SEALS

SealsusedtosecureloadedcontainersandtrailersboundfortheU.S.mustmeetorexceedthecurrentPASISO17712standardsforhighsecurityseals.

EntitieswithinthesupplychainmustinstituteproceduresforrecognizingandreportingcompromisedsealstoCBPorotherappropriateforeignauthority.

ADVANCEDSUBMISSIONOFDATA

C-TPATimporterswhoarecurrentlynotfilingentrypriortothearrivaloftheircargointheportofarrivalarenotreceivingtheirfullC-TPATbenefits,especiallyreducedexaminations.TofullyrealizethereducedcargoexaminationsaffordedtocertifiedandvalidatedC-TPATimporters,entrymustbemadetoCBPasearlyintheimportationprocessaspossible,andataminimum,24hourspriortothecargoarrivingtothefirstportofentrywithintheUnitedStates.ThereasonthisisnecessaryisthatC-TPATbenefitsarealignedwithaC-TPATmembers'importerofrecordnumber.Theimporterofrecordnumberonlybecomesknownwhenentryisfiled;importerofrecordnumbersarenotidentifiedonmanifestinformation.Toreceivefullbenefits,theentryshouldbefiledpriortoarrivalofthecargo.Thisappliesonlytocargoimportedviaoceantransport(seacontainers),andnottocargoarrivingviaothermodesoftransport.

CARGODISCREPANCIES

Regardingillegalorsuspiciousactivitiesoranomalies:

• Thediscrepancyoranomalymustbefullyinvestigated.• CBPand/orotherappropriatelawenforcementagencies,asappropriate,shouldbe

notifiedofsuchdiscrepancyoranomaly.• PTSIwillassistinthereportingoftheanomaly,andwillmakeappropriatemodificationsin

thetransmissionofentrydata.

SHIPPING&RECEIVING

• Arrivingcargoshouldbereconciledagainstinformationonthecargomanifest.• Thecargoshouldbeaccuratelydescribed,andtheweights,labels,marksandpiececount

indicatedandverified.• Cargoshouldbeverifiedagainstpurchaseordeliveryorders.• Driversdeliveringorreceivingcargomustbepositivelyidentifiedbeforethecargois

receivedorreleased.• Proceduresshouldalsobeestablishedtotrackthetimelymovementofincominggoods.

PHYSICALSECURITY

Cargohandlingandstoragefacilities,aswellasthosefacilitiesusedtomakeentryoftheinternationalcargo,musthavephysicalbarriersanddeterrentsthatguardagainstunauthorizedaccess.

Fencing

• Perimeterfencingshouldenclosetheareasaroundcargohandlingandstoragefacilities.• WhenrequiredbyCBP,interiorfencingwithinacargohandlingstructureshouldbeused

tosegregatedomestic,international,highvalue,andhazardouscargo.• Allfencingmustberegularlyinspectedforintegrityanddamage.

GatesandGateHouses

• Securitygatesthroughwhichvehiclesand/orpersonnelenterorexitmustbemannedand/ormonitored.

• Thenumberofgatesshouldbekepttotheminimumnecessaryforproperaccessandsafety.

Parking

Wheresubstantiallycomparablealternativeparkingisavailable,privatepassengervehiclesshouldbeprohibitedfromparkinginoradjacenttocargohandlingandstorageareas.

BuildingSecurity

Cargohandlingandstoragefacilities,aswellasthosefacilitiesusedtomakeentryofinternationalcargo,musthavephysicalbarriersanddeterrentsthatguardagainstunauthorizedaccess.

Lighting

Adequatelightingmustbeprovidedinsideandoutsidethefacilityincludingthefollowingareas:

• Entrancesandexits• Cargohandlingandstorageareas• Fencelinesandparkingareas

AlarmSystems&VideoSurveillanceCameras

WhenreasonablyandspecificallyrequiredbyCBP,alarmsystemsandvideosurveillancecamerasmustbeutilizedtomonitorpremisesandpreventunauthorizedaccesstocargohandlingandstorageareas.
