The bioeconomy encompasses the whole range of activitieslinked to bioresource production, use and processing. Thepurpose of those activities is to provide a sustainable response to the need for food and to part of society’s requi-rements for materials and energy, while at the same timepreserving natural resources and guaranteeing the provisionof high-quality environmental services.
The bioeconomy therefore brings with it major changes forour society with a transition in usage from fossil to biologi-cally sourced products, transformation of the economicsystems that supply the materials concerned, a focusing ofactivity on agricultural and forestry production and industrialprocessing methods aligned with a philosophy of sustaina-ble management of water, soil and biodiversity based oncascaded and closed-loop types of exploitation.
In order to support the development of the bioeconomy,France has put in place a strategy tabled in the French Coun-cil of Ministers on 18 January 2017. It is the outcome of workdone by the ministries responsible for agriculture, the envi-ronment, the economy and research, in addition to inputfrom all stakeholders (upstream and downstream economicagents, public bodies, researchers, civil society, and so on).
The French bioeconomy strategy lays down a framework forsustainable development of the bioeconomy consistent withour national territory’s resources and needs while avoidingexcessive exploitation. The present action plan translatesthis strategy into distinct actions in order to ensure an ope-rational roll-out of the bioeconomy across France in 2018,2019 and 2020. The plan deliberately focuses on the non-food component of the bioeconomy in 2018. It does notaddress food-related exploitation of biomass, since this iscovered by specific policies.
The French bioeconomy strategy is consistent with the othernational strategies relating to the production of biore-sources, their mobilisation, their use and environmentalgoals and issues: the plant protein plan, the agroecologyproject for France, the national low-carbon strategy, thenational biomass mobilisation strategy and regional biomassschemes, the roadmap for a circular economy, the nationalbiodiversity strategy, the multiyear energy programme, the“4 per 1000” programme, the national forest and wood pro-gramme,
the convention on biological diversity, the national strategyfor the sea and coastal areas, and so on. The action plandeliberately does not cover topics already addressed inthose documents. In particular, the action plan does notaddress anything relating to the circular economy such asbiowaste recycling.
The bioeconomy will not develop without the involvementof local regions. The action plan is focused on the nationalframework and tools likely to encourage the deployment ofthe bioeconomy in the regions. Government can support theregions in implementing local policies for the benefit of thebioeconomy and ensure a satisfactory link-up betweennational and regional strategies.
The action plan represents the outcome of a broad-basedconsultation process involving government and stakehol-ders. It has benefited from input from reflection during theFrench National Food Conference, in particular the procee-dings of Workshop no. 3 “Developing the bioeconomy andthe circular economy”, which was part of the conferencework area on reinvigoration of the creation of value andensuring its fair allocation. Some actions derive howeverfrom sector plans drawn up by interbranch bodies at therequest of the President of the French Republic. Indeed, cer-tain interbranch organisations promote the exploitation ofagricultural, forest and agrifood co-products, notably forenergy-related purposes, along with the development ofnew commercial applications – in bio-based industries, forexample.
The action plan translates the overall bioeconomy strategyinto operational actions under five broad headings: Extending knowledge; Promoting the bioeconomy and its products to the gene-
ral public; Creating the conditions for matching supply with
demand; Sustainable bioresource production, mobilisation and
processing; Removing obstacles and providing fundingThe actions defined are listed below. The table provides adescription and specifies lead entities, deliverables (expec-ted outcomes) and a due date for each action. Each action isthen detailed in a datasheet describing its background, set-ting targets to be achieved, suggesting a timetable forimplementation and specifying an indicator for its monito-ring progress and/or results.
