1. Introduction, Purpose and Proposed Project
Acciona Wind Energy USA is proposing to construct a wind-powered, electric generating projectin the Town of Cape Vincent (Jefferson County, New York) starting in the Winter of 2010 andending in December 2011. The project is currently being progressed based on 53 wind towersites using an Acciona CIII (1.5 MW) turbine. The project will also include a system of gravelaccess roads, a buried electrical collection system, a substation, and an approximate 9 mile,115kV transmission line. Approximately 14 miles of gravel access roads will be constructed to
access the tower sites. Refer to Figures 1 and 2 for the regional location map and the proposedtower locations which shows the maximum of 53 wind tower sites.
During construction there will be temporary increases in truck traffic on area roadways served bythe project. The purpose of this evaluation is to document the existing transportation conditionsin the area and identify probable local travel routes, constraints, and proposed improvements.
2. Methodology
A field inventory, photo log, and visual assessment were conducted to evaluate possible travelroutes. Sample roadway characteristics and conditions were documented. Representativesfrom the New York State Department of Transportation (NYSDOT) Main Office, NYSDOT Region7, Jefferson County and the Towns of Cape Vincent and Lyme Highway Departments werecontacted to understand jurisdictional concerns and permit requirements. A local travel route was
established based on consultations the applicant has had with representatives from NYSDOTRegion 7. The regional routing plan is based on the wind tower components coming from eitherthe Port of Oswego or from Iowa. Research was conducted on wind turbine transportationrequirements, and a potential worst-case design vehicle was evaluated to identify possibleintersection improvements.
3. Vehicle Types
The number, size and type of trucks depend on the specific project and the equipment beinghauled. Turbine components and associated truck trips can generally be classified as follows:
Wind Turbine Equipment
Blade Sections Blades are transported on trailers with one to three blades per vehicle.
Blades typically control the length of the design vehicle, and the radius of the curvesalong the travel route to the site. Specialized transport vehicles are designed witharticulating (manual or self steering) rear axles to allow maneuverability through curves.
Tower Sections Typically transported in three or four sections depending on thesupplier. Towers generally can control the height and width of the design vehicledimensions.
Nacelle The turbine and related elements are typically the heaviest componenttransported.
Hub and Nose Cone Typically transported with one or more of the same element on avehicle. These elements are not critical elements related to design vehicle dimensions.
Escort Vehicles.
Construction Equipment and Materials
Construction of Site Roads Conventional trucks carrying stone, gravel andmiscellaneous construction equipment.
Crane For assembly of the wind towers, cranes are transported in sections overnumerous trips to the site. Assembled cranes may be crawled between tower sites.
Concrete trucks for tower foundations. Construction staff and other incidental truck trips.

4. Trip Generation
The following table represents an order-of-magnitude estimate of the total number of loaded trucktrips entering the project site associated with construction of the towers. This trip generationestimate does not include the trips associated with the construction of the access roads.

5. Design Vehicle ResearchTransportation of turbine components and associated construction material involves numerousconventional and specialized transportation vehicles. Wind turbine components (such as thetower sections, blade sections, and nacelle) are transported separately. The actual dimensionsand specifications of the design vehicles may vary, depending on the specific type of truck andtrailer arrangement used for transport. It is noted that the Acciona CIII turbine is the proposedwind turbine for this project. For planning purposes, the worst-case transport requirements foundin this routing assessment are based on the Acciona CIII turbine (model LM40.3 P). Thefollowing table summarizes the blade length for the Acciona CIII turbine with a 263-foot (80 m)hub height.

This table shows that the blade length for the Acciona CIII turbine is 131-feet (ft). 6. Route Evaluation
An initial evaluation of the potential local and regional routing plan was conducted by travelingarea roadways and documenting existing conditions. Probable travel routes, constraints, andpotential improvements were then identified. The following table summarizes the results of theexisting conditions inventory. Refer to Figure 3 for roadway grades on the probable travel routes.

The local routing plan also evaluated all roads in the project vicinity for bridge restrictions toensure that potential routes can accommodate the design vehicles. NYSDOTs
Oversize/Overweight Pre-Screening tool was used to determine which bridges along thetransportation route had restrictions. The dimensions of the design vehicle used for pre-screening purposes were 150-ft in length, 17.5-ft in height and 15-ft in width. The evaluationindicates that there are no bridge restrictions on any of the road segments listed in Table 3.
Based on this assessment, there are several regional route options available to access thepreferred local route identified in the Preliminary Traffic Evaluationletter. Refer to Figures 4.1and 4.2 which show the probable local and regional travel routes. These route options aredescribed below beginning with the regional route options to reach Saint Lawrence Hamlet,followed by the options to access each site from the local preferred route. Option 1 is consideredthe most probable route for access to each site.
6A. Access from Oswego to the Town of Cape Vincent
Option 1: Travel east on NY Route 104 from the Port of Oswego. Bear left onto NY Route104B and travel northeast to the NY Route 3 intersection. NY Route 104B becomes NYRoute 3. Travel north on NY Route 3 to the Baggs Corner intersection. Turn left onto NYRoute 180 and continue north until it intersects NY Route 12F. Turn right onto NY Route 12Fand travel east toward the City of Watertown. Turn left at the I-81 Exit 46 Northbound Rampand travel north until Exit 48. Get off I-81 at Exit 48 and bear to the right onto NY Route 342.Travel eastbound on NY Route 342 for approximately 0.15-miles and turn right into turnaround lot on the south side of NY Route 342. Make a left turn onto NY Route 342 andtravel westbound. Make a right turn onto NY Route 12 and travel north to the County Road 9

intersection and turn left. Travel northbound on County Road 9 to the Town of Cape Vincentand continue toward the wind farm on the preferred local route. It is noted that Acciona WindEnergy USA will need to get consent from the owner of the turn around lot.
Option 2: Improve the Exit 48/NY Route 342 intersection to allow a left turn by largedimensioned vehicles.
6B. Access from Western New York State (originally from Iowa) to Town of Cape Vincent
Option 1: Discussions with the NYSDOT Main Office Special Hauling Permit group indicatethat there are numerous ways to get to NY Route 104 when entering New York State fromthe west (through Ohio) or from the south (through Pennsylvania). This detail will be workedout with the transportation provider during permitting. The transport trucks will use the sameregional route detailed above to access the Town of Cape Vincent after accessing NY Route104.
6C. Access from Saint Lawrence Hamlet to Wind Turbines 50-53
From the route identified in section 6A or 6B, travel north on County Road 9 through theMcKeever Road intersection and turn left for Turbines 50-53.
6D. Access from Saint Lawrence Hamlet to Wind Turbines 43-49

7. Constraints and Conceptual Improvements.
Intersection Impacts
Each of the routes described above and shown on Figures 4.1 and 4.2 has a number ofconstraining features, particularly intersection turning radii. The path of the worst-casedesign vehicle for an Acciona turbine was evaluated along each of the preferred regional andlocal travel routes to identify conceptual intersection improvements required. Figure 6 showsthe locations of the constraining intersections. Individual diagrams were developed to showpotential improvement areas for each of the intersections shown on Figures 5.1 through 5.16.The areas of impact shown on the diagrams for an Acciona turbine represent a worst-casescenario. These diagrams show approximate right-of-way based on tax map data (whereavailable) and generally include two improvement options for each of the intersections whereapplicable:
Path Option A Widening for an articulating design vehicle This option showsthat an articulating design vehicle will require improvement on both the insideand outside curve of an intersection.

Path Option B Widening for a non-articulating design vehicle This optionshows that a non-articulating design vehicle will require widening only on theinside of the curve.
The final limit of improvements may be a combination of widening on the inside and theoutside of the curve and is expected to be within the areas shown on Figures 5.1 through5.16. For the purpose of this impact assessment, the diagrams show all of the intersectionsthat the wind component trucks will pass through for the regional and local routes. The
specific intersections and the limits of the improvements will be confirmed with the final windturbine supplier and transportation provider during permitting. Table 4 summarizes thepotential impacts from the design vehicle at the study area intersections and segmentslocated along the route options which are identified on Figures 5.1 through 5.16.

Roadway Segment Improvements
It will be necessary to construct local tower access roads and to improve some local roadsegments that provide access to the proposed tower locations, such as Constance Road andWilson Road. It is noted that these roads contain seasonal segments or are entirely

seasonal. The extent of the roadway segment improvements will be verified with thecontractor. Typical cross section specifications of a site access road are shown on Figure 6.

Grade Restrictions
The oversize trucks that will be carrying the wind turbine components to the construction siteswill be able to traverse roadway grades of 10% or less. None of the local roads exceed 10%as shown on Figure 3 and will not require specialized towing or pushing equipment tonegotiate grades.
Height Restrictions
The approximate height of the tallest design vehicle load will be the Base Tower section at172. There are seven traffic signals on the road segments identified in Table 2 (see photolog Attachment A) which should be checked to determine if they need to be temporarily orpermanently raised. The following table provides the location of these traffic signals.

8. Loads and Permits
Special hauling permits are required when loads exceed legal dimensions or weights. Thefollowing table summarizes the maximum legal dimensions for State Highways. Transport ofthe blades, nacelles, tower sections and crane will require a variety of special haulingpermits. Actual loads will depend on the specific turbine supplier, crane equipment chosen,
and degree of disassembly of the crane.

The types of permits depend on the characteristics of the vehicle and its cargo, number oftrips, distance traveled, and duration. Nacelles can weigh approximately 100,000 lbs, andwhen combined with the transport vehicle, the total weight can exceed 200,000 pounds.
When any vehicle exceeds 200,000 pounds, exceeds 16-ft in width or height, or exceeds160-ft in length, special super load permits (PERMIT Type 1S) are required from theNYSDOT. The following list summarizes the driveway permits and special hauling permitsthat may be required for this project. Acciona Wind Energy USA will coordinate with theaffected agencies and transportation providers to insure the all required permits are obtained.
Roadway Improvement/Driveway Permits
NYSDOT A Highway Work Permit (PERM 33) will be required for any physicalimprovements within the NYSDOT right-of-way. This will apply for any state highwayintersection or road improvements.
Jefferson County A work permit will be required for any improvements on Countyroads.
Town of Cape Vincent and Lyme Based on conversations with the HighwaySuperintendents, no Town permits are required.
Overload Permits
NYSDOT NYSDOT permit package outlines the guidelines, types and fees for variousspecial hauling permits. Based on this outline and a discussion with NYSDOT specialhauling permit representatives, it is expected that the project will require the Type 13Jobsite permit to cover most of the special hauling trips (not including super loads).Type 13 permits are issued at 6 month intervals and can be extended for up to amaximum of one year. Although, it is noted that individual permits are required for eachtrip over an R-Posted bridge. Several Type 1 permits for individual convoys may alsobe required such as the following:

9. Remediation Plan
Specialized transport vehicles with numerous axles are
designed to distribute the weight and minimize roadwayimpacts, nevertheless roadway impacts might occur.The condition of the transportation infrastructure will beleft as good, or better (by leaving improvements in place)than the state and condition that it was found at thebeginning of the project. The basis for the remediationplan is a preconstruction photo log (see Attachment C),that establishes the pre-existing conditions. AccionaWind Energy USA is committed to working with theTowns, County, and State agencies to confirm necessarytransportation improvements needed before and anyrestoration and/or remediation needed after completionof the project, and that such improvements will be stipulated in the project approval. This couldinclude:
Additional route and condition surveys. Temporary removal of obstacles and replacement in kind. Completion of improvements before the project. Restoration and/or remediation after the project.
10. Conclusions
The purpose of this assessment is to determine the probable local travel routes and potentialimprovements required for delivery of major wind turbine components during the construction ofthe St. Lawrence Wind Projectfor the purpose of determining potential environmental impacts. Anumber of intersection improvements have been identified. A logistics firm and/or transportationprovider experienced with oversized loads will be engaged in the final route analysis and permit
process. Confirmation of improvements, construction details, traffic control plans, escort vehicles,scheduling, etc. will be necessary.
