Secretary’s Report
Respected Members,
At the outset, I on behalf of the Executive Committee would pray before the Almighty for
healthy and happy life of each and every person of this universe.
You are well aware that for more than nine months we are passing through a very bad
phase of time due to the world-wide outbreak of COVID’19 which has given a big jolt to our
day to day life.
2020 has pushed you off your seat and collapsed the world that you know so mercilessly.
Hope 2021 is the year where you will get to re-create who you are.
We met with you in the last A.G.M. on 20.09.2019 and since then more than a year has
passed away, but our normal life is jeopardized due to the pandemic, However our
Executive Committee under the able leadership of our President, Sri S.K. Tulsiyan, has risen
to the occasion and undertaken various social activities as well as stood by the side of our
beloved members as the situation so demanded.
We had our 90th Annual General Meeting on 20th September, 2019 and since then we have
undertaken the following programmes :-
(i) We have arranged a family get-together on the occasion of Bijoya, Diwali & Eid on
8th November, 2019 at West side Pavillion, beside Nicco Park, Salt Lake.
A cultural function was arranged where our members had taken part along with the songs
of a professional group followed by sumptuous dinner. The members present there enjoyed
the evening thoroughly and we are sure that they will keep it in their memory for years to
come. Our Vice-President Sri Makhan Ch. Halder and Committee Member, Sri Siddhartha
Ray were the main architects behind the cultural function.
(ii) We had organized a fellowship dinner on 28th November, 2019 at Conclave in
honour of the Hon’ble Vice-President and the Hon’ble Members of I.T.A.T. with our
Members.
There was a musical programme followed by dinner which was enjoyed by all the
participants.
(iii) We had also organised a dinner party on 10th January, 2020 at Conclave to felicitate
the newly elevated Chief Commissioners, the Director General and the Principal
Commissioners of Income Tax wherein also there was a musical soiree followed by dinner.
Many of our members were present in the said felicitation programme.
(iv) Our Annual Garden Party was held on 12th January, 2020 at SIMA Village Resort,
New Town, Kolkata wherein a large number of our members along with their family had
enjoyed the day in a beautiful garden under the bright sun-shine. The day was full of fun
and frolic and the participants had taken part in various friendly competitions and won
various prizes, besides enjoying mouth-watering food throughout the day. My sincere
thanks goes to Sri Anikesh Banerjee and Sri Sapan Kumar Roy apart from all the members
who actively took part in this annual event.
(v) We had organised a Symposum on the topic “Appeals before CIT (Appeals) - Legal
Implications and Technicalities” at our Bar Library Hall and speakers were Sri Manoj
Kataruka, Sri Paban Kumar Roy and Sri Siddhartha Roy. A large number of our members
took part in the said discussion.
(vi) We had further organised a symposium on 6th February, 2020 at our Bar Library
Hall to discuss about the Finance Bill, 2020 and the speakers were Sri Sajan Kumar
Tulsiyan, Sri Soumitra Choudhury, Sri Manoj Kataruka and Sri Rites Goel.
The members were immensely benefited by the valuable discussions held in the said
programme followed by high-tea.
(vii) The entire Executive Committee was invited by the Income Tax Department in the
Interactive Session with the Hon’ble Finance Minister of India, Smt. Nirmala Sitharaman on
9th February, 2020 at Oberoi Grand along with other associations and trade bodies and we
were really proud that our President, Sri S.K. Tulsiyan was the first speaker in the said
programme and he had given some valuable & effective suggestions which were later on
duly considered by the Finance Ministry.
(viii) We had planned for the first time in the history of Income Tax Bar Association,
Calcutta to organise an International Tour at Bhutan under the able leadership of our Vice-
President, Sri Anup Kumar Ghosh and a record number of participants had enrolled their
names to enjoy the trip.
But ‘Man proposes but God disposes’. The entire world started feeling the heat of Covid ‘19
and after careful consideration of the situation in a meeting with the intending participants
we were compelled to cancel the tour on 11th March, 2020 and about 60% of the package
amount deposited by the participants along with railway fare were duly refunded back in
the meantime to the participants. But the balance amount got stuck in the advance amount
paid for hotel booking and for Transporation, which are not yet settled.
(ix) We had achieved another milestone on 14th March, 2020 when we arranged a day
and night friendly cricket match between Hon’ble Vice-President (EZ), I.T.A.T. - XI Vs.
President, Income Tax Bar Association, Calcutta - XI at the prestigious Mohun Bagan A.C
ground.
Many of our members along with their family witnessed the match with tea and snacks,
followed by dinner at the end of the match.
Hon’ble V.P. and other Members had enjoyed the evening in playing cricket with our
members and such a glorious experience would be remembered by all for years to come. I
convey special thanks to our member Sri Somnath Ghosh who had taken all the pain in
arranging the ground and securing necessary permissions from the competent authorities.
(x) From 22nd March, 2020 we started experiencing a separate way of life due to
COVID’19 and for the first time we heard some new words like Social/Physical Distancing,
Quarantine, Containment Zone, Lock-down, Unlock etc. and suddenly the whole world
came to a standstill due to a virus which is unknown to the scientists and doctors.
Due to the sudden unexpected lockdown, the under privileged persons, who are especially
dependent on their daily earning became at a loss to arrange two square meals in a day.
We, being the oldest tax bar in India, thought it prudent to rise on the occasion as a part of
our social responsibility and immediately joined hands with Lyons Club, Kankurgachi to
feed the poor and down-trodden people from very next day i.e. 23.03.2020 and our
President, Sri S.K. Tulsiyan immediately contributed ten lakhs for the purpose. We
appealed to all our members to extend their hands and forty-two members of our
association generously donated apart from donations from two corporate organisations.
We fed about 2,76,000 people over forty days continuously spreading over twelve police-
stations and we are really thankful to the Executive Committee and General Members of
our Association, Kolkata Police. The K.M.C., specially the Borough-3 and Lions Club of
Kankurgachi for successful achievement of our venture.
The life-line of any institution is its members and we have heard that some of our members
are facing some financial problem due to lock-down and immediately we decided that we
will grant one-time financial assistance to the members Rs. 5000/- who will express
his/her willingness to avail the benefit and their names will be kept secret.
Again before Durga Puja we announced that the members, who have not availed the
opportunity earlier may apply for financial assistance of Rs. 5,000/- and in two phases we
have stood by the side of fifty members.
It was really a life-time experience for all of us. We have never faced this type of pandemic
earlier which is still continuing and we are slowly habituated to a new way of life.
We have donated Rs. 3,00,000/- to PM CARES FUND, Rs. 3,00,000/- to W.B. State Disaster
Management Fund and Rs. 2,00,000/- to Army Battle Casualty Welfare Fund as a part of our
duty to the nation.
We came across with another new term “WEBINAR” and gradually we become habituated
to it.

We are thankful to Sri Siddhartha Mukhopadhyay of TAAB and Sri R.D. Kakra of Legal Relief
Society who had extended their hands of support in organising the webinars.
A large number of our members and other professionals had joined in those webinars and
enriched with lucid and thoughtful deliberations.
I am happy to announce that ten new Annual Members and nine new Life Members are
inducted in our association since last AG.M.
It is also very satisfying that in spite of Covid’19 our members had come forward to clear-
up their dues and Rs. 1,52,000/- is collected as subscription from April, 2020 upto the date
of preparation of this report.
In this year we could not organise Bijaya, Diwali and Eid get together in our Bar Library
and we were compelled to organise it in virtual platform where many of our members
joined and performed on 11/12/2020, I express my gratitude to Smt. Sangeeta
Chakraborty and Sri Siddhartha Roy for organising the whole programme very efficiently.
As per direction of the Hon’ble Supreme Court of India, Bar Council of India has asked all
bar associations in India to furnish details of their members in a particular format which
was a herculean task during pandemic, but we were able to complete the same within the
stipulated time and sent it to both W.B. Bar Council and Bar Council of India and I am really
grateful to Sri Siddhartha Roy, Sri Paban Roy, Sri Tapas Kumar Jana and Sri Indrajit Roy for
their active support in preparing the list.
We had created the official WhatsApp group on 21.11.2019 which had made it easier for us
to communicate regarding various activities and news about our Bar Association to the
members and I convey sincere thanks to Mr. Mosaraf Hossain for his sincere effort to create
the group.
OBITUARY
It is really very painful for me and the association that we have lost twelve of our precious
members since last A.G.M.
At the fag end of 2019 we have lost our beloved members Sri Parag Ranjan Banerjee on
20th December, 2019 and his condolence meeting was held on 27th December, 2019.
Sri Gosai Krishna Das left us on the very 1st day of 2020 and his condolence meeting was
held on 08/01/2020 at our Bar Library.
Sri N.K. Poddar, Senior Advocate and legendary figure in the taxation field passed away on
25/05/2020 and the virtual condolence meeting was held on 02/06/2020 and virtual full
court reference was held on 05/06/2020.
Sri Sukhendu Prasad Choudhury (Khoka Da) who was the former President and father
figure of our association passed away on 08/06/2020 and the virtual condolence meeting
was held on 12/06/2020 and virtual Full Court Reference was held on 19/06/2020 to pay
tribute to the departed soul.
Sri Dulal Chandra Chakraborty died on 16/04/2020 and the virtual condolence meeting
was held on 01/07/2020.
Sri Shyamal Kumar Mukhopadhyay left us on 25/06/2020 and his virtual condolence
meeting was held on 01/07/2020.
On 4th September, 2020, we have lost two of our members Sri R.P. Sharma and Sri Bikas
Gupta. Sri Sharma’s virtual condolence meeting was held on 09/09/2020 and Sri Gupta’s
on 10/09/2020.
Sri Nemai Moulik left us on 07/11/2020 and the virtual condolence meeting was held on
12/11/2020 to pay tribute to the departed soul.
Sri Lalji Chaubey, our veteran member and Member of W.B. Bar Council left us on
25/11/2020 and the virtual condolence meeting was held on 02/12/2020 to pay befitting
tribute to the departed soul.
Sri Dilip Kumar Mukhopadhyay had an untimely death on 14/11/2020 and the virtual
condolence meeting was held on 20/11/2020.
We have lost Sri Subrata Roy Choudhury on 04/12/2020 and the virtual condolence
meeting was held on 09/12/2020.
I wish that New Year 2021 will bring joy and happiness in our life and wish you all the best.
