Role of structural engineer in construction
According to the website (Engineers Australia), Structural Engineering is concerned with the research, planning, design, construction, inspection, monitoring, maintenance, rehabilitation and demolition of permanent and temporary structures, as well as structural systems and their components. It also considers the technical, economic, environmental, aesthetic and social aspects of structures.
Some of the common tasks that structural engineers are involved in are:analyzing configurations of the basic structural components of a building or other structure;
• calculating the pressures, stresses and strains that each component, such as a beam or lintel, will experience from other parts of the structure due to human use or environmental pressures such as weather or earthquakes;
• considering the strength of various materials, e.g. timber, concrete, steel and brick, to see how their inclusion may necessitate a change of structural design;
• liaising with other designers, including architects, to agree on safe designs and their fit with the aesthetic concept of the construction;
• examining structures at risk of collapse and advising how to improve their structural integrity, such as recommending removal or repair of defective parts or rebuilding the entire structure;
• making drawings, specifications and computer models of structures for building contractors;
• investigating ground conditions and analyzing results of site tests, such as soil samples;
• liaising with construction contractors to ensure that newly erected buildings are structurally sound;
• applying expert knowledge of the forces that act on various structures;• using computers and computer-aided design (CAD) technology for
simulation purposes.(Prospects.ac.uk.)
Submission Procedure
Submission Procedures For Structural Plan Approval
GeneralBuilding structural plans must be submitted by a Qualified Person for structural works who is a registered Professional Engineer in the civil or structural discipline.Application for approval of structural plans should be submitted well in advance, before construction works commence. It is an offence to carry out building works if the plans have not been approved and a permit to carry out structural works has not been granted by the Commissioner of Building Control.In order to expedite and streamline the whole process, the Commissioner of Building Control allows parallel and phased submissions, as follows:
Parallel submission:Application for approval of structural plans can be submitted to the Commissioner of Building Control while seeking planning permission from the Competent Authority. The Commissioner of Building Control will process the application but approval will be granted only when planning permission has been obtained (either a provisional or written permission) from the Competent Authority.
Phased submission:-If building works involve several stages of work, the structural plan approval application can be submitted in phases according to proposed stages of work. This will allow construction works for the first stage to commence early, without having to wait for plans of the entire structure to be approved. For example, plans can be submitted according to the following stages:• piling • substructure or basement • superstructure• In addition, if the project is complex and consists of many independent
structures, plans for the various structures can be submitted separately for approval.
