Bureau of Indian Standards (BIS) came into existence,
through an Act of Parliament dated 26 November 1986,
on 1 April 1987, with a broadened scope and more powers
taking over the staff, assets, liabilities and functions oferstwhile Indian Standards Institution (ISI). Through this
change over, the Government envisaged building a climate
for quality culture and consciousness and greater
participation of consumers in formulation andimplementation of National Standards.
The Bureau is a Body Corporate consisting of 25 members
representing both Central and State governments,
Members of Parliament, industry, scientific and research
institutions, consumer organizations and professionalbodies with Union Minister of Consumer Affairs, Food and
Public Distribution as its President and with Minister of
State for Consumer Affairs, Food and Public Distribution
as its Vice-President.

Organizational Network
With BIS Headquarters at New Delhi, a network of 5
Regional Offices at Kolkata (Eastern), Chennai (Southern),Mumbai (Western), Chandigarh (Northern) and Delhi
(Central) and Branch Offices at Ahmedabad, Bangalore,
Bhubaneshwar, Bhopal, Coimbatore, Faridabad,
Ghaziabad, Guwahati, Hyderabad, Jaipur, Kanpur,Lucknow, Nagpur, Parwanoo, Patna, Pune, Rajkot,
Thiruvananthapuram and Vishakhapatnam (depicted on
the back cover page) serve as effective links between State
Governments, industries, technical institutions, consumer
organizations, etc of the region.

j) Financial, Resources Mobilization and Utilization etcBureau of Indian Standards has maintained the thrust and
dynamism in the changing global scenario and exhibited
an all round progress during the year 2006-07. It recordeda total income of Rs 1453.23 million and a growth of over
19.12 percent over the income in the previous year. For
the eighteenth consecutive year, BIS met its recurring and
non-plan expenditure from its own resources.
The highlights of achievements during 2006-07 are:

4 449 Indian standards have been harmonized withInternational Standards so far. Considering number
of standards where corresponding ISO/IEC
Standards exist, about 74 percent standards are
harmonized.
2 468 Product Certification licences have beengranted. The total number of operative licences as
on 31 March 2007 were 19 286 (excluding

212 enforcement raids were carried out all over India
on firms misusing the BIS Standard Mark and 36

Number of Test Reports issued by BIS Laboratorieswas 26 945.
Fulfillment of obligations by BIS as a member of
International Organization for Standardization (ISO)
Council for the 2006-07 term. ISO Council is thehighest governing body of ISO.
Holding of the thirty-ninth International TrainingProgramme on Standardization and Quality

Systems for developing countries.
Celebration of World Standards Day on 13 October
2006 to commemorate the establishment of theInternational Organization for Standardization (ISO).
Celebration of Hindi Pakhwara during 1st to 15thSeptember 2006 where a lot of different competitions

uhfrxr dk;Ziz.kkfy;k vkSj vk;kstukThe Bureau of Indian Standards (BIS) as the National
Standards Body of India has been successfully promoting and
nurturing the standardization movement in the country since1947. BIS has initiated several steps towards enhancing the
efficiency of its operations and upgrading of services.
The Executive Committee had three meetings during the
year to advise BIS in implementation of new policy/directives
while the financial committee met two times during the year.
The important initiatives were taken in the following areasduring the year:
1. Formulation of 29 standards on Natural Gas Pipeline
System for transmission of gas covering 14 areas.
2. Preparing for Mandatory Hallmarking certificationscheme in a phased manner.
3. Simplification of Grant of Licence procedure.
4. Outsourcing of inspections under Product certification
and Enforcement activities.
5. Launching certi f ication for IS 15700 : 2005 -
Requirements for Service Quality by Public Service
Organizations and for IS/ISO 22000 Food SafetyManagement Systems Standard.

STANDARDS
STANDARDS FOURMULATION
For formulation of standards, BIS functions through the
Committee mechanism in terms of Sectional Committees,
Subcommittees and Panels set up for dealing with specific
group of subjects underrespective Division Councils. The
Sectional Committees,
Subcommittees and Panels
comprise of representatives fromthe industry, government,
research and development
organizations, consumer and
individual experts.
A proposal for formulation ofIndian Standard(s) can be
submitted by any stakeholder
including Ministries of the CentralGovernment, State Governments,
Union Territory Administrations,
Individual Consumer or Consumer
Organizations, Industrial Unit, etc.
The proposal when approved bythe concerned Division Council is forwarded to an
appropriate Sectional Committee for formulation of Indian
Standard(s).

IS 15687 (Part 1) : 2006 Single Capped FluorescentLamps The lamps covered under this standard are singlecapped fluorescent lamps for general lighting purposes
having a single cap, for operation on external circuits witheither an internal or an external means of starting. This
standard covers safety requirements. It also specifies the
method - a manufacturer should use to show compliance
with the requirements of this standard on the basis of whole
production appraisal in association with the test records
on finished products. Besides conserving energy, the
standard would give a boost to Indian manufacturers to
upgrade their product compatible with those manufactured
in developed countries thereby creating an opportunity to
compete in the global market.
IS 15707 : 2006 Testing, Evaluation, Installation and
Maintenance of ac Electricity Meters Code of Practice
The Code of practice would provide guidance to various
service providers in metering industry responsible for
maintaining metrological and functional performance of
ac energy meters throughout the life of the meters covering
testing, calibration, installation and maintenance. Its aim
is also to establish a performance based good meter asset
management plan. It covers type approval, life certification,
verification, sealing and seal management, acceptance,
transportation, storage, installation and commissioning,
maintaining in-service with emphasis on in-servicecompliance and meter test station practices. Accuracy of
meters on site conditions has also been covered.
IS 14581 : 2006 Guidelines for Formulation and
Operation of a Suggestion Scheme in an Organization
A Suggestion Scheme is a management encouraged
scheme through which the employees can offer their ideas
voluntarily for rectification of deficiency, improvements
leading to better method of work and/or financial savings,
better work culture and environment. This standard
provides guidelines for the formulation and implementation
of a Suggestion Scheme in an organization. The mainemphasis of the Suggestion Scheme is how to motivate
employees and contribute to the management of change.
It basically aims to generate ideas from employees at all
levels in order to improve standardized procedures for
enhancing productivity, quality and cost reduction.

that are acceptable to and safe for the downstream pipeline
or distribution system. This Code covers thecommissioning, safety aspects, operation andmaintenance of natural gas pressure regulating and
metering terminal.
IS 15750 : 2006 Household Frost-Free RefrigeratingAppliances Refrigerators Cooled by Internal ForcedAir Circulation Characteristics and Test Methods Specification Frost-free refrigerators are in vogue andtherefore a need was felt to have a standard in order to
protect the consumer interest. This standard specifies the
essential characteristics for household refrigerator andrefrigerator-freezer cooled by frost-free system and lays
down the methods of test for the checking of thesecharacteristics. The standard prescribes requirements
which are in line with ISO 15502 : 2005. In order to make
the appliances energy efficient, it specifies MinimumEnergy Performance Standards specified by Bureau of
Energy Efficiency.
IS 15757 : 2007 Follow-up Formula ComplementaryFoods Follow-up formula complementary foods is usedas a liquid part of the weaning diet for infants after the age
of six months up to the age of two years. Follow-up formulacomplementary food is the product prepared by spray dried
milk of cows and buffaloes or a mixture thereof. The
standard prescribes in detail the quality of the ingredientsto be used for the manufacture of follow-up formula
complementary foods and also chemical requirements
which include minimum requirements for various vitamins
and minerals which are required for the development of
infants. The detailed microbiological specifications are alsoa part of this standard which includes absence of coliform

IS 15741 : 2006 Textiles Resistance to Ignition ofCurtains and Drapes Specification and IS 15768 :2007 Textiles Resistance to Ignition of UpholsteredComposites Used for Non-Domestic Furniture In viewof increasing fire hazards in public buildings, entertainment
places such as multiplexes, shopping complexes, marriage
pandals, hospitals, theaters, etc and high rise buildings, it
is essential to use fire retardant textiles (curtains, drapesand upholstered composites) in such public places/
buildings in order to save valuable human life and damage
to property. The above standards specify flame resistance
requirements for curtains/drapes and upholsteredcomposites in terms of smouldering cigarette test, match
flame equivalent test and the crib test depending upon
the type of hazards present in buildings, that is low,moderate and high hazard categories of buildings. The
standard also incorporates the list of low, moderate and
high hazard categories of public buildings.
IS 15651 : 2006 Textiles Requirements for
Environmental Labelling Specification In the postWTO regime, the importance of environmental labelling
of textiles has increased considerably and various
countries are making it mandatory in order to safeguard
the health and safety of the consumers against various
hazardous chemicals and dyes present on textile products.
It is, therefore, essential to prevent Indian consumers
against dumping of cheap imports and also to gear our
industry to meet the challenges of exports. Keeping this
in view, the above standard has been formulated which
includes environmental labelling requirements for all types
of textiles including ready made garments except jute and
coir textiles. The standard covers limits for presence ofhazardous dyes and chemicals on textiles such as urea

IS 15647 : 2006 Hot Rolled Steel Narrow Width Strip
for Welded Tubes and Pipes In India, certain small
scale re-rolling mills are producing hot rolled narrow
width steel strips, popularly known as Patra. Keeping
the interest of these steel mills in view, a need was felt
to formulate an Indian Standard to facilitate manufacture
of quality hot rolled steel narrow width strip which will be
used for manufacturing of welded tubes and pipes for
non-critical applications. This standard covers therequirements for weldable quality hot rolled narrow width
steel strip up to 600 mm for manufacture of steel pipes
and tubes for non-critical applications such as low
pressure water and furniture purposes. The hot rolled
narrow width steel strip manufactured as per this standard
shall not be applicable for manufacture of steel pipes for

IS 8310 : 2006/ISO 2108 : 2005 Information andDocumentation International Standard Book Number(ISBN) (second revision) The International StandardBook Number (ISBN) has been internationally recognized

This set
of 29 standards was dedicated to the nation in afunction by Shri Taslimuddin, Hon'ble Union Ministerof State for Agriculture, Consumer Affairs, Food andPublic Distribution on 15 February 2007. In this function
Dr. U. D. Choubey, CMD, GAIL who also graced theoccasion received the set of standards from ShriTaslimuddin, Hon'ble Union Minister of State forAgriculture, Consumer Affairs, Food and PublicDistribution. The introduction of these standards wouldbecome especially relevant in the context of de-regulation of gas supply business with multiple playersin the transmission business and need for a cross-country National Gas Grid. Safety and environmentparameters have been given paramount importancewhile formulating these Indian Standards fortransmission of gas and therefore would be extremelyhelpful in deciding safety parameters and furtherimprove our environment.
Review and Updating of Standards
Standards are reviewed as considered necessary, but
at least once in five years. During the year 3 848standards were reviewed, 3 691standards were
reaffirmed, 211 were taken up for revision and 102 were
withdrawn. In addition, 254 amendments to standards
were published.
Harmonization
In the market scenario, India is facing challenge of
global competition. The only way to sustain in theglobal markets is to harmonize Indian Standards, as

Seminars for Implementation of Standards
BIS has taken up a drive to intensify the implementation
of Indian Standards through Seminars in different fields.All technical divisions organized Seminars in identified
sectors where stakeholders such as manufacturers, users,
R&D organizations, Government institutions and others
participated. In all 32 Seminars/Workshops wereconducted to disseminate information on standards
available in the specific fields for increased implementation.
These Seminars were conducted in industrial estates,
clusters where there is concentration of specificmanufacturers about which the information was to be
disseminated. During these Seminars opinion and

Educational Utilization of Standards Programmes (EUS)
The students and faculty of professional institutions
need to be trained in the field of standardization and
management systems, so that they are well equipped
to introduce quality in goods and services to be
delivered by them. Recognizing this BIS has been
regularly conducting programmes on EducationalUtilization of Standards with the specific aim to
propagate the message of standardization and to create
awareness about latest Indian Standards in various
professional institutes and universities through out the
country. Special kit of Reference Material pertaining to
specialized fields has also been prepared for distribution
amongst the participants in such programmes.

Industry Awareness Programmes
The basic aim of the Industry Awareness Programme isto propagate the concept of standardization and
management systems amongst small scale industries.
Such programme organized by
BIS consist of lectures,discussions and video films
shows, where the participants
are exposed to the concept of
standardization, ManagementSystems Certification, product
certification and other BIS
activities. Standards relating to
specific industrial sector,depending upon the
concentration of industries in
the area, are also highlighted
in such programmes. Theseprogrammes are organized by
BIS in collaboration with Local Industry Associations and
Small Industries Service Institute.
During the year 42 such programmes were organized
all over India such as Kajkot Engineering Association,
Saurashtra Pipe Manufacturing Association, Rajkot;
The Nilgiris District Coop. Milk Producers Union, Ooty;SISI, New Delhi; Textile Industry, Coimbatore and
Association of Gold Merchant in Kochin and Kochi.
State Level Committees (SLCs)
In order to have a permanent mechanism at the State Level
to ensure effective implementation of standards and to
propagate the message of Standardization and Quality
Systems all over the country, State Level Committees
(SLCs) for Standardization and Management Systems
have been set up in almost all States/Union Territories.
During the year meetings of SLCs in Haryana, Gujarat,
Maharashtra,Goa,Raipur and Rajasthan were held. During
these meetings emphasis was made on the purchase of
BIS certified material by the State Government, Training
of Personnel, Enforcement of Quality Control Orders,
Consumer education and granting more incentives by
State Governments to units holding products as well as
Quality Systems Certification Licences.
World Standards Day
The World Standards Day was celebrated by BIS at its
headquarters at New Delhi and also at Regional, Branch

Rajiv Gandhi NationalQuality Award (RGNQA)
Rajiv Gandhi National Quality
Award was instituted by the
Bureau of Indian Standards in1991 with a view to give special
recognition to the best
industries. This award isintended to generate interest
and involvement of Indian
Industry in quality programmes,
drive Indian products to higherlevels of quality and better equip
Indian organizations to meet the
challenges of domestic and
International markets. Thisaward is an annual feature. It
has been designed in line withsimilar awards in other
developed countries likeMalcolm Baldrige Quality Award
of USA, Deming Prize of Japan
and European Quality Award.
The assessment criteria forthese awards are based on Total
Quality Management (TQM)
and are at par with the criteria for other similar overseas
awards.
The awards for the year 2006 were given by Shri
Taslimuddin, Hon'ble Union Minister of State forAgriculture, Consumer Affairs, Food and Public Distribution
in the awards presentation ceremony organized at
Convention Centre, Scope Complex, Lodhi Road, New
Delhi on 15 February 2007.
Publicity
To spread awareness of the activities of BIS among
common consumers and create a strong consciousness
for quality, it undertook various publicity activities through
various media. BIS officials had participated in approx 30
talks and interviews on BIS related subjects which were
telecast over Doordarshan and other popular cablenetworks. Significant developments and events were
covered by the electronic media and newspapers.
Corporate Presentation on various activities of BIS was
got produced and copies of the same were sent to ROs/
BOs for their use during exhibitions, seminars etc for
promotion of activities of BIS and also for consummer
awareness.
Publicity Campaign was undertaken on all-India basis
through print media for consumer awareness regarding
the benefits of Hallmarking of Gold Jewellery and also
other activities.

Sale of Standards and Other Publications
The Bureau is selling Indian Standards and Special
Publications through 17 sales outlets at Headquarter,
Regional and Branch Offices. Sales are also done through
registered booksellers numbering 202. The all-India sales
during 2006-07 were Rs 46.97 million as against Rs. 41.85
million last year. The commission earned on sale of
overseas standards was Rs 5.16 million (excluding royalty
from overseas Standards Body for fourth quarter) as
against Rs.10.50 million last year.
The Indian Standards are also available on CD-ROM, as
a complete set or Division-Council-wise sets, for leasing.
The royalty received on leasing of Indian Standards on
CD-ROM was Rs 27.85 million up from the last year figure
of Rs 14.11 million.

Hindi Activities
The Parliamentary Committee on Official Language visited
Bhopal, Hyderabad and Ahmedabad Branch Offices. Hindi
workshop was organized for Nodal Officers/ staff at NITS,
NOIDA where 70 officials participated. During the year,all the four meetings (with a gap of 90 days between
meetings) of Official Language Implementation Committee
were organized at Headquarters. Eight Hindi workshopswere organized in different branch offices. Five
departments of Headquarters were also inspected. A
programme for Basic book writing in Hindi was also
prepared. The department participated in the Ministry'sMeeting of the Hindi Advisory Committee. Meeting of Hindi
Books Selection Committee was also held.
During the year, 360 standards titles were translated.
Besides, the translation panel considered 40 standards
for translation. Five standards were published in Hindi. 15Finalized draft standards are under print. About 281 pages
of translation work like Annual report, World Standards
Day documents, different regulations, internal telephone
directory, RGNQ awards documents, MOU relateddocuments. 19 slides from Hall marking department were
translated in Hindi. 500 pages of Press Notes,
Advertisements, Tenders, Letters, notes were translated,
vetted, typed, compared and correction work was doneon urgent basis.
Foreign Languages and Publications
The department handles the projection and promotion of
the standardization movement in scientific, technical,industrial and business circles through two monthly
journals Standards India, the erstwhile ISI Bulletin which
dates back to 1949, and Standards Monthly Additions,
which was started in 1958. Standards India presents astimulating commentary and review of the standardization
effort at home and abroad. Highlighting as it does the very
latest progress in the field, spiced with thought provoking
critical comments; it has established itself in the field as a
magazine of repute. The Standards Monthly Additions isa small but sleek publication recording all amendments,
alterations and information regarding standards, new,
existing or in the draft stage issued at home or receivedfrom abroad during the month.
A catalogue containing titles of (a) Indian Standardspublished by BIS updated up to the 31st December, (b)
International Standards adopted as Indian Standards, (c)
Indian Standards in Hindi (translation), (d) Specialpublications, reference and calculation aids, and (e) Index
corresponding to all publications listed in the catalogue is
published annually by the department.
BIS has the copyright of all its publications and requests
for reproducing extracts from Indian Standards are
forwarded to the department. After technical verification
and calculations based on the procedures adopted from
