD Field Activities, the Security Cooperation Organizations (SCOs), and all other organizational entities within the DoD (hereafter referred to collectively as "the DoD Components") engaged in the management or implementation of DoD Security Assistance and Security Cooperation programs over which DSCA has responsibility, in accordance with the Foreign Assistance Act (FAA), the Arms Export Control Act (AECA), U.S.C.
