Note: Tender must be submitted strictly in accordance with all the terms & conditions of the
Tender-Notice and in the tender form issued by the University, otherwise the tender shall not be considered and shall be rejected outright. Counter conditions shall not be accepted. Tenderers should read these conditions very carefully and comply strictly before submitting their tender. If a tenderer has any doubts regarding the interpretation of any of the conditions or specifications mentioned in these documents he should, before submitting the tender, refer these to the Director, Directorate of Planning & Monitoring, and obtain necessary clarification. SPECIAL TERMS & CONDITIONS FOR JOB WORK OF COLOUR PRINTING UNDER TENDER IN REFERENCE TO TENDER NOTICE
1. Sealed tenders are invited from the bonafide Printers for Colour Printing Job
required for various units of the University for the period 2018-19 w.e.f. the date
of approval of the tender to 24.06.2018.
2. Tender should be submitted on prescribed tender form enclosed herewith
(Page 1-4) along with samples of articles/materials to the Director,(P&M), MPUAT,
Udaipur and should reach on or before 24.06.2018 upto 11.30 AM. The Tender
should be submitted in a bigger envelope containing two envelopes; one
containing the earnest money and the other containing the rest of the documents
and duly sealed and marked “TENDER FOR JOB WORK OF COLOUR
PRINTING NOT TO BE OPENED BEFORE 24.06.2018 at 12.15 Afternoon”.The
tenders will be opened in the Directorate of Planning & Monitoring office in the
presence of tenderers or their representatives who may wish to be present on
24.06.2018 at 11.30 A.M. In case the tender is handed over personally at the
above office then a receipt should be obtained. The tender may also be sent by
Registered Post. However the University will not be responsible for any postal
delay. Any tender received after the due date and time shall not be considered.
3. The tender must be accompanied with an Earnest Money of Rs. 10,000/-
(Rupees Ten Thousand only) in the form of Demand Draft/Pay Order in the
name of DIRECTOR (P&M), MPUAT, UDAIPUR, payable at Udaipur failing which
it will be liable to be rejected. Cheques / F.D.R. are not accepted in any case.
The earnest money will be converted in Security Deposit for successful tenderer.
No separate security deposit will be required.
4. Tender must be submitted strictly in accordance with the terms & conditions and
specifications of the Tender document and the tenderer should not quote their
own /counter condition while submitting their tender documents otherwise the
tender will liable to be rejected. Once the tender is submitted, it will be considered
and construed that the tenderer agrees to all the terms & conditions of the tender.
5. The rates should be quoted in the tender form only. The rates should be quoted
inclusive of all taxes, if extra then mentioned separately.
6. Rates must be quoted upto the indentor destination: MPUAT jurisdiction
located in viz, Udaipur, Dungarpur, Banswara, Bhilwara, Chittorgarh, Rajsamand,
Vallabhnagar and Pratapgrah. The Unit officers will place order as per their

7. The rates shall remain firm and fix during the contract period and no increase shall
be allowed.
8. Validity of the tenders/offers would be 60 days from the date of opening of
the tender.
9. The approved rate shall be effective from upto 30.06.2018.
10. The tenderer is not allowed to withdraw or modify his offer or add any condition
after opening of the tender, otherwise his earnest money is liable to be forfeited.
11. University reserves the right to accept any tender not necessarily the lowest, reject
any tender without assigning any reason and accept one or more tender for all or
any one or more items for which tender has been submitted.
12. Payment of the bill shall be made by the Indentor after completion of the work, if
satisfactory. No part payment will be entertained/accepted.
13. Approved tenderer will have to execute an agreement in the prescribed format
(which shall be supplied with the approval order) on a non-judicial stamp of
Rs. 100/- at his own cost within seven days from the approval order in the
Director (P&M) Office.
14. The tender must be submitted accurately in accordance with the conditions of the
tender and all the enclosures (duly signed and stamped) otherwise the tender will
be rejected.
15. If the work order(s) is /are not executed in time and / or to the satisfaction, the
contract approval can be repudiated at any time by the Director (P&M), MPUAT,
Udaipur after giving an opportunity to the contractor (Tenderer) for being heard.
16. Notwithstanding anything contained herein before in these special terms &
conditions the University reserves to itself the right to take action against the
defaulting suppliers or against the supplier/agent(s) for any kind of misbehavior or
for any breach of the contract what-so-ever inclusive of forfeiture of security
deposit, cancellation of order, cancellation of the agreement and ban on future
business dealing and such other action which the University deem fit.
17. Rates must be quoted in appropriate column only of the prescribed tender form.
18. The ordered job work will have to be supplied within 15 days from the date of
placing the work order. The ‘Urgent’ marked purchase order(s) will have to be
supplied executed immediately within the period as mentioned in the order(s).
19. The tenderer shall quote the rate above/below in % on the University rate
mentioned in the tender form enclosed herewith. The rates should be quoted
taken together all the items i.e. A to G. Above and below must be written before %
figure quoted by the tenderer.
20. Liability on the part of University will arise only when the printing order is issued by
the Intending Officer of the University.
21. Legal Proceedings if any arising on this tender shall have to be lodged in the
courts situated in Udaipur only.

22. Proof reading will be arranged by the Indentor of the University from where
the indent has been issued.
23. One copy of the Typeset matter will be provided to the Indentor by the approved
printer in the format approved by the Indentor and this will be kept under safe
custody by the indentor. Above rates are upto the destination of the Indentor office
and including all charges except paper. Paper will be supplied by the concern
Indentor unit. For multicolour printing the paper wastage calculated will be 5%.
24. No payment will be made for poor workmanship & University will get the work
done at the risk & cost of the approved printer.
25. Delivery/Collection of proof etc. will be arranged by the approved printer.
26. Printing paper and printing materials will be collected/delivered by the
approved printer from the Indentor office of the University.
27. Paper usage account shall be submitted by the printer alongwith the bill else the
bills will not accepted.
28. The committee constituted for finalization of the tender reserves the right to visit
the site of the printer (tenderer).
