INTRODUCTION
The MSME - Development Institute, Jaipur (Formerly known as Small
Industries Service Institute) was set up on 14th January 1958 in order to provide
to impetus for promotion and development of Small Scale Industries in
Rajasthan. Expertise is available in various disciplines like Mechanical,
Metallurgical, Electrical/Electronics, Chemical/Rubber/Plastics, Food, Glass &
Ceramics, Leather & Footwear, Economic Investigation, Industrial Management
& Training, Ancillary, Technology Resource Center (TRC) & SENET etc. to
guide the entrepreneurs.
1.1 The main function of this Institute are:
To facilitate interface between Central/State Govt. Departments and
developmental functionaries for promotion of MSMEs.Technology

Explore avenues for employment in rural and far-flung areas in the
State.
In addition to above, the Institute reorients its activities in accordance with
the policy initiatives taken by the Ministry of MSME, Government of India
form time to time for promotion and development of MSMEs.
1.2 Rajasthan has emerged as the largest State of Indian Union, covering an
area of 3.42 lakh Sq. Kms., after the division of the State of Madhya
Pradesh. It constitutes about 10.41 percent of the total area of the country
and is situated in the north western part of the country sharing geographical
boundaries with the State of Punjab, Haryana, Uttar Pradesh, Madhya
Pradesh and Gujarat. It also has long international borders 1070 Kms. With
Pakistan. It is a diverse State. The region of the west and north-west
comprising 11 Districts spreading in 61.11 percent of the total area is either
desert or desert which forms the Great Indian ‘THAR’ Desert. The state
receives deficient rainfall and normally experiences drought conditions. Rich
cultural and historical heritage of the Sate gives it the status of Country’s
most attractive tourist destination. In respect of minor and major minerals
combined, State enjoys the status of second richest states in the country. The
state is the leading Producer of oil seeds, spices, Guar and Maize. High
production of milk has resulted in rapid growth of organized modern dairy
sector.
The result of oil exploration in the western ‘THAR’ region of the state has
opened up new vistas for establishment of units based on the Petrochemical
and allied products.

INFRASTRUCTURE FACILITIES
AT THE INSTITUTE
2.1 Land & Building
The Institute located at 22 Godown Industrial Estate, Jaipur on the plot of
land measuring 8672.61sq. Meters, with the covered are of 3300aq.
Meters. The building was constructed in the year 1991, keeping in view
the requirement of the Institute. Additional training infrastructure is
required to be created in order to cater to the growing demand for the
training programmes

The Institute has also the facilities of a Central Workshop equipped with
CNC Wire cut, EDM Vertical turning, Vertical Surface grinder, Milling
Lathe & Tool Cutter, Grinder etc. for providing CFS for the manufacture
of products tooling & spare part of the Plant & machineries.
2.3 The Human Resources:
The institute is presently functioning under the overall supervision of the
Deputy Director Incharge the other officers as division heads in position are
as per the details appended below:
1. Dy. Director (G&C), looking after Glass & Ceramics, IMT, ITF,
Leather & Footwear Division, E-Club work, RGUMY, TREAD and
Hindi etc..
2. Dy. Director (Mech.) looking after Mechanical Division, Workshop,
TRC, NMCP and Ancellery Division.
3. Dy. Director (Chemical) looking after Chemical Division, Food
Division, WTO & IPR, Library & RTI(CPIO).
4. Dy.Director (E.I.) looking after Economic Investigation Division.
5. Assistant Director Grade-I (L/F) is looking after administration / DDO
charge.
The Deputy Director Incharge coordinates and attends all other activities
including the field visits to organize programmes at various place of the state
in order to ensure even distribution of the activities for balanced economic
development of the State.

REVENUE GENERATION

PERFORMANCE 2011-2012
4.1 Entrepreneurship Development Programmes:
Rajasthan is situated in the north – western part of the Indian Union (23,
30 and 30 11’) North latitude and 69 29, and 78 17’ East longitude. It is
largely in arid State for most of its part. The western boundary of the state
is part of Indo- Pak international boundary, running to 1070 Kms. It
touches four main districts of region, namely, Barmer, Jaisalmer, Bikaner,
and Ganganagar. The state is touched by Punjab and Haryana states in
north, Uttar Pradesh in the east, Madhya Pradesh in the South East and
Gujarat in the South West. About 66.96% of the land is desert and tribal
areas. Rajasthan has been one of the favourite destinations in India for
both domestic and foreign tourists. The Institute is focusing for
development of MSMEs in this region for motivating the educated
unemployed youths towards self-employment.
The Institute has organized most of the ESDPs & EDPs for weaker
section, SC/ST. ESDPs on Computer Hardware, Repair Maintenance of
Mobile Phone, Beautician for women, Leather items, Herbal cosmetics,
Chemical products, Items & Jewellary, Bio-Technology, Audio Video
editing, Data processing, Fashion designing etc. at various locations in
the state. It is vital to mention here that the Govt. of Rajasthan is focusing
on E-governance; therefore computer hardware enjoys vast potential even
in the remote and far flung area in the state.

conducted by this institute under Govt. section & other programmes
under the PD A/c during the year 2011-2012 are given below:

The institute has also initiated action for regular follow up with the
successful EDPs/ESDPs trainees to get the feed –back about the efforts
made for setting up of self-employment ventures.
4.1.1 Industrial Motivational Campaigns:
The Institute organized 133 at different places, in the State .Total 11941
educated youths/ perspective entrepreneurs were motivated through
campaigns and were given guidance for starting their self employment
ventures.

5. Workshop Facilities
Common facility Services are available in the Institute Workshop at
Jaipur. Some of the important services provided are CAD/CAM
Training, Training on CNC Wire Cut Machine, Training in the Trade of
Turning, Milling and Manufacturing of Jigs, Fixtures and Dies. The total
revenue earning of the Workshop was Rs. 8, 41,057/- against the target
of Rs. 5.5 lakhs. The Central Workshop earned revenue of Rs. 2,
50,557/- during the year from Common facility services and Rs. 5,
90,500/- through SDP Trainings and Specialized CAD/CAM Training in
Computers.

6. MSME-Testing Station, Jaipur
MSME-Testing Station is achieved its self sufficiency level during the
year. Total revenue earned by the testing station is Rs. 70, 41,498/-
against its target of Rs.56, 71,406/- for the year 2011-2012. Total 4615
numbers of jobs were tested against the target of 4300 Nos.
Work done on up gradation of MSME-Testing Station, Jaipur during
2011-12 as under:-
1. Up gradation of universal Testing machine capacity -1000 KN.
2. Introduce of Digital Rockwell Hardness Testing Machine Capacity
150 kg.
3. Introduce of Optical Emission Spectrometer, CCD Base with disc
Grinder for Chemical Analysis of Cu, Fe & Al Base Metals & Alloys.
7. Programme on Bio-Technology
MSME-DI, Jaipur organized ESDP on Bio-Technology at Chemind
Diagnosis & Bio solutions, Behind Sanjeevani Hospital, New Sanganer
Road, Jaipur from 16-11-2011 to 28-12-2011.Total No. of 21
candidates successfully completed the programme course included
topics like bio pesticides & Bio-fertilizers, micro propagation,
Immunodiagnostics, organic farming , Tissue culture etc. Biotech based
institution/organization were visited by the trainees for the purpose of
field exposures. Technical support was provided by M/S Chemind
Diagnostics & Bio Solutions, Jaipur. During the ESDP following
renowned guest faculties were hired to delivered lecture and to guide
the trainees.

8. Export Packaging Programme
The Institute organized Three -day awareness programme on Export
Packaging at Udaipur in which representatives of 21 units participated
and were benefited from the expertise / sessions by IIP. The Details of
the programme is enclosed at annexure 6.
9. Vendor Development Programmes
MSME-DI (Micro, Small & Medium Enterprie, M/O MSME, Govt. of
India), Jaipur organized total No.of 06 SVDP at Jaipur, Ajmer,
Jodhpur and Jaipur. About 520 Inudusrialists & Deligates participated
and benefited by these Exhibition & Buyer sellers meet and generated
Business of Rs. 8 crores.The technical session were also conducted
during Six SVDPs programmes. The Details of the programmes is
enclosed at annexure 8 to 13.
10. ISO-9000 Certification of Units:
Total No.of 48 numbers of MSME units were benefitted by way of
reimbursement of ISO-9000 certification during the year 2011-2012.
Total of Rs. 15, 54,754/- amount was released to the units as during
the year 2011-12. The Details are given as below.

11. Awareness Programme on Bar Code Scheme.
This Institute organized two One -Day awareness programme on Bar
Code (under NMCP) for MSME units at Bikaner and Jaipur in which
166 units participated and benefited from these programmes. Scheme
of subsidy/Reimbursement and procedure to obtain Barcode was
discussed by eminent faculty. In Bar Code total no. of 18 units of
reimbursement for one time registration fees Rs. 3,75,375/- and 22 no.
of units reimbursement for Annual recurring fees Rs. 1,72,258/- .
Total 23 units were benefitted from Bar Code Subsidy, the amount of
these subsidy is Rs. 5, 47,633/- during the year 2011-12. The Details

13. Programme on VSBK technology
This Institute organized two One-Day Workshop on VSBK
technology at Kotputli (Jaipur) and Ajitgarh (Sikar) in which 110
Entrepreneurs participated these Workshops. Sh. Amit Maheshwari,
Alternative Technology, New Delhi explained the benefits of the
VSBK technology are as under:-
1. The fuel consumption is reduced up to 40% as compared to
traditional technology.
2. Space requirement is minimum in this project.
3. It will run throughout the year, rainy season will not affected
the production.
4. The quality of the bricks manufactured by this technology is
better than bricks manufactured by traditional methods.
14. Participation in Bhart Nirman Jan Suchana Abhiyaan
A flagship programme of Govt. of India- i.e. Bhart Nirman Jan
Suchana Abhiyaan, organized by the Press Information Bearu, at
various places in the state. This institute participated in “Bhart
Niramn Jan Suchan Abhiyaan” four programmes. One at Kotra
(Udaipur) from 15th
October 2011 to 17th
October, 2011. Second at
Obari-Sagawara(Dungarpur) from 12th November, 2011 to 14

November, 2011 .Third at Nimaj (Pali) from 22nd
January, 2012 to
24th January, 2012. Fourth at PeepalKhunt (Pratapgarh) from 03

March, 2012 to 05th March, 2012. .In these programmes MSME-
DI, Jaipur booked a stall and about 2000-2200 persons were given
the detailed information of the various activities and training
programmes of the institute. Under this programme various Self
Employment schemes of Central and State Govt. such as National
Rural Employment Guarantee Scheme(NREGS) , Sarva Shikha
Abhiyaan, Mid Day Meal Scheme, Integrated Child Development
Service Scheme (ICDS), National Rural Health Mission (NRHM),
Right to Information (RTI),Rural Housing, Roads, Telephone,
Irrigation and other popular programmes were given publicity. In
these programmes four Industrial Motivation Campaigns were also
organized by the Institute.
15. Activity of the library:
This Institute has purchased the books for library under
modernization. Institute received sanction of amount Rs.60, 000/-
from DC (MSME), New Delhi. Rs. 23,463/- were spent on
purchase of book in Hindi, Rs. 24,623/- were spent on purchase of
books in English and Rs. 11,914/- were spent on purchase of
furniture utilizing full sanction of amount during this year.
16. Activities under NMCP scheme
The following programmes were organized by the MSME-DI
Jaipur under the NMCP scheme during the year 2011-12.
1. Two awareness programmes/ Seminars organized on Bar Code at
Bikaner and Jaipur for MSMEs of the Rajasthan, total 166
participants benefitted from these programs.

2. Two awareness Programmes/ seminars on IPR were organized by
this institute at Jaipur, total 102 participants were benefitted from
these programmes. The Details of the programmes is enclosed at
annexure 1 & 2.
3. Awareness programme organized for encouraging MSME to
acquire Product Certification licenses at Jaipur, total 70 Nos. of
Units participated in programme. The Details of the programme is
enclosed at annexure 3.
4. Two awareness programmes organized for MSMEs sector enabling
manufacturing to be competitive through Quality Management
Standard and Quality Technology Tool in MSMEs associations at
Udaipur and Jaipur total 95 No. of units participated in these
programmes. The Details of the programme is enclosed at
annexure 4 & 5.
5. This Institute Assisted is organizing Design Awareness Seminar &
Clinic under NMCP scheme for MSMEs as under :-
(a) On 10.06.2011 at Jaipur organized by Federation of Rajasthan
Handicrafts Exports in association with National Institute of
Design, Ahmadabad and Indian Institute of craft & design Jaipur
for wooden furniture.
(b) On 27.07.2011 at Jaipur organized by FICCI in association with
national Institute of Design, Ahmadabad and RUDA Jaipur for
Blue Pottery Cluster.
(c) On 09.01.2012 at Udaipur organized by UCCI, Udaipur in
association with National Institute of Design, Ahmadabad for
Stone/Marble Industry.
6. Total 11 No. of Applications were received under NMCP Incubator
Scheme during the year, total 10 No. of Application were
forwarded to the Headquarter New Delhi for further process and
one application was rejected. Total 03 No. of Incubatee Sanction of

amount Rs. 15, 73,400/- (Rs. 14.60 lakh for Support services + Rs.
1.34 lakh for infrastructure and training) as grant in aid and release
of 30% of Sanctioned amount of Rs. 4,72,020/- to institute of
engineering and Technology, Alwar Rajasthan (IET Alwar) as first

This office received one proposal in the prescribed format, from
Federation of Rajasthan Trade and Industry (FORTI), Jaipur, on the
above scheme for obtaining financial assistance proposal was
forwarded to the HQ. for consideration and necessary action. The
association organized MSMEs seminar under the scheme during the
year 2011-12.
18. Rajiv Gandhi Udami Mitra yojana
This Institute received 12 No. of proposal under Rajeev Gandhi
Udhami Mitra Yojana and 10No.of proposals were forwarded to the
various banks and 01 No. of application rejected by banks and 02

this year.
19. SSI Clusters and the Perspective for their Development
According to UNIDO, a cluster can be defined as a sectoral and
geographical concentration of enterprises, faced with common
opportunities and threats which can give rise to external economics,
favour the emergence of specialized technical, administrative and
financial services and create a conducive ground for the development
of the inter-firm cooperation among public and private local
institutions to promote local production, innovation and collective
learning.
The presented adopted approach for cluster development consists of
drawing lessons from the experience of successful clusters and then
implicating them through building up of local capabilities with the
active participation of various cluster actors like Micro/SSI units,
“Industry Associations, business Development Service Providers,
Policy Markets etc. The process of cluster development usually
consists of the following steps:
1. Selection of cluster.
2. Selection of Cluster Development Agent.
3. Diagnostic Study.
4. Preparation of Action Plan for intervention
5. Approval of the project and release of funds through leveraging.
6. Implementation of trust building between Cluster Actors and
Development Agent.
7. Monitoring and Evaluation
8. Self Management Phase.

International experiences, show that small firms are unable to face
competitive pressures because of their isolation and ineffective
linkages with relevant support organization and commercial services
providers, whereas the cluster of MSMEs bound together in strong and
dynamic networks and relaying upon strong linkages with relevant

21. Institutional support to other agencies.
MSME-DI, Jaipur is providing all necessary services and support to
the MSMEs, in close liaison with Sate Commissioner of Industries and
DICs by organizing various development programmes like EDPs,
Seminars, and Workshops etc. To have close liaison with DICs,
Institute has nominated one Officer of the Institute for each DIC. The
designated officer generally attended Task Force Committee
Meetings. In addition, MSME-DI also keeps coordination with the
Industrial Promotional Agencies in the State like KVIC, RBI,
NABARD, NSIC, RSIC, SIDBI, BIS, KVIB, RIICO, RFC, RUDA

and various NGOs and Industries Associations for development of
MSMEs.
22. Activity of the E-Club:
Target for formation of 30 nos. of E-Club was allotted to this Institute.
The target 22 nos. of E-Club have been formed till March 2012. Total
1134 No. of beneficiaries benefited .Total expenditure of Rs.3,
55,305/- was incurred against total sanction of Rs. 7, 10,610/- during
the year 2011-12.
23. Participation in International Trade Fairs
Units in the small scale sector get an opportunity for exhibiting their
products in the International Trade Fairs and abroad by way of
sending their products through the efforts made by the officers of
MSME-DI, Jaipur.In such exhibition, MSME units not only get an
opportunity for exposure of their products but also know latest
development and the trends in the manufacture of the items and the
requirements of foreign buyers. 15 applications were forwarded to
Head Quarters for International Trade Fair / Exhibitions during the
year 2011-2012 and total Stall Charges Rs. 24,820/- received during
this year from participating units, 02 units were rejected due to non
availability of space and 01 unit with drawn and not participated. 22
No. of units got subsidy payments under SSI-MDA during 2011-12
amounting of Total of Rs. 6, 63,609/-. Proposal received from 03
associations were forwarded to Head-quarters under International Co-
operation Scheme during 2011-12. Necessary assistance was provided
to 11 micro entrepreneurs mostly women to exhibit their products in
exhibition namely 3rd
visions Rajasthan 2012 organized by Friend’s
Exhibitions & Promotion Pvt.Ltd., New Delhi at Jaipur during 14-17
January 2012.

24. State Level Inter- Institutional Committee for rehabilitation
Of sick units (SLIIC).
Sickness in the small scale sector is very vital. One of the main
reasons of sickness is shortage of finance and non availability of
timely and adequate finance to MS Enterprises to meet their term loan
and working capital requirements. The delayed sanctions of finance
make the units sick from very beginning.
MSME-DI, Jaipur appraises the Project Reports of SSI units on the
request of the Financial Institutions. The Institute helps the SSI units
in financial matters by way of appraising their project reports for
assessing term loan and working capital requirements.
Reserve Bank of India has set up a State Level Inter Institutional
Committee (SLIIC) to deal with rehabilitation of viable sick units. The
Director, MSME- DI, Jaipur is a member of the Committee which
monitors the cases of viable sick units in close coordination with
SLIIC.

During the year under report, Institute brought out two Newsletters.
The objective of this Newsletter was to disseminate information
highlighting the main activities of the Institute and the programmes
organized supported with the photographs of the Govt. of India

Central & State government is providing the support for the growth of
MSMEs in Rajasthan. The impact of the same is indicated by growth

17. Visit of VIPs during the Year
1. Director along with Assistant Director (E.I.) attended a
seminar/workshop on 12th
Five Year State Plan, invited the views for
finalizing the draft. Dr. Montek Singh Ahluwalia, Hon’ble Deputy
Chairman, Planning Commission, Govt. of India was the chief Guest
of this seminar,organized by Planning Department, Govt. of
Rajasthan at Nehru Bhawan Auditorium, HCM RIPA, Jaipur.
2. Sh. Niranjan Naik, Industrial Advisor, O/o DC (MSME), New Delhi
and Director, MSME-DI, Jaipur were visited MSME-HTC, Nagaur
regarding to office work during the year.
3. Dr.Izzatullah, Director (Chem.), O/o DC (MSME), New Delhi visited
this Institute and called an officers meeting regarding to Cluster
Development in the Rajasthan State.

4. AS&DC (MSME), New Delhi visited to this Institute and held officers
meeting and discussed the activities done by the Institute.
5. This institute coordinated the visit of Secretary (MSME), Govt. of
India, New Delhi at Jaipur in MSME- Knowledge forum, organized
by Dainik Bhaskar. Officers of the Institute were also attended this

6. Director attended National Award 2010 function at New Delhi
Hon’ble President, Govt. of India, Smt. Pratibha Patil was the Chief
Guest in this Function.
7. Hon’ble MSME Minister, Govt.Of India Sh. Veerbhadra Singh,
visited Jaipur and discussion was made on various schemes of MSME,
progress of cluster and other schemes of Rajasthan State and Director
informed about the progress of the activities allotted from H.Q. New
Delhi. Two units of Hand Made Paper were also visited by the
Hon’ble Minister.
8. Hon’ble MSME Minister, Govt. of India, Sh. Veerbhadra Singh,
visited and inaugurated Khadi Plaza and address to the Kamagar
Samiti samelan organized by KVIC at Dausa. Deputy Director
(Chem.) and Assistant Director (E.I.) also attended to Hon’ble
Ministers visit.
9. Deputy Director Incharge along with officers of this Institute attended
and delivered talk on Government of India policy for MSME in
Northern MSME Meet 2011 at Birla Auditorium, Jaipur organized by
COSSIA, Thane and FORTY, Jaipur.

on design clinic scheme for MSMEs under NMCP organized by NID,
Ahemdabad and CII, Jaipur at Hotel Clark Amer, Jaipur. Director
explained NMCP Scheme during the programme.
2. Annual Progress Report for the year 2010-11 of the institute was
prepared and same was forwarded to the Headquarters.
3. Director called an officer’s Hindi 4th Quarterly meeting Year 2010-11
and discussed the various points and given the instructions to do the
maximum work in Hindi.
4. Hindi News letter for the period October-2010 to March- 2011 of the
institute was prepared and same was forwarded to different
Department/offices/Associations.

was held on 01 -02 June, 2011 under the Chairmanship of AS&DC

SENSITISATION WORKSHOP ON INTELLECTUAL PROPERTY
RIGHTS (IPRs) ORGANISED AT ALWAR - PROCEEDINGS
MSME-Development Institute, Jaipur organised a one day
Awareness/sensitisation workshop on Intellectual Property Rights (IPRs) on 2nd
March, 2012 at Conference Hall of Alwar Chamber of Commerce and Industry,
Alwar. The workshop was organised in association with District Industries
Centre and Alwar Chamber of Commerce and Industry, Alwar.
The workshop begin with the welcome address by Shri Gopal Agarwal,
Secretary, Alwar Chamber of Commerce and Industry, Alwar followed by
presentation of bouquet to distinguished guests and speakers of the day. Shri
Gopal Agarwal explained the need of such awareness workshop in the era of
WTO. He said that Mawa of Alwar is famous world over and needs protection
under Geographical indications of Goods so that genuine producers can reap the
benefit of IPR.
Shri V. P. Sharma, Dy. Director (Chem), MSME-DI, Jaipur in his address
explained the purpose of organising the awareness/sensitization workshop. He
said that in post WTO era it has become imperative for MSME sector to come
forward to take the challenge both in Domestic and International market as well.
Under National Manufacturing Competitiveness Programme (NMCP) of DC
(MSME), New Delhi, many activities are being done and awareness is being
created about Intellectual Property Rights as it is important in the context of
present economic scenario,Shri Sharma informed the delegates.
He gave introduction of various components of IPRs through Power Point
Presentation. He told Patent of products and processes, Trade Mark
Registration, Copy Right, Trade Secret, Registration of Industrial Design,
laying of ICs, Geographical indication of Goods, Bio-diversities etc. are the
components of IPRs. He said Milk cake or ‘Mava’ as known properly made in
Alwar is a famous sweet and it associated with Alwar. This is a fit case for

registration under GI, he said. The awareness workshop would be quite
beneficial to entrepreneurs attending the programme. He opined, Mawa
industry would come forward for registration under GI.
Shri R. S. Prasad, Dy Director (Incharge), MSME-DI, Jaipur gave
information on schemes of DC (MSME), New Delhi pertaining to IPRs, in
details.
In the technical session Shri Shaswat Purohit, Expert, Mindspright Legal,
Jaipur gave an overview of Intellectual Property Rights and explained the
Geographical indication of goods and procedure to get registration under the GI.
He assured the delegates extending all help to the enterprises in the business of
‘Mava’ (Milkcake) manufacturing in getting GI registration provided they come
forward. He explained the process of obtaining Trade Mark Registration and
provisions in the Act.
Shri Amit Bikram Dey, Mindspright Legal, focused his presentation on
Patents and Trade Secrets. He explained the procedure to obtain the patent in
the country. He informed that patents are given for the country and separate
application are required be filed for the each country. The patent process are
shorter comparatively and facilitation centre set up by State Government with
the help of Government of India is providing assistance in filing application for
registration of IPRs. Emphasising on importance of Trade Secret, he informed,
about the type of information which are protected under IPRs provisions i.e.
Trade Secret.
Shri Anirudh Mathur, Expert, IPR, Mindspright Legal, dealt with Copy right
in details. Explaining the Copy Right, he gave details of procedure for protection
under Act. Quoting many examples he told that the Copy Right is simplest IPR
to obtain and procedure is very simple. Some of the Industrial design can be
protected under Copy Right for a longer period. After technical session the house
was opined for questions and answers.
The participants put forth many queries related with the trade Mark
registration, its sales, time duration and expenditure in obtaining Trade Mark

registration and also about difficulties being faced in obtaining patent. The
experts clarified the doubts raised by the delegates and suggested solutions to
their problems.
Shri V. P. Sharma, Dy. Director, (Chem), MSME-DI, Jaipur, summed up
the workshop and assured all the help from MSME-DI to MSMEs for IPRs
related matters. The workshop was attended by 59 participants including 11
officials, Experts and office bearers of Alwar Chamber of Commerce and
Industry, Alwar.

ON INTELLECTUAL PROPERTY RIGHTS (IPRs) ORGANISED
AT JAIPUR ON 14TH
MARCH 2012
A One Day Awareness / sensitisation workshop on Intellectual Property
Rights (IPRs) was organised on 14thMarch, 2012. The workshop was organised
in association with Malviya Industries Association and Dr. B Lal Institute of
Biotechnology at Conference hall of Dr. B Lal Institute of Biotechnology,
Malviya Industrial Area, Malviya angar, Jaipur.
Dr. B. L. Gupta, Director, Dr. B Lal Institute of Biotechnology welcomed
the distinguished guests, speakers and participants. After floral welcome Dr. Lal
said that Intellectual Property Rights are important for Trade, Commerce, and
Academic & Research Institutions. He hoped that the workshop would succeed
in creating awareness amongst entrepreneurs.
Shri V. P. Sharma, Dy. Director (Chem), MSME-DI, Jaipur gave an
overview of IPRs through Power Point presentation. Explaining the intangible
properties i.e. IPRs he told that DC (MSME), New Delhi has formulated
National Manufacturing Competitiveness Programme (NMCP) having 10
important components. One of them is creating awareness about the Intellectual
Property Right which is vital for MSMEs and micro and small enterprises in
particular.
He gave details of the scheme of DC (MSME) which has provisions for
financial assistance (reimbursement) for getting domestic Patent, patent of
foreign country and Geographical Indication registration. The workshop will
give them idea of protection of rights on intellectual properties on one hand and
protect them from violation of other rights.
Shri Anil Upadhay, general Secretary, United Council of Rajasthan
Industries (UCORI) in his address appreciated the efforts of DC(MSME) and

Shri Sharad Kankariya, General Secretary, Malviya Industries Association,
Jaipur addressing the gathering opined that workshop on IPR could be
benefiting the participants and would clarify the doubts pertaining to IPRs and
provide solutions to their problems. He thanked MSME-DI, Jaipur for
organising the Awareness Programme for the benefit of MSMEs and hoped
thatMSME-DI would continue to organise such programme to strengthen
MSMEs.
In the technical session, Shri Shaswat Purohit, Expert, Mindspright Legal,
Jaipur discussed Trade Mark Registration and Geographical indication of goods.
He informed that these two components of IPRs are important for marketing
purpose. Explaining the various kinds of Marks, he said that deceptively similar
trade mark are not allowed and amount to infringements of IPR. He explained
the procedure of obtaining registration of Trade mark. He advised that one has
to be careful while choosing the trade mark to ensure fair selection.
Shri Amit Bikram Dey, Mindspright Legal, focused on Patents and Trade
Secrets. He explained the procedure for obtaining the patent in the country. He
informed that patents is territorial and separate application are required be filed
for the foreign country through PTC. He informed that the procedure is
simplified and are quicker as compared to past. He also dealt with Trade
secrets/ undisclosed information and gave an account of information that can be
protected under IPR Acts.
Shri Anirudh Mathur, Expert, IPR, Mindspright Legal, explained the Copy
Rights and provisions under Copy Right Act. He gave an account of provisions in
Law for punitive action for violations of copy right.
Shri Sanjeev Sharma, Research officer, Department of Science and
Technology, Government of Rajasthan detailed the policy of State Govt. In
creating awareness about IPRs and assistance available to MSMEs for patent
policy GI registration, registration of Industrial Design, Copy Right etc. After
presentation the house was opened for question answers session to clarify doubts
of delegates.

Shri Digvijay Dabaria, vice president of Malviya Industries Area, Jaipur
wanted to know whether Trade Mark is for country or whole world. He was
informed that protection under act is territorial. Shri Dabaria also wanted to
know the remedy to stop imported material to enter the country with trade mark
which is registered in India owned by his company. He was informed that if
foreign manufacturer is supplying good with Trade Mark registered in our
country then it is clear violation of Act and attracts legal action against the party
supplying the goods and seller too.
Shri Mahaveer Prasad Agarwal, President MIA, Jaipur wanted to know
whether traders stocking and selling goods with duplicate trade mark are also
infringing the law, if they are doing unknowingly. Expert explained that
suppliers as well as seller both are liable for legal action for duplicate goods as
ignorance of rules is no excuse in the court of law.
Shri Mahindra Singh, advocate wanted to have the details of provisions
under Copy Right if some song is downloaded for personal use. He was
informed that downloading for for non commercial use does not amount to
violation of Copy Right.
A delegate wanted to know whether copy of art work is legal if some one
purchases the same in original. He was informed that copy right does not
permit copying of such art work with out proper licence or assigning the
property.
