Project History
In January 2006, Mayor Laura Miller and Council Member PaulineMedrano organized a task team composed of representativesfrom the Deep Ellum Foundation, Deep Ellum Residents Council,area businesses and city staff to change the negative perception
of the area and develop the unified community vision.
Vision
A mixed use community that can support substantial growth in
residency and diverse business presence in addition tocontinuous patronage activity during the day and night whilemaintaining Deep Ellums unique culture.

Project History
Elements that would support the vision:
Streetscaping (improved sidewalk accessibility, parkwayfurniture and landscape)
Better street parking experience Improved vehicle traffic flow that respects pedestrian and bike
traffic
Sidewalk cafs, coffee houses and restaurants Boutique stores and markets
After several bond town hall meetings, 2006 bond funds wereearmarked by City Council to allow the implementation of a scopeof work that would support the transformation of the area.

Allocated funds for streetscape improvements in the core areaof Deep Ellum from Good Latimer to Hall.
Original work scope will only provide better sidewalkaccessible corners, aesthetic streetscaping from the curb to
the building face and traffic signal upgrades.

Updated Project Scope
Considering recent community growth in addition to the current
desires and concerns expressed in formal community meetings,
city meetings, agency meetings, and informal gatherings where
City staff engaged Deep Ellum businesses, residents and
landowners a revised proposed project scope of work wasdeveloped which focuses on improving Elm and Commerce
beyond aesthetic elements being added to the area.

Proposed Scope of Work
This amended project scope focuses primarily on Elm Street andCommerce Street and includes improvements designed toconvert these roads into more patron-friendly and bicycle-friendly streets, complete streets.

Proposed Scope of Work
The updated scope requires the following major project adjustments
1.Reduce original improvements on Main Street and GoodLatimer(PB06U736, PB06U742).
2.Design streetscape improvements to extend past Hall Streetdown to Exposition to maintain a unified look in the community.
3.Reconstruction of both roads to widen the sidewalks and correctthe curb formation (uniform standard curb and street crown).
4.Upgrade substandard water and wastewater mains and stormdrainage system during the street reconstruction.
5.Request the necessary utility upgrades or relocations performedby designated utility owner (ex. Oncor, Atmos).
6.Convert all of Elm and Commerce in Deep Ellum into two-waystreets to be vehicle and pedestrian/bicycle friendly and safe.

Proposed Project Funding Constraints
$5.9 million in bond funding is available from the original project.The revised and expanded scope is projected to cost anestimated $13.5 million.
Coordination with other bond projects has resulted in a $1.5million contribution by Dallas Water Utilities to cover a portionof the water/wastewater design and construction.
Other sources will still need to be pursued to close thefunding gap
Up to $8 million will be requested for consideration in the nextbond program Outside agencies and organizations Deep Ellum development funds

Proposed Project Work Breakdown
Construction work has been strategically broken down into 2phases, with an optional 3rd phase being recommended forMain Street.
Current funding will cover the engineering design and 1st Phaseof construction work.
The goal is to award 2nd and 3rd phase construction contracts
as soon as funds are available

Thoroughfare Plan Amendment
The two-way conversion of Elm and Commerce will require anamendment in the Citys current Thoroughfare Plan which is a 3 to4 month process.
Interdepartmental staff reviews project information fromvarious city departments and other agencies;
Community meeting with the property owners to discussamendment and address concerns when necessary;
Amendment is presented for consideration and voted on bythree governing bodies
1. City Plan Commission Transportation Committee (CPCTC);2. City Plan Commission (CPC); and3. City Council has final authority to approve or deny.
