3 FOREWORD
MSME-DI, Chennai, Tamil Nadu is one of the field outfit of Office of Development
Commissioner, Ministry of Micro, Small and Medium Enterprises (DC-MSME) established in the year 1954 for implementing the various policies and programes of Ministry of MSME towards entrepreneurship development in Micro, Small and Medium Enterprises across the State in liaison with State Govt. and other stake holders. This Institute covers 32 Districts in the State of Tamil Nadu and UT of Puducherry. with the following mandate

provide mentoring services. For Existing entrepreneurs. To provide techno economic consultancy
and facilitation service Skill Development: To impart need based skill training through Skill

This report contains brief details of the District, geographical information, statistical
data relating to MSME’s of the district, registration under Udyog Aadhaar Memoramdum (UAM), potential areas for investment in service sector and manufacturing sector, identified industrial clusters, key contacts for whom to contact for what etc. . The report has been prepared based on our earlier first edition report duly updated from data/inputs collected by District nodal officers and from reports/publications of M/o. MSME, Govt. of India and Govt. of Tamil Nadu, MSME Deptt.
Economic Investigation Division of the Institute has taken special efforts in
collection and compilation of the relevant data for preparing the document not only for the THE NILGIRIS District but for all the Districts of Tamil Nadu. My sincere thanks to all the officers of the Institute for their cooperation in bringing out this brief industrial profile.

BRIEF INDUSTRIAL PROFILE OF THE NILGIRIS DISTRICT
2015-16
1. General Characteristics of the District:
Nilgiri district popularly known as the “Blue Mountains” is a tiny district, with an area of 2545
sq.km, forms an integral part of the Western Ghatswas a part of Coimbatore district till 1868. In August
1868 the Nilgiris was separated from the Coimbatore District and brought under the control
of a Commissioner. In February 1882, the Nilgiris was made a district and a Collector was
appointed in the place of the Commissioner. The District form part of the Western Ghats in
western Tamil Nadu, at the junction of Karnataka and Keralastates in Southern India. Over 2,700
species of flowering plants, 160 species of fern and fern allies, countless types of flowerless plants,
mosses, fungi, algae, and land lichens are found in the sholas of the Nilgiris.
39% of the land in Nilgiris is used for agricultural purposes. The Nilgiris District is basically a
Horticulture District and the entire economy of the district depends upon Horticulture Crops like Potato,
Cabbage, Carrot, Tea, Coffee, Spices and Fruits. The main cultivation is plantation Crops, viz., Tea and
Coffee. Potato and other vegetables are raised in Udhagai and Coonoor Taluks. Paddy and Ginger are
grown in Gudalur and Pandalur Taluks. Paddy is also grown in Thengumarahada area in Kotagiri Taluk.
Besides these crops, Ragi, Samai, Wheat, Vegetables etc., are also grown in small extent throughout
the district
1.1 Location and Geographical Area:
The Nilgiris is situated at an elevation of 900 to 2636 meters above MSL. Its
latitudinal and longitudinal dimensions being 130 KM by 185 KM. The Nilgiris is bounded on North
by Karnataka State on the W est by Coimbatore District, Erode District, South by Coimbatore
District and Kerala State and as the East by Kerala State. The geographical area of the District is
2565 Sq.km.
1.2 Topography:
In Nilgiris District the topography is rolling and steep. About 60% of the cultivable land
falls under the slopes ranging from 16 to 35%. The entire district is hilly and is divided into
natural zones viz., the Nilgiris plateau and the W ynad tableland.
Soils have been defined as a thin layer of earth's crust which serves as a natural
medium for the growth of plants. The soil formation may be classified into four varieties viz., alluvial
soil, laterites soil, black soil, and red soil. The district is prone to landslides and soil erosion
during heavy rains. The major types of soil in the district are sandy loam, red loamy soil, and
black soil seen in the dam and riverbed areas.
Due to its altitudes, the climate in this district remains to the Maximum of 21 degree Celsius to 25 degree Celsius and the minimum of 10degree Celsius to 12degree Celsius during the summer. During the winter the temperature available to the maximum 16degree Celsius to 21degree Celsius. and minimum of 2degree Celsius

1.3 Availability of Minerals: In general the Nilgiris district is not rich in mineral resources. Few minerals such as Iron ores,
Bauxite, Mica, Black 1 Granites and Magnesite are the minerals available in the district. Iron ores in Nilgiris are of the variety called Magnesite, Quartzite and the mainoccurrences are situated in the triangular belt between Devala, Pandalur and Devarshola. Minor occurrences are found in the North West of Muthumalai also. Low-grade bauxite with alumina content varying from 32 to 48% occurs in Parsons Valley and Wenlock downs area near Udhagamandalam.
A total area extent of 1,78,900 sq.m with a maximum thickness of 6m of primary bauxite and
1,70,000 sq.m of detrial bauxite have been located in these areas. In Kotagiri Taluk bauxite deposits are seen near Kotagiri, Kercambai and Elada areas, a total reserve of 0.18 million tonnes with 40% and 12.03 content has been estimated in these areas. Some of the bauxite from Kotagiri is being utilized by the A.C.C Cement Factory at Madukkarai. Muscovite Mica is seen in a number of pegmatite in Gudalur Taluk.
About 10 mines are present in Cherambadi area of the Taluk. A few workable deposits of
Muscovite mica of 15 -20 cm. across in size occur in the pegmatite near Bokkapuram, Chembanattam, Pandalur, and Cherambadi. The dolerate dyke rocks which are otherwise called as Black Granite are concentrated in the upper Bhavani area. A thin rein of Magnesite is available at Thengurmarahada in Moyar valley. Probable reserves of 1, 00,000 tonnes were estimated up to 20-M depth
1.4 Forests:
The area under forest during the plan era has progressively improved. Forests
account for 56.4 % of the total geographical area. The total coverage of forest is 143351
hectares in this district, which accounts for 6.7% of the total state forest area. The main
forest produces are sandalwood, bamboo, teak, eucalyptus, grandies blue gum, and wattle.
The forest of Nilgiris district can be classified into four groups' viz., the evergreen
woods (sholas) on the Nilgiris plateau, the artificial plantations (for firewood) of Australian
trees around the hill stations in the district, the deciduous forest of the northern slopes
including the Moyar valley and the forest in Gudalur sub-region, which are also deciduous but
far heavier and more dense than those of northern slopes of this district.
1.5 Administrative set up.
For administrative purpose, the district is divided into four blocks, viz.,
Udhagamandalam, Coonoor, Kotagiri and Gudalur. For local administration, the district has
2 Municipalities, 4 Panchayat Unions, 27 Village Panchayats and 54 Revenue villages
covering 1077 hamlets.
1.6 Crops
The Nilgiris District is basically a Horticulture District and the entire economy of the district depends upon the success and failure of Horticulture Crops like Potato, Cabbage, Carrot, Tea, Coffee, Spices and Fruits. 1.8 Transport
The Nagapattinam - Gudalur National Highway Passes through this district. All the taluks are connected with Major District Roads. The village roads are maintained by Panchayat Union. There is no sea port or Airport in this district. 2. DISTRICT AT A GLANCE:

3. INDUSTRIAL SCENARIO
The main industry of the Nilgiris District is processing of Tea. There are about 80 Tea Factories spread throughout the district. Coffee is also grown but the Coffee produced in the district is cured either at Mettupalayam or Coimbatore. As vast area is under Eucalyptus plantation, the manufacturing of the oil is pursued as a cottage industry.
The important industry in the public sector is the Hindustan Photo Films Manufacturing
Company Ltd., located in Indunagar, other being the Cordite Factory, Food/Specialities Ltd., Protein Products of India Ltd., Needle Industries (India) Private Ltd., and Ponds (India) Private Ltd., The Chief articles of trade in the district are tea, coffee, vegetables, fruits, timber eucalyptus oil, garlic and pepper. The products grown here are marketed both at Udhagamandalam and Mettupalayam.
3.1. Industrial Estates in the District
The Tamil Nadu Small Industries Development Corporation (TANSIDCO) has set up an industrial estate at Udhagamandalam
9 3.2 Industrial infrastructure in Nilgiris
Agro-export zone for flowers in Nilgiris District An Agri Export Zone for flowers at Ooty covering Nilgiris district is being established with the participation by private promoter at a project cost of Rs. 15.89 crores. Infrastructure facilities like auction centre, mother plant nursery, precooling, cold storage, reefer vans, Hi-tech training centre, common marketing facility, etc., are to be provided in the zone. The department of Horticulture & Plantation Crops is conducting Hi-tech floriculture training and providing planting materials at 50% subsidized cost and subsidy for green houses, shade nets to flower growers. An information centre for providing technical consultancy and other horticultural information to the growers established at Ooty.

3.4 UDYOG AADHAAR MEMORANDUM (UAM)
Govt. of India, Ministry of Micro, Small and Medium Enterprises(MSME) has notified the
Udyog Aadhaar Memorandum(UAM) under the MSMED Act, 2006 vide gazette notification [SO
No. 2576(E)] dated 18-09-2015 in order to promote ease of doing business for MSMEs. A one-
page simple registration form for online filing of UAM has been introduced which replaces the
filing of Entrepreneur’s Memorandum Part I & II. The filing of UAM can be done on
www.udyogaadhaar.gov.in or www.msmeonline.tn.gov.in .Registration is online
and user-friendly. UAM can be filed on self-declaration basis. No documentation required. No
Fee for filing. Can file more than one Udyog Aadhaar with same Aadhaar Number. EM-I has
been abolished. Udyog Aadhaar (UA) is for running units. No need to apply for
upcoming units.

3.11 Growth Trend
1. Being a popular hill station tourism and Hospitality industry has developed tremendously.
2. Nilgiris tea is very famous but of late due to marketing, labour and cost factors, tea processing
has stagnate.
3. A number of essential Oil extracting units have come up. But they are mostly at cottage level only.
3.12 Vendorisation / Ancillarisation of the Industry
Since there are very few large scale industries scope for Vendorisation /
ancillarisation is very limited. Existing Hydro power generation plants offer some scope for manufacture
of electrical power generation/distribution components.
