John Holland Rail• JHR won tender to deliver rail network operations and
all maintenance services for the NSW CRN from 16Jan12• Expected revenue of $AUD 1.5 Billion over 10 years• Manages 5,800 km of track across regional NSW for the
NSW Government– 2,400 km of operational lines and 3,400 km of non-‐operational
lines.– More than 400 employees – Additional 27,000 hectares of land is under management, – 600 rail under-‐bridges and 384 road bridges

INTEROPERABILITY
Interoperability is achieved by defining the interface standards for systems to connect to each other; not by harmonising all purchases
18 August, 2015 4Tel Pty Ltd Page -‐ 7
Protecting People. Protecting AssetsProtecting People. Protecting Assets
What is the Goal of Interoperability?• A core outcome is that the competitive tension of ideas must prevail while preserving safety:– Any third party must be able to connect– Any third party must be able to innovate– Any supply-‐chain monopoly structures must be changed to a competitive basis
• How should open-‐systems work:– The key is reliable, timely data managed by safety-‐accredited processes

The Goal is Safety at the Application Layer
18 August, 2015 4Tel Pty Ltd Page -‐ 9
• Digital systems work differently
• Safety is an app issue; not media or host!!
• Interfaces between Layers in a system
• Protocols between same Layers
• The Internet uses Open Systems standards

Is Harmonisation Interoperability?• Harmonisation
– The preferred railway systems approach as all systems are the same
– And ‘One Approved Way’ lowers risks
• BUT – Creates monopoly rents and higher prices– Stifles new features and innovation– Creates uncompetitive barriers-‐to-‐entry– Limits system integration or separation– Requires universal use of the same operating rules for safe operations

Interoperability is Different• Interoperability– Is demanding on interface standards & certification
• BUT–Allows separation of complex systems–Allows integration of new systems– Promotes innovation by allowing competitive features and functions

Interoperability Versus Harmonisation• Users should be able
to buy on the basis of what features and functions they need
• Then seek the security credentials they need to operate
• At no time should a user need to worry about “How do we connect?”

An Interoperable Train Control System• Users connect by
obtaining connection credentials, e.g. a SIM
• Users then seek the data encryption keys and the security credentials they need to operate
• Users then download the features and functions they need

The biggest security riskis an authorised person doing an unauthorised action, not hacking, in aprofessionally designedsystem. This has always been so.

Interoperability in Open Systems• Three core elements are needed to achieve interoperability between systems:– Methodology for network connections – IP DATA
– Methodology for describing data -‐ XML– Methodology for achieving security and operational integrity – ENCRYPTION & CREDENTIALS MANAGEMENT
• Interoperability is NOT Harmonisation

Proprietary systems allow innovation to improve services & value-‐for-‐money
Harmonised systems can stifle innovation & create monopoly rents

Harmonised Radio Modes• Radio spectrum and modes needs to be defined to provide flexibility to industry
• A harmonised suite of radios types is used:– 2G/3G/4G Mobile for economical coverage– Satellite Mobile, for ubiquitous geographical coverage – UHF 400 MHz Band for Private Mobile Radio (PMR)
• FM, 12.5 kHz; DMR, 6.25 kHz
– GSM-‐R at 1,800 MHz for ETCS L2 compatibility– Satellite navigation tracking
