1.0.0 GENERAL
1.0.1 This specification covers design, fabrication, testing, packing, and supply of
11KV, H.T. indoor, freestanding, drawout type metal clad switchgear of 11kV
trolley mounted vacuum circuit breakers. The switchboards shall be new which
specifically produced against this order.
1.0.2 Reliability of equipment and ease of maintenance without hazards to operation
and maintenance personnel are of utmost importance. The workmanship shalbe of highest grade and the entire construction in accordance with the best
modern practice. The equipment shall be capable of continuous and reliable
trouble free operation at full load ratings.
1.0.3 The design and construction of vacuum circuit breakers, bus bars and other
components shall meet the requirements of severe fault levels. Protective
devices and control components shall meet the standard design and the
system requirements.
1.0.4 The design and construction shall be capable of with standing the severest stress
likely to occur in actual service and of resisting rough handling during
shipment. All similar materials and parts of similar equipment shall be inter-
changeable with each other. The boards shall be fitted with the same family of
vacuum circuit breakers and other components of various rating with a view to
ensure uniformity of design and ease in maintenance and replacement of
spares. The fabrication and arrangement of the switchboard shall be such thatit can be extended on both sides at a future date.
1.0.5 The manufacturer of the switchgear has to be the manufacturer of Interrupter.
1.1.0 CODES AND STANDARDS:
1.1.1 The Switchboard shall conform to latest editions of the following Indian
Standards:
a) IS: 13118 Alternating current circuit breakers.
b) IS : 4710 Switches and switch isolators above 1.0 kV but
not exceeding 11 kV.
c) IS : 370 Marking and arrangement of switchgear bus
barsd) IS : 2705 (P-I TO IV) Current transformers

1.4.0 GENERAL REQUIREMENTS:
1.4.1 Switchgear shall be suitable for indoor installation, metal clad, drawout type and
shall comprise standard prefabricated, cold rolled sheet steel units, assembled
to form a rigid free standing dead front structure. All front doors shall be
hinged type. Rear doors shall be with bolted construction and consists of 3sections with inspection window, interlocked in such a way that the lower
section can be opened only when the upper one is opened and thus
inadvertent access to live parts is avoided. Vertical units Panels shall be
assembled to form a continuous line up of uniform height
1.4.2 The cubicles shall be totally enclosed and vermin proof design. If necessary,
opening for natural ventilation shall be provided in the busbars chamber with
uniformly distributed louvers backed up by G.I. wire mesh for protectionagainst entry of insects etc. Thickness of the sheet steel shall be minimum 2.0
mm for front and rear doors & for pressure discharge flaps 1.6 mm. The
enclosure protection shall be IP 4X as per IEC: 62271-200.
1.4.3 Doors and openings shall be provided with high life cross-linked polyuretherene
gaskets. All doors shall be key operated & hinged type.

1.4.4 Switchboards shall be suitable for operating in tropical climate and under the
ambient conditions as specified.
1.4.5 Compartments for cable connections shall be separate and allow cable pulling,
termination and connection work with switchgear energized.
1.4.6 Adequate barrier shall permit personnel to work safely within an empty
compartment with the bus bars energized.
1.4.7 The design shall be such as to allow extension on both sides, i.e. to provide
additional two outgoing switchgear panels complete with all accessories and
fittings, if required in future. Ends of bus bars shall be suitably drilled for this
purpose. Panels at extreme ends shall have openings, which shall be covered
with plate screwed at panel.
1.4.8 The drawout carriage in the switchboard for all breakers shall have threepositions viz., Service, Test and Drawout. Automatic Metallic safety shutter
shall be provided to ensure the inaccessibility of all live parts after the breakeris drawn out. It shall not be possible to drawout the carriage with circuit
breaker closed.
The breaker, shall remain outside the cubicle in the drawnout position.
1.4.9 Suitable interlocks shall be provided to prevent faulty operation such as:
- Plugging in or drawing out of a closed breaker.
- Pulling out of auxiliary circuit plug with breaker in service position.
- Pushing in breaker to service position with auxiliary circuit plug not in
position.
1.4.10 ACCESSIBILITY
All the components in the Switch board panels shall be mounted in such a way
that checking and removal of components shall be possible without disturbing
that checking and removal of components shall be possible without disturbing
adjacent components. All auxiliary equipments shall be easily accessible and
visible from front side with their name plate details. It shall be possible to set
all measuring relays in situ without de-energizing the switchboard. Al
mounted equipments and associated components shall have identification tags
of permanent nature at front and at the rear also.
1.4.11 Unused C.T. secondary terminals shall be short circuited. All terminals shall beshrouded with plastic covers to prevent accidental contact.

1.4.12 BUSBARS
1.4.12.1 The swichboard shall comprise of 3 phase busbars, which shall extend through
all panels of the switchboard. All phase busbars shall be of uniform cross
section throughout the switchgear board and shall be suitably sized to carry
continuously the required current. Busbars shall be housed in a separate
chamber and shall be accessible for inspection only with specified tools.
Busbars shall be of HDHC electrolytic grade Copper and shall be insulated
with black coloured heatshrinkable PVC sleeves throughout their length
Phase identification shall be marked with HT coloured tape at regular interval.
All joints shall be covered with good quality HT tape and monoplast
compound.
Busbars shall be supported at regular intervals and both, busbars and the
supports shall be adequately size and braced to withstand the specified shortcircuit level without permanent deformation. Dynamic stress shall be
calculated on the basis of the specified peak short circuit. All busbar supports
shall be of non-carbonizing material resistant to acids and alkalis and shall
have non-hygroscopic characteristics such as SMC, DMC epoxy bonded
fibreglass.
1.4.13 DRAWOUT COMPARTMENTS:
All circuit breakers shall be fully drawout type and Truck mounted. Cassettemounted breaker is not acceptable. The connections on the bus side, outgoing
and control circuits shall be through drawout contacts so that the breaker can
be drawn out without disturbing any wiring. The current transformers for themetering and protection circuits shall preferably be mounted on the fixed
portion of the circuit breakers.
The circuit breaker mobile portion shall get earthed automatically as soon as
the same is inserted into the fixed compartment, irrespective of its position in
the compartment.
It shall not be possible to rack in or drawout a breaker in service position whenthe same is in closed position.

1.4.14 POWER CONNECTION
The incoming and outgoing power connections shall be through XLPE insulated
aluminium conductor cables of suitable size. Ample space for connection of
cables Cupal washers shall be used for all copper to aluminium joints.
The switchboard shall be supplied complete with supports for clamping
outgoing and incoming cables. Terminal blocks shall not be used to support
cables.
1.4.15 AUXILIARY WIRING AND TERMINALS:
Inside the panels, the wiring for control, signaling, protection and instruments
circuits shall be done with PVC insulated copper conductors. The insulation
grade shall be 1100 V. The wiring shall be enclosed in plastic channels or
neatly bunched together.
10% spare terminals shall be provided on each terminal block. Conductors
shall be terminated with adequately sized compression type lugs forconnection to terminal strips of Elmex / Tosha/ Essen / Connectwell makes
only. All auxiliary equipment termination shall be made with pressure type
terminals. Sufficient terminals shall be provided on each terminal block to
ensure that not more than one outgoing wire is connected per terminals.
Terminal strips shall preferably be separated from Power circuits by meta
barriers or enclosures.
Each auxiliary circuit wire shall be identified at both ends by PVC ferrules.
Shorting links shall be provided for all C.T. terminals.
For CT circuits PVC insulated 2.5 mm2
copper conductor cables shall be usedOther wiring shall be carried out with PVC insulated 1.5 mm2 copper
conductor cables.
Supporting facilities shall be provided for clamping the control cables.
All auxiliary circuits shall be protected by HRC fuses / MCB bearing
identification labels. All control fuses shall be of link type in fuse carries and
shall have operation indicators.
1.4.16 CONTROL AND INDICATION:
All controls, critical indications, annunciations of Switchboard shall be on 110 VD.C., Breaker position (ON/OFF/spring charged/ test position/ service position)

1.4.17 EARTHING ARRANGEMENTS:
All cubicles shall be connected to an earth busbar running throughout the
length of the switchboard. The earth bus size shall be 50x6 m copper. Al
doors and moveable parts shall be connected to the earth bus with flexible
copper connections. Provision shall be made to connect the earthing busbar to
the plant earthing grid at two ends. All non-current carrying metallic parts ofthe switchboard shall be earthed. Earth bus shall be brought back to cable
compartments and earthing bolts shall be provided to ground cable armours.Mating surfaces of all bolted parts shall be specially zinc passivated to ensure
continuity between them.
1.4.18 NAME PLATE
a) Nameplates of approved design shall be provided at the top of the panel to
represent switchgear designation. A separate nameplate giving details shal
be provided at front and rear end of each panel also.
b) Identification / Name plate shall be provided for each equipment (lamps,
Push buttons, switches, relays, auxiliary contactor, indicating instrumentetc.,) mounted on the panels. Special warning plates shall be provided on
all removal covers or doors giving access to high voltage cable
terminations/ bus bars. Special warning label shall be provided inside thepanels also wherever considered necessary.
Engraved Panel name plates shall preferably be of 3 ply (Black-White-Black)
laminated sheets or anodised aluminium. Name plates shall be fastened by
counter sunk screws and not by adhesive.
1.4.19 SURFACE TREATMENT AND PAINTING:
Switchboard shall be powder coated (epoxy based) with a paint shade LightGrey RAL 7032 as per DIN.

Draft Specification
The switchboard shall be free from imperfections like pinholes, orange peels,
run off paint etc. All unpainted steel parts shall be cadmium plated or suitably
treated to prevent any rust.
1.4.20 SPACE HEATERS:
Each cubicle shall be provided with a space heater to prevent moisturecondensation and maintain cubicle temperature at 5C above the ambient. The
space heater shall be located at the bottom of each panel of switchboard and
shall be controlled through a thermostat with an adjustable setting and a
manually operated switch and with miniature circuit breaker of suitable rating
for circuit protection. Switchboard space heater supply of 230 V A.C. for each
switchgear panel shall be given at one point for each section. 230 V A.C.
control wire bus with loop-in loop-out method shall also run along the
switchboard for feeding space heaters.
1.5.0 POWER CIRCUIT BREAKER (VACUUM CIRCUIT BREAKER):
1.5.1 Power circuit breaker shall be triple pole, vacuum type, spring closed, horizonta
draw out & horizontal isolation type breaker with transport truck rated 11KV
having symmetrical breaking capacity of minimum as per cl. 1.3.0 andequipped with auto spring charging motor working on 230 V, 50 Hz. Single
phase, AC and a closing coil suitable for 110 V D.C. it shall be possible to
charge the spring manually, if, required. The breaker drawout carriage shall be
so designed and constructed as to permit the smooth withdrawal and insertion
of the breaker into it. The movement shall be free of jerks and easy tooperate.
1.5.2 ON and OFF switches/ push buttons shall be mounted on the front door of eachpanel so as to operate the breaker manually (by removing one fiber glass
sheet on panel front door) or electrically. The closing time and tripping time of
breaker shall be independent of the speed of the operating handle.
1.5.3 The breaker shall be provided with an auxiliary relay to achieve the antipumping
function. This is to ensure that when closing on a fault, it does not reclose
after tripping even if the closing input is maintained.
1.5.4 If the breaker is in closed position, a closing operation of an initiating contro
device shall not result in further operation of the breaker closing mechanism.

1.5.5 The breaker shall have following interlocking mechanism.
i) Breaker can be operated electrically only when it is either in service
or in test position.
ii) Withdrawal of breaker from operating position is possible only when
the breaker is in OFF position. Also the breaker cannot be inserted in
ON position.
iii) In the operating position the breaker shall be securely housed and
locked. It can be withdrawn or inserted only with appropriateoperation of the interlocking levers.
1.5.6 Vacuum circuit breaker shall be provided with at least 4 N.O. and 4 N.C. auxiliary
contacts. For requirements of extra space contacts an auxiliary contactor shal
be used to multiply the auxiliary contacts of the breakers. All the contacts shall
be wired to the terminal blocks and shall be so located as to allow free access.The control circuit shall be suitable for local as well as remote control. Auxiliary
contacts and limit switches shall be in dust tight enclosures.
1.5.7 Mechanical trip push buttons shall be provided for all breakers for emergency
tripping.
1.5.8 For all motor feeders only ZnO type surge suppressors shall be provided.
1.5.9 Circuit Breaker / Panel have to be tested for IEC: 62271-100 and for Capacitor
duty switching. Bidder to submit test report not older than 5-years.
1.6.0 INSTRUMENT TRANSFORMERS:
Current Transformer (CTs) and Potential Transformers (PTs) shall be cast resininsulated. Primary and secondary terminals shall be marked with good quality
PVC stickers.
1.6.1 CURRENT TRANSFORMERS
Current Transformers shall generally conform to IS 2705. They shall be
mounted on the switchgear stationary part. The CT shall be of suitable rating
& burden required for individual feeders. The neutral side of the current
transformers shall normally be earthed through a link. Unused CT secondaryterminals shall be short-circuited with the shorting link.

All CTs shall be capable of withstanding the minimum primary fault current as
per the respective breaker capacities.
1.6.2 POTENTIAL TRANSFORMERS
The Potential transformers shall be drawout type and provided with secondary
fuses. The primary connection shall be disconnected before PT become
accessible. The potential transformer shall be mounted on a drawout carriagecomplete with fuses, on top of the Panel or in a separate cubicle. Breaker
mounted PT is not acceptable.
All the Incomers shall be provided with Line Connected PT.
1.7.0 MEASURING INSTRUMENTS:
All measuring instruments shall be of square pattern 96 mm x 96 mm (min.)
flush mounted on front hinged door of instrument compartment of a panel. Allauxiliary equipment such as shunt, CTs, PTs etc. that are required shall be
included in the supply of the switchboard.
1.7.1 AMMETERS AND VOLTMETERS
These shall be of Digital Three (3) Phase type with In-built selector switch. The
accuracy class shall be 1.0 as per IS: 1248.
1.7.2 MULTI-FUNCTION METERS:
The Digital non-communicable Multi-function meters shall be flush mounted,
preferably in a non-draw out case. It shall be suitable for operation on 3 phase3 wire unbalanced load. It shall have atleast A, V, PF, F, KW, KWh, Run Hours,
ON hours measurement functions. The accuracy class shall be 1.0 as per IEC:
62052-11.
1.8.0 AUXILIARY EQUIPMENT:
Auxiliary relays / contractors shall generally be used for interlocking &
multiplying contacts. Auxiliary contacts shall be capable of carrying the
maximum estimated current. In any case their rating must not be less than 5Watt for 230 V AC.

Draft Specification
1.8.1 TRIPPING RELAYS:
All tripping relays shall be lockout type with hand reset contacts and shall be
suitable to operate on the specific D.C Voltage. These relays shall have coi
cut-off contacts and shall be provided with hand reset operation indicators.
The tripping relays shall be non-drawout type.
1.8.2 PROTECTIVE RELAYS
All relays shall be back-connected draw out / semi-draw out type suitable for
flush mounting. All relays shall be mounted in front of the panel and shall be
as specified in details of the equipment.
1.8.2.1 NUMERICAL RELAYS
The numerical relays shall be fitted with RS485 rear port for seria
communication to substation automation system. The relay shall contain allthe components needed for acquisition and evaluation of measured values,
data transmission, display and input & evaluation of binary signals. Al
Numerical relays including Motor Protection relays shall be provided with
RS485 interface with Modbus / IEC-103 communication protocol.
Cable Differential protection relay can be work on either Low Impedance or HighImpedance principle.
Cable Differential protection relay for the cable run more than 500m should be
capable of flush mounting and provided with the test switch for the necessary
testing facility. The relay should be provided with the direct fiber opticcommunication. It should have 4-User configurable LEDs with minimum 4:DI and
8:DO. The relay should also have front RS 232 communication and Disturbance
recording facility with the recording facility upto 5records, with the maximumrecording time of 15s.
1.8.3 FUSES / MCBS
All control fuses shall be of HRC link type conforming to IS 2208. Rewireable
fuses shall not be accepted. All fuses shall be readily accessible for
replacement. Fuses shall have operation indicator, which will be visible without
removal of fuses from the service from its carrier. Fuses shall generally be

1.8.5 INDICATING LAMPS:
All indicating lamps on A.C. / D.C. supply shall be low power consumption
indicating lamps and non-breakable translucent colored (as specified) coversThe lamp rating shall be 6.0 V and 0.75 Watt.
1.8.6 CONTROL SWITCHES:
All control switches shall be rotary back-connected types, having a cam
operated contact mechanism. Preferably, phosphor bronze contacts shall be

positions. They shall have pistol grip handle. Number of ways, locking system
etc. shall be as per requirement and OWNERs approved relevant drawings.

1.8.7 CABLE COMPARTMENT
Provision shall be made for terminating 11 kV XLPE cables of suitable size.
gland plate with cable support clamps shall be supplied along with the
switchboards. Various cable sizes shall be firmed up during the drawing
approval stage.
1.9.0 INSPECTION & TESTING
Fully assembled switchboard shall be subjected to inspection by owner and by
an agency authorized by the owner at the manufacturers works. The

1.9.1 Routine test shall be carried out at manufacturers works under his care and
expense. All routine tests as per IS 13118 (1991) shall be carried out at the
manufacturers works.
1.9.2 Acceptance test shall be carried out as follows:
i) A general visual check shall be carried out. This shall cover measurement
of overall dimensions, locations, number and type of devices, termina
boxes, location and connection of terminals etc.
ii) Manual & electrical operation of circuit breaker shall be checked under
the worst conditions of auxiliary supply voltage.
iii) Dry insulation test with power frequency voltage shall be conducted for
the main and auxiliary circuits shall be checked.
iv) Insulation resistance of the main and auxiliary circuits shall be checked.
v) Operation check shall be carried out for every control function as per the
approved schematic diagrams by manually simulating fault conditions
and operation of control switches/ relays etc.
1.9.3 For equipment bought from other sub-suppliers certified test reports of test
carried out at the manufacturers works shall be submitted. All routine test as
specified in the relevant standards shall be conducted by the sub-suppliers at
his works.

1.12.0 PACKING & FORWARDING
The switchboard supplied shall be transported to site with proper packing.
They shall be wrapped with polythene sheets before placing in the crates
card-board to prevent damage to the finish. Wooden platform at bottom
should be suitable for handling. Proper care should be taken while packing to
avoid ingress of moisture. Packing list shall be supplied along with the
material.
1.13.0 GUARANTEE
The switchboard and other equipment supplied shall be guaranteed for trouble
free operation for a period of 12 months from the date of commissioning or 18
months from the date of supply whichever is earlier. Any defects discovered
during this period shall be rectified by the supplier free of charge.
