Spring Meeting at Gilwell Park
Andrea Demarmels / WSB-ERO 2012HighlightsAn update on progress made and challenges encountered bythe Working Groups and Core Groups and a review of thebudgetary process were major points on the agenda of therecent meeting of the European Regional Scout Committeeat Gilwell Park, the historic Scout Centre of The Scout
Association (UK) located on the edge of London.
The Committee also adopted a position paper on Volunteering and received a report on the Offices humanresources development from the Regional Director.
Attending the meeting as a guest, World Scout Committee
Member Joo A. Gonalves shared news from the Worldlevel, which included an update on recent recruitments ofnew staff at the World Scout Bureau and an overview ofprogress made by the different task forces and workinggroups set up by the World Scout Committee (for moredetails see also World Circular 15/2012).
Committee members renewed their contacts and hadexchanges with representatives of The Scout Association(UK) at a reception held by the Associations NationalBoard.
A session of the Joint Committee of the European ScoutRegion and the Europe Region WAGGGS took place as
well, during the course of which the host countries of
upcoming Joint Events were selected: the InternationalCommissioners Forum will be held in Athens, Greece, inDecember 2012, and Roverway 2016 will be held in France.
Roverway 2012 The presence of the European Scout Region at this majorevent for the senior age section was reviewed and the plansfor workshops (WOSM-only and Joint), exhibitions andexternal invitees reviewed.
Progress ReportsHalfway through the Triennium, the activities undertaken bythe different Working Groups and Core Groups wereadvancing according to plan. Committee members, Officestaff and Regional volunteers were increasingly involved inplanning, coordinating and delivering tailored support toNSOs and NSAs in all parts of Europe.
A number of important meetings had taken place sinceNovember or were planned for the coming months,including JUMP, the Joint Regions major event on Growththrough Quality and the 7th European Scout Froum onEducational Methods.
Initital thoughts were shared concerning form and content
of the Regions 2011/2012 annual report. It was also agreedthat an updated version of the Membership Report would becirculated by the end of 2012.
Regional Events 2012-2013With the next European Scout Conference little more than ayear away, the Region will see a number of important eventsin the coming months. The Committee agreed to a logicalsequence which will allow for these events to contribute tothe work eventually leading to the next Regional Scout Plan:

20th European Scout Conference 2013In the framework of the meeting of the Joint Committee,Katrin Kelly, of the Host Commmittee for the BerlinConferences, updated the Committees on the planningprogress, including elements of the financial andcommunication plans. It is expected that the Conference
website containing all essential information will beoperational before the end of April.
The Committee also discussed different ways of how best toencourage candidatures for the next European ScoutCommittee and how to solicit more bids from NSOs wishing
to host the European Conferences in 2016.
Major Points Activities The Regional Working Groups and Core
Groups are now in their delivery phase,refelcted in an increasing number of TailoredSupport activities across Europe. The Groupsare carefully monitoring the differentperformance indicators which will contribute tothe evaluation of the Regions work during thecurrent Triennium.
Events A number of important Regional events willtake place between now and June 2013,
ensuring a smooth preparatory process leadingto the next European Scout Conference.

European Regional Office: HR Development The Committee received a report on the Offices humanresources development. Subject to the availability ofsufficient funds, a revised structure will be put in place tomeet changing needs.
The recruitment of a Project Officer (Youth Programme) forthe Geneva Office is about to be finalised with the successfulcandidate expected to start working in April or May 2012.
Tailored Support & Consultancy Work The Committee welcomed efforts undertaken by theOrganisational Development Core Group and the Office inmapping all current and potential Tailored Support Projects.Not only did the resulting tool provide a useful overview butit will certainly also contribute to further improving themanagement and delivery of the Regions consultancy work.
Finances and BudgetThe development of the financial market continues to have anegative impact on the performances of the Regions mainfunds. This will make it necessary to carefully plan the 2012-2013 budget, as a number of budgeted expenses will have tobe reduced. The Committee, Office and Coordinators will
work together and revise the current draft in order for theCommittee to approve realistic and workable figures at the
June meeting.
Partnership Fund The Committee reviewed a number of interim and endreports of projects funded by the Partnership Fund andconsidered three new applications. Several other potentialprojects are currently being prepared.
The Committee further agreed to review more generally thecurrent modalities of the Partnership Fund at one of its nextmeetings.
European Scout Foundation (ESF) A number of successful meetings of the FoundationsFriends of Scouting in Europe (FOSE) had resulted in therecruitment of new members from a number of differentcountries. Efforts will continue to further increase thenumber of FOSE, whose annual contributions constitute animportant income of the Foundation.
The Committee underlined the important work of the ESFand agreed to reinforce its efforts to regularly communicatethe Regions funding opportunities available to NSOs andNSAs, in particular the Small Project Scheme of ESF, thenew Leadership Training Fund, which would be announcedshortly, and the Eric Frank Trust.
Messengers of Peace The Committee noted with interest that a number ofstimulating projects had recently been reviewed by theRegional Decision Committee but agreed that efforts neededto be increased to solicit more projects.
The Project Team at the WSBs Central Office had promisedto give adequate publicity to all projects once they would beunder way. Good stories and pictures were welcome toillustrate activities and their impact.
European NSOs and NSAs The Committee received reports in relation to the current
situation of some European NSOs.It was noted that a number of Associations in Europe werecelebrating their centenaries this year. Appropriate messages
would be dispached through Committee Contacts.
