A. Training and Extension Support to Regular Programs and Commodities
REGULAR
Training on Leadership and Management for Organizational Strengthening for the
Clientele of the City Agricultural & Fishery Council of Baguio City at ATI-CAR
– November 10-11, 2016
This training intervention was requested by the Chairperson of the City Agricultural &
Fishery Council (CAFC) of Baguio City Ms. Balbina Ernesto thru a resolution submitted to the
Center. The Center hopes that this will lay a groundwork for future training & extension
collaborations between the farmers of Baguio City and ATI-CAR through the city’s Barangay
Based Organizations or Community Based Organizations (CBOs)"

the welfare of all its members
and not an individual member
because achievement is far

Capability Enhancement Training for ATI-CAR’s Accredited LS, SPA, ESP –
November 28-29, 2016
This training was designed to enhance the technical, social and teaching competencies or
skills of the project managers and farmer-owners of ATI-CAR’s Extension Service Provider
(ESP), Learning Sites (LS), Schools for Practical Agriculture (SPA), and Farm Tourism Site
(FT). This could help them become successful projects managers, farmer extension workers
or teachers to training participants, farmers and walk-in clients who come to visit their farms
or seek their assistance.
A total of 28 LS farm owners/workers and one ESP representative were able to
participate in this. The participants were brought to the Lily of the Valley
Farm (upgraded from SPA to FT),
National apiculture Research and
Development Center, DMMSU,
Lomboy Grape Farm and at Navarro’s
Vegetable Farm.
According to the participants, the
training allowed them not only to
learn from the technologies of farms
visited but also the from the farm
practices of their co-participants.
The activity used an amount of
62,000.00 pesos.

Training on Farm Business School for Farmers
The Farm Business School (FBS) is a seasonal training programme where farmers will
work in small groups at their own agreed time and duration. The materials of FBS are specially
designed to work with limited resources. Participants need to be basically literate and numerate, but they do not need to have any significant formal education.
There are three (3) trainings on FBS for farmers on-going this month. The sites are at
Barlig, Mt. Province being facilitated by Mr. Ceferino Oryan; Barangay Napua, Sabangan, Mt. Province being facilitated by Ms. Fructosa Mamanteo ;and Barangay Cudal, Tabuk City,
Kalinga being facilitated by Ms. Emma Concepcion Fermin.

Regional Trainers' Training on Climate SMART Farm Business School for Rice
Focals in CAR at ATI-CAR and Tabuk City, Kalinga- November 8-17, 2016
Aimed to increase the coping mechanism and local adaptive capacity on the threats and
impacts of climate change on rice production and derive advantages on the opportunities of
the implementation of ASEAN integration that this TOT was conducted. The 24 Rice Focals trained are expected to impart the technologies to the farmers in their
localities. They will imbibe new thinking and upgrade their farmers’ awareness,
understanding, and learning to adapt not only to changing climate but also to reorient their
families’ ecological and farm resources into economic units that will enable towards business
farming.

Training on Climate Smart Farm Business School (Farmers Level) – Conner, Apayao
– November 2016-April 2017
After the conduct of the TOT on CSFBS on November 8-17, the 1st farmer level will be
conducted at Conner, Apayao. This training started this November and expected to be
completed on April, 2017 or after 21 weeks of lectures, demonstrations, weekly field
monitoring assessment and other required activities. Expected main output of the training is
the establishment of Economy Resilient Climate Smart Business Farming as a way forward for
agriculture, amidst the twin challenge of climate change and implementation of AEC.
The will be a collaborative implementation between ATI-CAR and the LGU of Conner,
Apayao. Graduate of the TOT on CSFBS Mr. Juanito Dulin together with the technical staff of
the LGU-Conner will serve as speakers/facilitators of this season-long training.
Technical Briefing on Rice Crop Manager for Rice Farmers of Kabugao, Apayao
This month, technical briefing on Rice Crop Manager (RCM) were conducted in the seven
municipalities of Apayao namely; Kabugao, Conner, Pudtol, Calanasan, Flora, Sta. Marcela and Luna.
A total of 678 rice farmers comprising of 57% male and 43% female were oriented on the application of RCM as a tool which provides them with crop and nutrient management advice costumed to their farming conditions and needs.
Some of the insights of the participants were:
We are in the modern times and so this RCM Program is part of the modern way of farming. We are very glad that they brought this program in our place. The program is a positive improvement in our way of farming. We can access information with the use of our cellphones and can immediately get answers to our farming problems. This is a great advantage to us farmers because text is only one piso as compared to a fare from Lenneng to Poblacion which is 25 pesos. - Nicholas Abawag, Jr. - Farmer, Buluan, Conner, Apayao

CORN AND CASSAVA PROGRAM
Training on Good Agricultural Practices - Internal Control System Phase IV for the
Cassava Farmer Organizations of Ifugao - at Ifugao State University, Potia Campus,
Alfonso Lista, Ifugao
The conduct of the training on Good Agricultural Practices-Internal Control System Phase
IV allowed the farmer-participants to finalize their organizational GAP - Internal Control
System (ICS) manual.
Training on Good Agricultural Practices on Corn
To continuously educate more farmers on the Standards of Good Agricultural Practices
(GAP) and further encourage them to apply for certification, two proposals of training on GAP
on Corn were approved by the Center. These were successfully conducted by the proponents
which are the Local Government Units of Tabuk City, Kalinga and Sabangan, Mt, Province.

4-H Training on Climate Change and Crop Production Mitigating and Adaptation Measures for 4H Club of CAR – November 16-18, 2016 Climate Change effects are very evident in the agriculture and fisheries sector. According to Mr. Dizon, 4-H focal person, crop production is one of the main livelihood projects of 4H Clubs in CAR. Their agricultural practices are most vulnerable to the effects of Climate Change. Thus, this training was conducted for them to enhance their capacities through demonstration of good practice that could aid them in coping with climate change impacts.
A total of 27 participants from the six provinces attended this training. They were taught with technologies/strategies that are practical and replicable in their farms. Speakers who shared their expertise were Professor Alexander Fagyan, Engr. Aljon Tamondong, and Professor Cirilo Lagman of Benguet State University and Mr. Jefferson Laruan, SPA owner. A total cost of 104, 402.00 pesos was utilized in this training.
Regional Consultations, Assessment and Planning for 4H Club of CAR – November 15, 2016 This has been a regular activity of the 4-H program to continuously be updated on the status of the the operations of the 4-H Clubs and their livelihood projects. Problems encountered were raised and were provided with possible solutions. Plans and activities for their 4-H clubs and their livelihood projects were developed. The 4-H members and coordinators identified their specific training needs that can be responded in the 4H-WFP CY 2017 based from the consolidated Training Needs Survey Result of CY 2015-2018.

RBO Training on Basic Enterprise Development and Management Course for RBO's of CAR – November 22-24, 2016 The course was designed in order that the entrepreneurial competencies or skills of the members of the Rural Based Organizations (RBOs) will be enhanced for them to become successful farmer- entrepreneurs who are making business out of agriculture and related products or services.
This training was participated by 46
members of RBOs from the provinces of Abra(4), Apayao (1), Benguet (13), Kalinga (10) and Mt. Province (8) and from the City of Baguio (10). They were all thankful for providing them such training because knowledge gained from this will greatly help them in the management of their small scale entrepreneurs. Mr. Edmund Benavidez and Ms. Amelia Gas-ib of the SLU-EISSIEF, ATI-CAR’s ESP, served as speakers of this
training wherein both of them were given an excellent rating.
The training utilized a total cost of 125, 075.00 pesos.2
III. Expanding Partnerships in Advancing Excellence in Agriculture and
Fisheries Extension Delivery Regional Farmer’s Forum for Magsasakang Siyentista in CAR –November 22, 2016
The Techno Gabay Program (TGP) was seen to be an effective extension modality thus in
2012 it was formally transferred from DOST PCAARRD to DA-ATI.
As one of the components, the Magsasakang Siyentista is very important in the promotion
of technologies. These MS are outstanding farmer recognized for his/her use of S & T- based
and indigenous technologies and complements FITS Center’s operation.
With this, the regional farmer’s forum served as venue for the farmers, researchers, and
agricultural extension workers to gather, share, learn and recommend appropriate
agricultural technologies. It also allowed the selected and possible Magsasakang Siyentista (MS) in the region to be acquainted with each other.
This activity was conducted in partnership with the HAAARRDEC.

IV. Scaling-Up Agriculture and Fisheries Extension Innovations
To make agricultural extension dynamic and responsive to current needs, the ATI
continues to develop extension modalities. This month, the Center have completed the set-up of
targeted extension modalities for CY 2016. There were one (1) Farm Tourism (FT), two (2) School
for Practical Agriculture (SPA), and 10 Learning Sites (LS) set-up. Also, two (2) existing LS and
two (2) demonstration farms were supported.

V. Strengthening Agriculture and Fisheries Extension Stakeholders Capacity in
Climate Change Adaptations and Readiness
Interventions in support to climate change mitigation and adaptation were incorporated
in the training programs.
VI. Improving Enabling Environment and Quality Governance
2nd Semester Regional Agriculture and Fisheries Extension Network (RAFEN) Meeting –
November 28-29, 2016
This activity was conducted with total participants of 65 RAFEN members. The meeting
focused on the assessment of extension accomplishments for CY 2016 and presentation of
extension plans for CY 2017. This served as avenue to plan and harmonize activities to strengthen
the extension interventions in the region.
The participants were the LGU Agriculture Office Managers (Provincial and Municipal
level), Department of Agriculture-Regional Field Office and attached agencies (ATI-CAR, BFAR,
BPI-NSQCS), Extension Focals of the National Government Agencies (TESDA, DENR, DTI, DSWD)
and extension directors/representatives of the State Universities and Colleges (MPSPC, IFSU,
ASIST, KSU).

Records Disposition Administration Training & ISO 9001:2015: Documentation Training –November 21-25, 2016 This training was attended by Ms. Khareen Banawe, Records officer of the Center. The training gave her awareness about records to avoid improper or unauthorized disposition and the importance of updating of records regularly. Training on the Code of Practice for the Prevention and Reduction of Mycotoxin in Corn Cerelas and Code of Practice in Processing and Handling Corn Grits – November 7 – 11, 2016 This training was attended by Mr. Randy Soriano, alternate Corn Focal Person of the Center. According to Mr. Soriano, the knowledge and skills gained from the training will be helpful to him in the conduct of Good Agricultural Practices and Food Safety trainings. This staff feedbacking is a regular activity of the Center.
Staff who have attended trainings, seminars, conferences, consultations and other kind of
activities either international, national or regional are being given an opportunity to impart their
gained knowledge, skills and experiences. Through this, other staff could gain ideas thereby
increasing their knowledge also.
This month, staff who attended any of the above mentioned activities for the second
semester had their feedbacking. Information shared were on agricultural technologies, social
technologies and administrative matters.
