MISSION
Develop an AMC/FSC FY 02 Execution Plan to implement the HQDA approved Army Watercraft Restructure Program (AWRP). IAW HQDA directives receive watercraft in unit sets at CEB-H, establish an AMC forward storage site at Yokohama North Dock, Japan, conduct a Site Survey in CENTCOM AOR in 3rd QTR FY02, download the Strong Virginian NLT 28 Aug 02, and American Cormorant NLT 20 Sep 02.

• Identify all FY 02 (funded) & FY 03 (UFR) costs and program FY04-09 POM
• Place a Project Officer/LNO as quickly as possible on site in YND, Japanto coordinate efforts
• Expedite the TDA process to bring on 3 DAC personnel
• Work all facilitization & MILCON projects through USARPAC/USARJ
• Utilize contracts to establish the work force (20 local national) for theCOSIS effort and equipment to support

– Transfer Strong Virginian maintenance cycle (ground equipment)from CEB-H to CEG-E

Mission
CEB-H downloads MV Strong Virginian from 20-26 Aug 02 and the MV American Cormorant from 10-11 SEP 02 and forward stores watercraft and equipment at Yokohama North Dock and Sagami Army Depot in support of the Army Watercraft Restructure Plan.
Endstate
YND and Sagami Army Depot support forward stored watercraft and equipment, COSIS contractor on-site, and processes and procedures established to support handoff of equipment to the warfighter during exercises and contingency operations.

This is a 4 phase operation:
• Phase 1 – Establish YND site• Began with the YND site survey in 4QFY01 and ends with actions complete to receive watercraft UICs on 16 AUG 02
• Phase 2 – SV download• Begins with the departure of the SV from CEB-H in JUL 02 and ends when all equipment is offloaded and positioned at YND and SagamiArmy Depot in SEP 02
• Phase 3 – AC download• Begins with the departure of the AC from DG enroute to YND and ends when all equipment is offloaded and positioned at YND and Sagami Army Depot in SEP 02
